received three human resources manuals (Cahier des ressources humaines de la Ville de Lac Brome): two manuals from the Wisdom administration dated January 1, 2009 and the combined and revised manual developed under the Decelles administration, dated November 1, 2010.The following are some of the signif icant differences in the employee manuals from the two administrations.Pension fund for management Wisdom administration - The town contributed 15 per cent to a self-di- rected RRSP for management employees as long as the employee contributed 3.5 per cent of the gross salary.Decelles administration - For management employees hired before May 1, 2003, the town contributes 13 per cent to a self-directed RRSP as long as the employee contributes 3 per cent of the gross salary.For officials.Traffic had been diverted to Maple Street due to bridge reconstruction work on Lakeside Road.Bridge work started on July 15 and is scheduled to be completed by the beginning of Knowlton and West Brome to declare which events are viable, worth advertising, merit town funding, and on what days they will occur.It is worthwhile noting that the State of Vermont expects the greatest growth potential in 2014 tourism to come from cultural tourism.In our case the theater, the museum, Tour des Arts, antique shows and vernissages.Finally: while all tax revenues must be controlled by council, the business of marketing, selling, and operating businesses that someone has invested in, is simply not a mandate for Town of Lac Brome employees.I believe it could go a long restructuring plan submitted to the Town of Brome Lake.On the revenue side it is quite obvious that the survival pattern is way too addicted to grants of several sources and too little from advertising.On the expenses side very little positive criticism can be made due to the huge contributions from volunteers from day one.There is usually little or no volunteer work given if these volunteers feel there is wasted spending in the organization.Expenses cut backs and the ones suggested are reasonable.It is dangerous to continue depending so largely on grants because taxpayers are very reluctant in approving all sorts of subsidies through their elected officials.People feel rightfully that they are overtaxed.The last Town of Brome Lake council episode on the decision of granting or not $10,000 to CIDI was a painful exercise.Many grants as we move forward will be subject to all sorts of conditions and this is inescapable.Increasing advertising revenues becomes the key to survival.Advertising revenues can only increase with an increased audience.To achieve this, the poor broadcasting area is a major handicap and should be addressed as an immediate priority.Losing our 99.1 signal on Bondville Road on ac- Fn _ CIDI's future route to recovery count \u2018of Tibbits Hill or on Brome Road because of Iron Hill is a killer.These local listeners eventually and permanently switch stations.Fortunately the signal in Cowansville is fine and a new marketing strategy could be implemented in a short period.Increasing the participation of other municipalities in activities and funding is also part of the recovery plan and this is certainly the route to go.Attracting an audience and insuring its loyalty involves having something no one else has.What is missing in this recovery plan is the strong alliance and partnership CIDI must make with regional medias (Le Guide, Brome County News, The Record, La Voix de l'Est, L'Avenir des Rivières, Tempo, etc.) and stop over-focus- ing on Knowlton.It must cover all communities and political events of the region with regional daily news.Radio Communautaire Missisquoi \u2014 remember the original mission?Monthly MRC meeting should be covered as well as most council meetings.Daily debate phone lines could be aired on hot regional subjects with very good volunteer moderators.The present RCM Board and CIDI management have no choice but to engage into a major shift in programming to make this station really regional and mostly special to a loyal audience, its survival depends on it.JAMES A.WILKINS
