reported that Franklin Sproule, of Kennebec, Marne, brother of Ruburt Evan Sproule, receutly banged for murder in Brirish Columbia, and administrator of the estate of the deceased, is about to enter a petition of right aski-g permission to enter a suit for $100,000 daw- ages against the Dominion Government fur the uvlawful exccution of Sproule, who, it is contended, cau now be pruved inancentof the crime for which he suffered, If the petition be not allowed, then the suit will be brought against the jailer who held Sproule atter his discharge had been ordered by Judge Houry, a8 well as againss the sheriff of Vancouver Island, under whose direction the execution took place.legal objections having been raised to Sproule\u201ds couvictior, and among them the want of jurisdiction on the part of the Court which first tried him.Jnstice Henry, after deliberation, directed the issue of a writ of habeus corpus, calling upon the shenff of Vancouver Island to produce the pris ner, together with the cause of his detention, This writ was disobeyed, and on the second day of August, 1886, an application was made to Mr.Justice Heury, for the discharga of the prisoner on the ground that iho said sent to the Board of Health, to the effect that there were certain velerinary surgeons who were aware that glanders were quite prevalent among horses in the city and who had informed him to that effect, a HERALD reporter day, to find out, if possible, the parties who had furnished the Medical Health Officer with that startling information.The enquiries established beyond a doubt that the statement made to the Lealth authoritics was not at all founded, and among all the surgeons interviewed there was not one who knew of a single case of glanders at present existing in the city, and every one denied giving Dr.Laberge the information published by him.The surgeons were unanimously of the opinion thet a special law should be passed to deal with glanders and empower them to have all :\u2014 In view of the numerous rumors and reports cireulated regarding the affairs of this Company, the directors ruggeet to the ghareholders the propriety of receiving guch rumors with caution.+ A resolution passed by the directors of the Great North-Western Telegraph Company, on the 29th of September last, with regpect to violations of the contracts of the Montreal Telegraph Cowpany by the Canadian Pacific Telegraph Compauy callicg upon the former to enforce their contracts otherwise the company would not be able pay the amount to be paid by them according to the coutract of [Tih Longueuil junction and Farnham, while between Farnham aad Richford they had built an independsnt line, poles, and wires, on the western side of the track.On the line of the Canada Central Railway, the Canadian Pacific Railway hed erected poles and strung a sumber of wires for the transmission of public or comercial business, over nearly the whole route and had opened offices along the route, for the transaction of telegraph business.On the liue of the Credit Valley Railway Company tue C.P.R.Co., had constructed an independent line of telegraph, between Toronto aud St.\u2018Thomas, and bad opened numerous offices along the route for the trassmis-ion of public or commercial telegraph business.\u201c In fact the great bulk of the public or commercial business which the C.P.R.Co were then doing, would appear to be in utter defiance of contracts, which, untii toe advent of the ©, P.R.upon the scene, were recognized in good faith by both the tel-graph and railraad companies, with no hiut
