HERALD, FRIDAY, JANUARY 29, 18397.T0-MORROW'S HERALD.Tomorrow's Herald will be, we believe, one of the best regular issues ever published by a paper in Montreal. The Saturday newspaper has grown to be more than a vehicle for the day's news; it tur nishes also usually a budget of general reading In this latter respect The Herald is gathering and presenting information and entertainment which has local interest or origin, For example, there will be given in to- Morrow's paper a symposium of autograph opinions sent to The Herald during this week regarding the proposal recently advanced by the Halifax Board of Trade tô extend the Intercolsnial Railway from Levis to Montreal. The opinions are on both sides of the scheme, and accorapany- ing them is a letter from Halifax showing how that city feels about it.The opinions are those of Ministers of the Crown, pro: minent business men, politicians and raul- way investors. The third of Mr.Stewart Lyon's articles explaining the new civic system of Toronto is published.Mr.Lyon’s fitness to write as a municipal expert is unquestioned, and his articles are exciting wide interest in this city by reason of the proposal to give to Montreal a new charter during this year. The third of the articles by The Herald’s municipal authority dealing with the municipal government of Montreal and its needed reforms, both constructive and administrative, accompanies Mr.Lyon's article. The condition of the city makes very timely the discussion of its civic system and methods which will lead to better government. There will be told the adventures of an ex-Confederate colonel after the close oi the American civil war; his escape to Cauada and the efforts made to capture him; the exciting journey of a Montreal Indy in order to bring his wife to him.‘This exciting episode in American history has never before been published.and 1s now told by Mrs.M.A.Loring, who was a prominent actor in all the scenes, and is now residing in Montreal.People pro minent in Nova Scotia and New Bruns wick are introduced mto the narrative, which has all the exciting elements of a romance along with the added piquancy which belongs to a true story. The late South African rising is described by a former Canadian, who served with the Salisbury field force in many thrilling engagements. The description is contained in a splendidly written letter to a Montrealer.lt is, however, not mecessary to go through the whole’ table of contents. There will be, among other articles :— The history and progress of the A.OU.W.being the second in the weekly series of articles dealing with benevolent societies.A descriptive illustrated sketch of Grace Baptist Church, Westmount, with a resume of its history and of the pastor's career, And of course the regular Saturday departments, such as: Books and those who make Them; the Woman’s Page; Mistakes We Make; Hotch Potch; The Herald Junior; Musical Matters; Paul Pry at the theatres; a budget of Letters to the Editor, some of them of more than usual interest; News from the Mother Land; Short Stories and a quantity of carefully selected reading of a miscellaneous character. In the field of news you have only to remember that “you haven't all the news until you have The Herald.” WILL RULE CUBA.Spanish Minister of War Will Become Governor-General of the Island.More observe the fules for the closing of ber saloon, that the place is one of disorder and scandals, and that she is ur- worthy of getting a license” Plaintif pleaded that these allegations were false and malicious, causing her to be deprived of her license and injuring her reputation. Her saloon had brought her in $5,000 a year, and she claimed $1,000 damages.Defendent pleaded that be had filed the opposition in the exercise of his rights, without malice and with good possible cause, thus doing his duty as a member of the community; that he made no personal attack on the plaintiff or her character, but simply complained of the management of her restaurant; that the allegations of the petition were tie and made in the publie interest. After several specific charges it was alleged that the restaurant had not the facilities required by law, that plaintiff knowingly sold to minors, that games of chance and vocal and instrumental music were allowed, and that the place was kept open after hours, and that the License Commissioners acted independently of defendant. The Court held ‘that the plaintiff had not been deprived of her license owing to the opposition of the DESIGNS ON INDIA.Lord Lansdowne, the English Secretary of State for War, is not worrying at pre- fate of the arbitration treaty, or the new little war in Central Africa which he has on his hands.Instead, he has been devoting his powerful mind to ge formulation.of this circular memorandum to general officers commanding : “ A report having been received in the department to the effect that it is getting the fashion in some regiments for young officers to shave the upper lip, the Secretary of State for War requests that you will be so good as to take such steps as you may think necessary to insure the provisions of Queen's regulations being adhered to.” The regulation to which his Lordship refers directs all army officers to be clean shaven except as to the upper lip, which must in no case be touched by the razor.Curiously enough, English naval officers are allowed to wear full beards if they choose, but if they shave at all it must be completely—that is, the upper lip as well as the cheeks and chin must be denuded.—_— SOME FRENCH DUELS.The most prosaic, the most bourgeois of all eminent French statesmen and historians, the late M.Adolphe Thiers, fought a duel when a young man with the trate father of a pretty girl whom Thiers, while anxious to marry, did not wed, because he was too poor to support her.Shots were exchanged without result, and the combatants embraced. The famous journalist and litterateur, M.Emile de Girardin, editor of La Presse, fought four duels in 1834 with the cditors of other Parisian journals, because, the annual subscription of French daily newspapers he- ing at that time at 80f., he bad reduced the price of La Presse hy one-half, with the result that the circulation of his news paper was enormously increased. In the last of these duels he had the misfortune to kill Armand Carrel.a man of talent and a popular idol.Girardin.who was shot in the hip, had lingered between life and death for weeks before he recovered from his wound, and never,in spite of repeated provocations, could be induced to fight another duel.“ Dueling.” he said, “is a fault of our education against which Season, Which Requires Watching.—OF THOSE —~ ring the holiday period, says a con- tomo both this year and last, there have appeared temporary stores where cheap jewellery is auctioned off to the highest bidder fov cash.To one who gives these institutions but a passing thought | they perhaps appear all right, but it an observing man will step inside one of these stores for a few minutes during the aue- tion he will soon become convinced that a confidence game is begs played upon innocent purchasers, and that these institutions should receive the attention of the police.1t is an old saying that you cannot beat ‘a man at his own game, and this auction ‘business is no exception to the rule. The proprietors pretend to.sell the goods A gerdless of the prices bid, but without exception there are bunco-steerers in the crowd in the employ of the store, who know the value of the articles exposed for sale, and they bid against the bona fide purchaser until the article is bid high enough for the proprietor to make a handsome profit on it, and then the article is allowed to be knocked down to the legitimate bidder. In this way they never make .a mistake; and it is absolutely impossible for a bargain to be obtained in such a ‘store, for these bunko steerers prevent that, and bid it in for the store if it is going at too low a price. The whole busi- {ness is based on fraud and deception, and iit is a disgrace to the city that such institutions are allowed to deceive and rob the people.- Legitimate shoppers have a right to ‘assume that a city government will allow nothing but legitimate business institutions to do business on the principal business street of the city, and no doubt many customers think these fake institutions are all right, else the city would close them up.Legitimate business men also have a right to be protected against the competition of mstitutions which not only decrease the business of regular stores, but which bring no corresponding benefit to the shopper, but which invariably cheat him.FATAL RAILWAY ACCIDENT.Rochester, N.Y., Jan.29.—ITenry Snyder, conductor, of Rochester, and trainman George Craston, were
