ot n us\u2019 =.called upon most of the heads of the big You Haven't All the have The Herald.~ News until you De 5 91ST YEAR.No.14.4 > \u20ac A \u20ac, \u2014mmemntetee The Residences of Prominent Jews Are Guarded, Paris, Jan.18.\u2014There was great excitement in the Chamber of Deputies yesterday, when M.Cavaignac, Republican, demanded a discussion of the semi-official note, in which the Government declined to make public the alleged confession of Alfred Dreyfus to M.Lebrun-Renaud.The announcement read :\u2014 \u201cIf the Government conceded the demand it would bring under discusison and appear to place in doubt the authority of the Dreyfus decision.Moreover, the Government does not consider it has the right to make such a communication, for reasons analogous to those which determined the court-martial to try Dreyfus behind closed doors.\u201d The Premier, M.Meline, in refusing to disouss the matter, declared that if the Chamber voted its immediate discussion the Cabinet would resign.The House, then, by a vote of 310 to 252, adopted a motion shelving the discussion.The lobbies of tne Chamber of Deputies were crowded, and there were heated dis cussions even among the usually cool headed politicians.The session opened with a speech from M.Jourds, Republican, on a minor question respecting prisons; but, at request of the members he abandoned his speech on the prison question, which was adjourned until to-morrow.The Minister for War, General Billot, the Premier and M.Cavaignac here entered the House, and the President of the Chamber, M.Brisson, announced that he had received a request from M.§avaignac to question the Government regarding its Dreyfus note.M.Meline asked him to adjourn the matter, requesting the Chamber to reassure the country by continuing its lahors.He said the budget must be voted, and the Dreyfus affair, which had become a party question, should be set aside.Continuing, the Premier remarked :\u2014 \u201cThe Government\u2019s policy has already had 8 good result at home and abroad, and we appeal to the wisdom of the Chamber to Put an end to the excessive agitation.\u201d The Premier concluded with a reference to the bonor of the army and the respect due to the judges, and asked for a vote of confidence in the Government.M.Cavaignac refused to be satisfied With this harangue.He declared the terms of the semi-official mote were not acceptable.(Cheers from the Leftists), protested against the silence of the Minister of War at the time when the army was attacked, and urged the publication of the alleged confession of Dreyfus.M.Lavertujon, Republican, that the discüssion be month.Amid excitement the motion ed by 277 to 219 votes.M.Duperier de Larsan moved that the matter be postponed until orders were disposed of.This was opposed by M.Cavaig- nac, who declared the Government\u2019s attitude had created doubts in the minds of the people.He reproached the Premier for refusing to make g statement regatd- proposed adjourned for a was reject- \u201cDeath to the Jews,\u201d and other inscriptions.It was soon seen that the 5,090 present consisted largely of Anarchists and of others bent on opposing the students.On M.Guerin, the president, proposing that the honorary presidency be conferred upon M.Rochefort, and M.Drumont, a great uproar ensued, the Anarchists trying to wrench the banners from the anti- Semitics.Scuffles took place, in which two of the ofliciais were injured.The Jews Arve Alarmed.The events of the past few days are beginning to produce a feeling of panic in Jewish circles.Both the business and private houses of the Rothschilds and other wealthy Jews are guarded by apecial detectives and gendarmes for fear lest the Dru- mont crusade produce a sudden popular outbreak.The students, having the eym- pathy of the authorities, were treated last night with unusual forbearance by the police, who only kept them \u2018within necessary bounds.According to some accounts, twenty people were wounded in the cavalry charge outside the Tivoli Hall, which the police eventually cleared.The imprisoned committee in the Tribune were unable to make themselves heard and hung out a placard announcing that the proceedings were closed.There is mo doubt that the poliay of the Government is beginning to be strongly assailed.General Billot, Minister of War, is especially the object of attack, and the smallness of the majority in the Chamber of Deputies to-day indicates the waning of M.Meline\u2019s influence.The Cabinet was only saved from defeat by the votes of the Monarchists and Boulangists.The Libre Parole acouses General Billot of illegally spending 150,000 francs of War Office funds in bribing the press during the present crisis, À: special service of police has been organized around the residence of M.Mathieu Dreyfus.The Soir asserts that M.Zola will call Count Munster, the German Ambassador, and Count Tornielli, the Italian Ambassador, as witmesses to the innocence of Dreyfus.ALCOHOL FOR MANUFACTURERS A Claim That Canadian Distillers Are Uuduly Favored ny By the Present Oustoms and Inland Revenue Duties.In view of the alcohol quesetion: being at present before the Board of Trade Council the Montreal Pharmaceutical Journal devotes an article to the subject this month, Dealing first of all with the duties, the Canadian figures are given.Alcohol imported into Canada is subject to a customs duty of $2.40 per proof gallon, equal to $3.95 per imperial gallon, 65 o0.p.Alcohol here bears an Inland Revenue duty of $1.90, equal to $3.13% per Imperial gallon.Canadian distillers ship in barrels of 45 gallons, the empties being returnable at the invoice price, $2.50.Imported alcohol comes in 100 gallon casks which are mot returnable.Both Canadian and United States distillers pay freight in car load lots.The price charged by distillers here is $1.15 per imperial gallon in bond, while the American price is equivalent to 22 cents per imperial gallon in bond in the United States.A Canadian importing alcohol and paying the duty wouuld pay $4.18 per imperial gal- : their own $2.39 4-5.The article points out ing the alleged confession, and was interrupted by M.Meline, who said : \u201cI will | tot do so.\u201d (Uproar from the Leftists.) or, lon, the price duty paid for the home article being $4.28}.Americans would pay for Canadian aloohol $5.60 2-5, and for that if it was permitted to import United States spirit in barrels it wauld be brought in as long as the local price remained a $1.15 In bond, a price which is fixed with the knowledge of the United States market and is just the highest at which trade can be retained in present channels.The United States manufacturer pays manufacturing privilege, by which his alcohol costs him $2.38.Medicinal products of alcohol containing less than 40 per cent.of spirit are admitted at 50 per cent.ad valorem, so that it is cheaper to import many lines than to manufacture them here.The representations made to the tariff commisssion that the customs and excisa duties should be made the same are referred to, and the monopolistic combine of the Canadian distillers, who are held responsible for the position of affairs.There was no competition to regulate the price for alcohol in Canada, for the reason that the late Government ordered that Journal points out that the avowed reason being stored, is false and erroneous, and tn invest the enormous capital required to establish a distillery under these obliga- by the present Government, nor were the duties assimilated.The Journal suggests that if the customs duty was reduced equivalent to 65 cents per imperial gallon the Canadian distillers would charge 63 cents less than today, or 50 cents, and still Have a protection of 1.25 per cent.while the Government would receive the same revenue if not, the.revenue would be benefited by receiving the higher customs duty upon importations.The Board of Trade is urged to go carefully into the matter in the interests of the manufacturing chemists and druggists.The Journal declares in conclusion that \u2018\u2018alcohol must be accorded the position\u2014first, of being, for manufacturers in the branches referred to, a crude material.The question in consideration must be separated altogether from that of \u2018whisky to drink,\u2019 and the temperance proclivities of any must not be shocked in comparing alcohol as a crude material for the maker of tincture of iodine, ete, with raw silk as the cride material for the maker of silk fabrics.The keys of the rectification of the present position are:\u2014(1) the abolition of the two years maturing regulation; (2) the reduction of the customs duty to approximate ly the same as the Island Revenue tax; (3) the granting of bonded manufacturing privileges of mamufacturers of all articles ia the manufacture of which the spirit becomes non-potable or is destroyed.\u201d MONTREALERS INTERESTED.The creditors of the estate.of the Zeig- ler-Hinch Company, of Guelph, met in Toronto on Friday.There were seventy-five ! claims against the estate, and the total ! liabilities amount to $24,970.Among the principal creditors are.the following Montreal houses :\u2014 Friedman, Bros.& Co.$401.78 W.Agnew & Co.341.12 W.Clapperton & Co.©.120.58 S.Greenshields, Son & Co.783.96 Thomas May & Co.-.819.65 Robert Linton & Co.185.01 Loeb & Oo.a.es .ae .646.11 are\u2019 such as to call for bub little criticism ie an entirely new play, and in the main, DOROTHY\" WASH GREAT SUCCESS And Society Was Out in Force to See it.THE CHORUS WAS GOOD.What is Going on at the Other Theatres This Week.What Dr.Johnson said about a preaching woman and the dog walking on its hind legs applies equally well to most amateur theatricals.We are apt tio wonder, uot at the grace with which the dog walks, but at the fact thvat he can toddle along at all on two legs.Last night's amateur performance of Dorothy was a clear exception to the rule.No indulgence need be asked on the score of non-professional- ism, for seldom, indeed, has Alfred Cellier\u2019s sparkling and animated comic opera been more prettily or more successfu.y staged than it was last evening by that group of music-lovers who have already wade themselves more or less well known to all Montrealers.For many long weeks the cast and the chorus have been at work under the potent baton of Prof.J.J.Goulet, and if there was ever a moment of doubt as to the result that was to attend their labors, that doubt was dispelled before even the first chorus had been sung last evening.For, from the first moment, the audience was enchanted, and encore after encore occurred throughout the finished performace.In the first place the music of Dorothy is exceptionally Light and melodious.It provided excellent opportunities for the large chorus of well-trained singers who warbled so prettily for one evenung amid the picturesque hop gardens of Kent Coun\u2019 ty.And what was even more important, it was not only the sweet-throated chorus, but it was also a sweet-looking one, in their different daintily-designed oid English costumes.The principals in the performance were equally good.Miss Ella Walker, as Dorothy Bantam, put that often-admired, flexible soprano voice of hers to excellent use, and won numerous well-merited encores.Miss Ada Moylan, as Lydia Hawthorn, was equally charming.She sings in a pure, aweet contralto, but one must confess that the prettiness of her acting was even more successful than her singing.Miss Nellie McAndrew was a sweet-faced and winsome little Phyllis, and made the daintiest of little ladies in her quaint cos tumes, as the village beauty.Miss Mo- Andrews has a mezzo-soprano of surprising richness and delicacy, and she, too, did not escape without her encores and rounds of applause.Mr.Roland Paul, as Geoffrey Wilder, made a dashing and debonmair young gallant, and sang in excellent voice, while Mr.IT.F.Therrien was equally successful in his role of Harry Sherwood, his born companion.and fellow gallant.Perhaps the most admired part was that taken by Mr.Robert Henders, as Lurcher, the sheriffs deputy.His make-up and his comedy at once won over the house, and he remained a favorite éhroughout the evening.He wae helped in his task of rierry-making by Mrs.Belle Harrington- Hall we the Widow Privett.Mrs.Hall could certainly put memy an old professional to shame.At the close of the second wet, by permission of Mr.George Hooper, master of the hounds, a pack if the Montreal Hunt Club hounds was introduced, und added a novelty to the Tal!y-Ho chorus.During the third act Miss Lily Jones introduced a further novelty by executing a graceful pas seul.Mise Jones danced with such charm and gracefulness that the audience insisted on an encore.But not to mention Mr.John Wilkes as Squire Bantam would be am injustice.Mr.Wilkes sang in excellent voice, and played a most difficult part in a masterly manner.On the whole, last night's perform- ence of Dorothy was an unconditional success.© Prof.Goulet, and the many ladies and gentlemen who sang under him, are to be congratulated on such an extremely pretty performance of an extremely pretty opera.The scenery amd the costumes were elaborate and rich looking, and seldom, indeed, can one see a better performance, be it emateur or otherwise.But the stage manager from New York should not keep his audience waiting for a: long half-hour between each act.Dorothy ie & good thing and we hate to have her taken away from us for such a long space of time! requisition, in the belief that by making him Mayor they would: remove the aggressive and dangerous element in his character, are told by him flatly and unmistakably that they are astray in their estimate.The Boss has served notice that he will continue to be Boss to the end of the dhapter, and that anyone who counts upon the contrary will be grievously disappointed.While this dramatic assertion of hig authority was scarcely to have been expected on the eve of an election, it was quite in consonance with the character of the man and his environments.After having things lis own way for so long, it could not be in human nature for him to sit contented: ly on the dais or in the Mayor\u2019s ppholster- ed office, and eee his place usurped while he was still in the Council.And after all, although this act of yasterday strengthens Grand Trunk\u2019s idea of what that company wants done, namely, the appropriation of Victoria Square to their purpose or the handing over of .$250,000 of cash for the purchase of another site.It was because he could not get the support he desired on this question yesterday, and because he preferred not to attempt to settle it until he was safely in the saddle for two years more, and because he and the Grand Trunk have their minde made up as to what must be done.that the subject was not allowed to be broached.Victoria Square is not yet out of danger, and will not be out of danger while Mr.Prefontaine remains in the council, unless a majority of the aldermen are pledged before election to vote against the closing of the square.HARD TO BELIEVE, It seems there is at least one man for whom the story of the Notre Dame Fast improvement is too much.He does not believe à word of it.We admit that the story is strange, almost past believing.There is a certain roundness and perfection in all pants that makes it look like a piece of igenious romance.We do not wonder if some steady-going citizen declines to credit the statement that an alderman should constitute himself superior to the Council of the city and order the expro- prsation of property in which he and the clients of his law partners are interested.It is quite m strain upon the credulity of any man who flatters himself he is kiving under constitutional forms of government.But after all The Herald has only stated the bare facts of the case, The facts are that at the dictation of Ald.Prefontaine, the City Surveyor, Mr.St.George, widened the street! nt {certain points on Notre Dame street east, appropriating certain properties.These pro perties belong as of circumstances is not creditable to the alderman, and we can well understand how persons who have been attracted by \u2018his personality would prefer to disbelieve the facts.But there the facts are, and no amount of disbelieving them will alter their character or significance, HOW IT IS DONE.The vote on Ald, Prefontaine\u2019s motion, to adjourn was carried by a vote of 13 to 12 and the aldermen were thereby prevented from expressing disapproval of parting with Victoria Square.One of the 13 was a certain \u201cgood\u201d alderman.If.he had voted on the other side the Victoria Square project would have come up immediately afterwards and would have been thrown out.Why did he not do so?Is it possible that the explanation is to be found in another item of the order paper, \u201cappointment of essessors.\u201d This \u201cgood\u201d alderman\u2019s brother is known to be a candidate for this office and to have strong opposition.The probability is there fore that he was unwilling that that order should be reached, just in the same way Ald.Prefontaine was unwilling the Victoria Square should the opinion expressed in these columns, for want of a policy.a policy for guilty\u201d she held her handkerchief to her face and sobbed.Clad in widow's weeds and in the dock, her appearance ig not prepossessing, but she has a sharp eye and follows the trial very closely.As told in The Herald yesterday the empannelling of the jury did nob take long.The intelligence of the jury is rather above the average as shown by their an- ewers to the challenges for cause.They said, in most cases, that they had formed an adverse opinion, but would not admit, though closely pressed, that they were so biassed as not to be guided in their verdict by the facts, and this, despite the fact that many of them evidently would have preferred not to serve.The Crown is represtented by F.X.Mathieu, Q.C.\u2026.of St.Scholastique, and J.A.N.Mackay, of Argentuil, and the prisoner is defended by A.E.Poirier, of Montreal, and J.D.Leduc, of St.Schol- astique.The Case of the Crown.Mr.F.X.Mathieu, Q.C., explained the case which the crown proposed to make.He oited the old maxim: When a crime is committed seek whom it may profit.He showed how the accused had first got ier husband to make his will in her favor.and then to insure his life in her favor.She wrote the insurance agent to know if the company would pay, no matter how her husband died\u2014whether by poison, or assassination or otherwise; and on being reassured on that point she urged and finally persuaded her husband to take out, first, a policy for $1,000, and then another for an equal amount.The premiums were paid by his notes of hand, the first of which fell due on the 24th November last.On the 21st the murder was committed.He laid stress on the suspicious intimacy between Parslow and the accused, which had caused great scandal, and had impelled the cure to write the husband warning him to return and protect his wife\u2019s honor and his own.But the hus hand was so infatuated, and had such implicit confidence in his wife, that he resented any interference and even \u2018treated\u2019 Parslow as his best friend.The Crown Prosecutor then gave the details of the crime itself, the finding of the body, the conduct and demeanor of the accused, the discovery of the knife, and the other in- $idents that led to the arrest of Cordelia Tau.Coroner Migneault, of St.Augustin, submitted the report and verdict of the coroner\u2019s jury.Against this Mr.Poirier vigorously protested, and asked the court to make a note of his objection.The court ruled that while the depositions could not be received, there could be no objection to the filing of the mere report and verdict, as that simply established the fact pilot on the Harbor Board, as many \u2018technlical questions came up.He thought all the pilote should be on the tour-de-role.COURT OF APPEAL.Action for Damages- Breach of Promise to Sell.The Court of Appeal sat yesterday afternoon for the hearing of arguments in cases which were ready.The first case heard was that of White (plaintiff and appellant) and Gmaedinger (defendant and respondent), an appeal from a judgment dismissing; an action for damages.White was coachman to respondent, who had purchased a horse and had ordered him to hae- ness 1t to try ùt.While the two were driving out together another vehicle collided with them and appellant sustained damages.The defence was that the accident was due to the other vehicie, and the court below upheld this contention.Judgment was reserved.The next appeal heard was that of Durnford, es qual, et al.(plaintiffs in court below), respondent.The appeal is from a judgment which dismissed plaintiffs\u2019 avbion, which alleged that by a promise of sale defendant promised to sell to plaintiffs a certain property free amd clear; that it was discovered that a prior promise of sale had been registered agaïnst the property; that plaintiffs then called upon de- fendamt to remove such prior registration; that defendamt had mot removed the defect in the title, and had not placed himself in a position to execute the deed of sale.Plaintiffs claimed damages in consequence in the sum of $31,260.The defence wns that the purchase money was mot paid or tendered within the prescribed delay; that the tender made was insufficient; that the ron-completion of the sale was not due to any fault on the part of defendant; that defendant was ready to comply with the condifions of the promise.The case was not concluded when the court rose, and was continued until Thurs day.ST.LAMBERT BOARD OF HEALTH, Measures Taken to Stamp Out Disease in the Village.A special meeting of the Local Board of Health of St.Lambert was
