the Dominion Alliance, in common with the W.C.T.U., was the abolition of the liquor traffic. For years, temperagce workers had been wandering in the wilderness, flouted, | deceived, and hetrayed. But never yet had they lost heart or hope, and some day a Caleb and Joshua would lead them into the Promised Land.Realising the obstaeles in the way of realising their early hopes of Prohibition, they had ‘developed an.educational propaganda in the schools and throughout the entire social structure that was now begining to bear fruit and not many years would elapse before Canada, with all its immense possibilities, wduld be free from the domination of the liquor traffic.Mr, John H, Roberts, the noted Eng- {ish Temperance advocate, has been se- | cured by the Dominion Alliance to give a‘series of education lectures during the ‘Convention.- His subject was, ‘“The Chureh.of God and’ the Liquor Trafic.” He defined the Church as J “| consisting -of a hody of believing ‘men and women gathered together in the.world for the purpose of reproducing the spirit and life of their Lord and Master end- cagnpleting the work which He came to do.He placed the two institutions’ in.conjunction and contrast becatsd the Church is the highest.and holiest of divinely inspired human institutions and the liquor trafic the.lowest and umholiest of Shatanically inspired buman institutions, and because each is in.deadly antagonism, to the -other.The Church is, a militant ody, and its work .is to ‘türn man; 15, upon the general policies CLEMENCEAWS After Violent Debate on Naval Scandals.———— EXCITEMENT VOTE WAS TAKEN.Paris, July 21.—The Clemenceau Cabinet fell suddpuly lastnight urder dramatic circumstances at the conclusion of a violent debate over the naval scandals, extending over several days.M.Delcasse, chairman of the investigating committee, led the attack upon the naval administration, especially and M.Thompson, formerly ‘ niinisters .of marine, But M.Picard, who succeeded Mr.Thotpson, had promised in the name of the Government to complete a series of reforms, both in the administration of the department and the methods of construction, £nd the Chamber was ready to vote confidence in the Government, when an incident occurred which changed a ma- Jority into a minority.Premier Clemenceau, who always has been an adversary of M.Delcasse, smarting under the criticisms, and doubtléss of u majority, which of the Government, was 182, taunted the ex-minister of foreign affairs, who was thrown overboard by .the Rouvier ministry at the dictation of Germany during the crisis’ of 1905, with having led France to humiliation at Algeci-' ras.The spectre of that chapter of France’s foreign history, in ‘which Del- casse was sacrified, was a fatal error.Instantly there was an uproar of dissent, from hoth sides of the, (Chamber.Delcasse* flung ” back the taunt in’ Clerhenceau’s face with bit- Aer words, declaring, amid cheers, that France had: gone¥to Algeciras in - the interest of peice, a Amid the - wildest” éxcitement the vote was taken, and when it was announced that ‘the Government = had heen bheaten,-212 to 176, M.Clemen- ‘eau clapped” his: hat, on his head, pulling it far the property in dispute, and for ‘other damages.- When the case - was argued before Judge Teet yesterdpy afternoon the court held that it would be improper to decide the criminal chango pending the disposition of the civil suit, as the civil action would decide who had right to the title to the property, and that when judgment was rendered as to this it would be open ta Mr.Marshall to {ake criminal action or not, as he- thought fit.: CL Mr.Henry J.Elliott, K.C., counsel for Mx.Marshall, then made a motion.that ‘the ‘case be taken before the grand jury in order that Major
