the story goes, Sir Mackenzie Bowell has asked Mr.Chapleau to meet him to discuss with him the Manitoba school question, more particuarly as regards its bearing on the electorate cf the Province of Quebce.The fact that Mr.Chapleau is accompanied by the Hon.Joseph Royal, ex-Lieut.-Governor of the North- West Territories, who is thoroughly conversant with the whole matter, lends color to the rumor, as does aiso the fact that Mr.Chapleau left Quebec on a fixed date, whereas, by delaying his departure, he might have received, as Her Majesty's representative, Admiral Erskine and the cfficers of the British ships at present in Quobec.It is stated that Sir Mackenzie Bowell is extremely anxi- vus to get Mr.Chapleau's views on the matter before his coming conference with Mr.Greenway, and that last Saturday, for the purpose of removing the skull from the trunk, was dug up again yesterday by order of District Attorney Grahain.A portion of ona cf the legs of the corpse was amputated and parts of the clothing of the dead man were secured for the purpose of making more complete the identification of the remains as that of Pietzel.District Attorney Graham had the leg amputated to add to the of Crawford & Hunnisett, cattle dealers, has made a contract with a ranching company in the North-West controlled by the Allans, of Montreal, to deliver to them two thousand steers in the Province \u2018of Ontario on the line of the Canadian Pacific Railway for transportation to their ranch in Manitoba for the purpose of fattening.Mr.Crawford is now making arrangements to buy these steers in business in this city is ruined by excessive compelition and would be greatly improved by cutting down the number of licenses one-half.If the license fees had been raised high enough to cut down the number of licensed saloon-keepers in this city from say 9,000 to 5,000, a great to do would have been made about it as a victory for the temperance cause, and yet, if we can believe the \u2018Sun,\u2019 and it ought to know, that is exactly what the richer liquor dealers would like to see.And no man with eyes in his head will have any doubt about the correctness of the \u2018Sun's\u2019 assertion that one-half of the number of saloons would be sufficient to supply all demands.The whole business would then be divided among a smaller number of saloons and these would make larger profits.They would consequent- lv be able to offer greater attractions, and the temptation to young men to become fre- guenters of saloons would thereby be increased.\u2014New York of how to realize some benefit and profit from the refuse and rubbish of cities is one that is engagivg to a large extent the attention of sanitarians and engineers and there is a decided opinion that the turning of wuste into wealth is a problem that will very shortly be solved on practical lines, in spite of the toubts recently expressed by Colonel Waring, the famous street cleaner of New York.In England especially this question has been taken up and discussed with much earnestness.The outcome, according to a writer in a recent number of \u2018Chambers\u2019s Journal, is not merely the adoption of the system ol cremating the refuse, but at the same time to use it as fuel, in the generation of electric power.The project is one that seems to be entirely feasible.It is found by reliable statistics that London elone produces 1,500,000 tons of refuse per an- num.All this vast accumulation has hitherto been going to waste.Conveyance to the sea was practised with success, but It inyolved the expenditure of a good deal of energy and money; and under these circumstances, the adoption of cremators, in which the rubbish is wholly consumed by fire, came more and more into favor.so that at the present moment the majority of the principal English cities are elther constructing or about to construct the new refuse cre- mator.Much heat is necessarily evolved in the destruction of refuse, and the icea is now gaining ground that such heat may be largely and advantageously utilized in the production of steam power and «lec- tricity, instead of being permitted to run to waste.The production of a furnace sultable for the most economical combustion of all kinds of refuse has necessarily required much time and skill, and it was only after twenty-five years cf close application to the problem that the late M.Fountain De Livet, a French engincer, succeeded in securing a powerful natural draught in furnaces without artificial means and in consuming rubbish without smoke or noxious fumes of any kind.A destructor, erected on the Livet system, now in operation at Halifax, in Yorkshire, produces from the combustion of the refuse, electric current sufficient for scme 2,000 candle-power arc lights, and a search light of 25,000 candle-power.According to recent experiments, the result obtained in the Livet furnace from an ordinary sample of town refuse is pronounced by experts to be equivalent to about cne- third or one fifth its weight in coal,\u2014 namely, from three to five pounds of refuse will generate as much heat as one pound of coal; while the refuse after consumption is found to be a clean, massive, metallic clinker, well fitted for road material, or, after being ground up, for making mortar.The time is coming when, in one way or another, all large cities will find a source of revenue in their refuse and rubbish, far above the amounts now raised by taxation for the coliection and removal of such accumulations.\u2014 \u2018Christian Work, ess AN INDIAN MEMBER OF PARLIAMENT.The change which has taken place in regard to the representation of India in parliament {is remarkable.The single Indian member of the late House of Commons was a Parsee gentleman who had spent most of his adult life in England and who professed an extreme form of London Radicalism.We are constantly assured, and assured on good grounds, that the Indian peoples are among the most conservative in the world.However ill-suited Mr.Naoroji may have been to act as the mouthpiece of such races, he deserves to be honcrably remembered for the perseverance which enabled him to win his way into parliament and practically prove that the House of Ccmmons is open to our Indian fellow-subjects.The gentleman who succeeds Mr.Na- oroji as the only Indian member of the House is one who has earned the right to speak for India by a life of practical experience both in the British provinces and in the native states.Mr.Bhownag- gree is free from any suspicion of bias which might have been imputed, however unfairly, to a British official.His reputation was chiefly made in independent positicns, and especially as the Judicial adviser of a feudatory state.He has consistently.declared that conservatism is the essential characteristic of the Indian mind and the true basis of Indian progress, while the Indian Radicalism of the hour is little more than a tinge of foreign coloring matter scarcely skin- deep.He yields to no one in his estimation of the importance of the Indian interests which arc sometimes imyerilled \u2018 by party considerations in parliament, and in his determination to defend them.But he differs from Mr.Naoroji as to what those Interests really are, and he believes that the attempt to force India into line with the British Radical pro- | gramme involved a sacrifice of the true.needs of India to an apparent uniformity which is essentially a false uniformity.Strangely enough, while Mr.Bhownag- gree was taking up this position before a
