Sir \u2014Th\u20ac early closing movement which has been recently brought to the attention of the Police Committee of our City Council is a matter of .very great Importance.The frightful amount ot drunkenness and debauchery which prevails in this city on a Saturday night is simply di ceful.The statistics of the Recorder's and Police Courts, the statistics of the Society for the Protection of Women and 81 Children, abundantly prove that an abnormal and excessive amount of intemperance exists.The ladies and gentlemen who recently waited upon the Police Committee to ask from the council an enactment of a bylaw requiring the bar-rcoms to close at seven p.m.on Saturdays, and at ten p.mon the other days of the week, surely did what was right.Every, province in this Dominion, with the exception of Quebec, and possibly British Columbia, hag dealt with ths great question.\u2018lhe bar-rooms are 1m- peratively required by law to close at seven on Saturdey nights.\u2018There 18 sound, strong reason for such legislation.Many men receive \u2018their wages on that night, and go and spend them in the tavern, and then stagger to the home in the midnight hour, in a state of beastly 1n- toxication, and beat and abuse their wives and children.The keeping of those places open down to such a late hour is in jtself a crime, and is directly responsible tor a vast amount of misery and crime, It is very pleasing to learn that the council of the city of Quebec has taken right good hold of an early closing movement.In accordance with the principles of morality and common decency, they have passed a by-law to close the barrooms at seven p.m.on Saturdays.Lhey have done that which was right in that matter.I have written to Quebec to ascertain J SATCRDAY, DYcEMRYR SCC what have been the results of the change.The chief of police writes me that it has been a very great nnprove- ment.His Worship the Mayor of Quebec and other distinguished officials are equally explicit as to the benefits which \u2018nave resulted from the change; and there is good proof that the electors of the city are well satisfied with it.There are from three to four hundred municipalities in this province mm which the drankard-making, blighting curse otf liquor licenses still existe.lt seems to me that in those municipalities if the electors cannot sec their Way to pass local option they and attempt to rob the mun:- cipalities of their time-honored rights, 1 venture to predict it would go pretty hard with the government.We have very nearly six hundred municipalities in our province which have wisely decided to withhold all liquor hi- censes, The number of such 1s bound to increase.The people are coming to realize more and more what an unmn- gated curse the barroom is in any community.1f the government should venture to interfere with the legitimate rights of tirose communities and attempt to torce license where the councils and the electors will not have them, or if the government should prostitute its power to perpetuate the midnight debauch in the barrooms which yet exist, then the government may be sure that they would arouse the resentment and awaken the most determined opposition of every one of those temperanee communities.Our government has hitherto wisely and justly adhered to the principle of municipal control.I do not think we have any reason to fear that it will resort to any absurd species of despotism in order to override the will of the pco- pie.Still further we learn from Ald.lapointe\u2019s conversation that the Licensed Victuallers\u2019 Association intends asking for compensation 1f the early closing bylaw be adopted.It is about time tor our friends of the liquor fraternity to crase all this vain talk about compensation.A question: If Messrs, À and B.saloon- freepers, whose chief business it 1s to make drunkards in their licensed barrooms, if they are to be compensated tor making them quit their bad business, who is to pay the compensation?18 there to be a tax levied upon the temperance people to furnish the funds?| think the temperance people will have something to say on that question, The late premier of England, Mr.Balfour, adopted' the idea of compensation mm his brewers\u2019 endowment bill.He received all the compensation he needed In the general election.Kven he provided that all the money for compensation should be taken from the liquor trade.Six hundred councils which have cancelled the licenses and swept out the evil traffic in our own province, how did 1t come to paes that all this army of saloon- keepers never received any compensation?At this time there are over a hundred municipalities in our sister province (Un- tario) putting up a good living fight ror local] option, (Quite a number of Lhem are going to win.1 cannot learn that cither the government or the electorate Is indulging in any daydreams of compensation.There is one point in which ! am in full accord with the idea poor sufferers, and the funds for such compensation should be taken from the men who sold the liquor to the poor, miserable, drunken husbands.I was much pleased to learn trom the \u201cWitness\u201d that Archbishop Begin of Quebec has given his cordial approval of the early closing movement in that city.There is much to be thankful for that our Catholic friends and the Protestant people are
