LONDON LETTER (Correspondence of the \u201cWitness.London, Nov.26.There is only one possible subject this wsek; the debate now proceeding in the House of Lords covers the newspaper sheets and engrosses the public mind from day to day.The number of peers desiring to speak is so great that the discussion is to be prolonged til next Tuesday Instead of concluding to-day.Let me give some little idea of the speeches so far.The gilded but usually empty chamber is tilled to overflowing from day to day.Never since the great Home Rule debate, sixteen years ago, has the attendance been so large.The supporters of the Government are described as forming \u2018a little island of men\u2019 engulfed in the vast crowd from all over the country, who usually know the precincts of the House of Lords pa little as they themselves are known 0 the public.The steps of the throne are packed with listeners\u2014Cabinet ministers and other members of the Commons who as Privy Councillors have a right to be there.The galleries are packed with dark-clad men,\" and prettily fringed with well-dressed women.The Diplomatic gallery includes among the foreign visitors the young King of Portugal.~ Lord Lansdowne is not a large man in any sense, and as he moved the amendment rejecting the Finance Bill, one was reminded by way of contrast, of the burly form and bluff massive arguments of his predecessor, the late Lord Salisbury.Whether his action has been forced by his followers or not, they showed great delight at his hits.He argued the question which has been argued every day of the de- bate-\u2014is the action of the Lords con- urging his party to rise to the situation and face the responsibility.\u2018The.worst and { most damaging thing you: couté do,\" he concluded, \u2018would be to face-ttiose who look to you as the guardians of their constitutional rights:\u2019 ie, the Lords are simply insisting on the people having the final voice as to the fate of the Budget.The Lord Chancellor followed.His contention was that the rejection of the Budget on their part was legal, but was not constitutional.\u2018My lords, it is a step towards a constitutional revolution\u2019 And this view has recelved impressive emphasis throughout the debate from the men of most weight in the House of Lords.Lord Cromer, next day, representing the Free Trade Unionists, was popular on neither side,.but his finger was at once on the real problem of \u2018the debate.\u2018The question is not whether the Budget is good, bad or indifférent, but whether we _are justified in sending it back to the country.\u2019 On that point he opposed Lord Lansdowne, \u2018but a8 a vote against the amendment would be construed as a vote for the measure, 1 am reluctantly compelled not to vote at all\u2019 The speech of the third day's debate was Lord Rosebery's, and he followed in Lord Cromer's wake with an even more impressive warning.Without abating one jot of his antipathy to the Budget\u2014I quite agree that the Budget is likely to poison tte very sources of our national supremacy\u2019\u2014he argued very frankly the disadvantages of the Lords.\u2018You are aware that the hereditary character of this House does lend itself to effective satire and.criticism when it comes before the people.I confess I do apprehend the results of an appeal to the country on an unreforfned hereditary chamber mixed; up with the promises of the Budget.I doubt whether you are choosing -the best battlefield.\" He ended, T should wish the House of Lorde to pass the Bill, not because I have a good opinion of it, but because I have such an excessively bad opinion of it.I am sorry with all my heart that I cannot vote against .the Budget, but I do not wish to see the Second Chamber risked in all the varied
