it was unjust to the men who had, invested their money in this country.The committee wanted to know .why a particular class of men should be discriminated against.The manufacturers of this country were competing against sonable to suppose that when skilled labor could not be found .in Canada the government at least should ‘not hinder such labor being secured in the Old Country ?Mr.Ellis, who read the re- ter in the report itself).te the-question of strikes.He had been engaged as arbitrator in two strikes in Toronte, the details of which he gave.These need not be mentioned, but he made the point that when the representatives of the employers and employees got together, the employees were convinced of the reasonableness of the attitude of the employers.And this was the pomt to be enforced—that there should be more conferences between employers and employees; that the employers should frank- seek for a mutuality of interest; that the employees should be instructed that a proper tariff, which guaranteed protection would mean the extension of their own work, better pay, and no higher rate for any article of consumption.If there could Le a better understanding there would be fewer ruinous strikes, which lessened production, and made it impossible for the employers to give the higher wages asked for.; There was a reference to the bills which had been introduced to parliament or to the legislatures of the country during the year, and which affected the manufacturing interest of the *Dominion.A particular allusion was made to the Employers’ Liability Bill, which had been introduced in the Legislature of Quebec.This made the employer liable for all accidents, whether it was the employers’ fault or mot.The bill, which was manifestly, inequitable, had not become law, and he did not think ; diibin 3 es Laie LN 1 it would.The following recommendations were made :— “1.That the Dominion Department of Labor, as such, should give equal consideration to the needs of the employer and employee; that its exclusive system of labor correspondents should be abolished, and that it should, as far az pès- sible, be constituted in policy and practice, an impartial tribunal to advance the interests of all classes in the Bo.‘minion.! “2.That provision should be made for the lawful importation of skilled m& chanics from any other country, provid ed that the help required cannot be obtained in the Dominion.‘3.That the immigration department of the Dominion Government should encourage, and not discourage the emsgra- tion to Canada of the best classes of skilled workmen from other countries, provided that these workmen are required in Canadian industries, and cannot be secured in Canada’ Special attention was called .to the provincial legislatures as a field which should be more carefully watched than it had been in the past.Every provincial parliament was beset with legislation which affected the industries of the country, and in many of the provinces manufacturers were feeling the effects of legislation which slipped through without any opposition on their part._ Mr.J.J.McGill, Montreal, in seconding the motion for adoption, paid a high tribute to Mr.Ellis for the able report he had presented, and for the work he bad done as chairman of the parliamentary committee, .The convention had, early in the day, intimated that it would receive a deputation from the Lord’s Day Alliance, and at half-past four the Rev, Messrs.Canon Renaud, Hugh Pedley, C.E.Manning, Dr.Gordon and J.L.George (representing this society) appeared in the halley were cordially welcomed by the president and the members.These gentlemen, each in his own way, presented the claims of the Sabbath.Canon Renaud chiefly confined himself to instances in which hardship was experienced by parishioners who were unable to go to church owing to having to work on Sunday.He had known of cases where men had been compelled to work on Sunday, and yet the very work which they had to prepare had been allowed to lie untouched in the shops for three weeke afterwards.There was doubtless a certain amount of work which had to be done on Sunday, but he thought it might be very much lessened, and it was for the purpose of reaching this point that they appealed to the manufacturers.He thought that the relations between the employers and employees were not so close or cordial as they had been when he was young.(‘That is not 20’) Well, he was glad to be corrected.He referred especially to the old days of the apprenticing system, when the master looked after his people in sickness and trouble, and all were bound to- — CASTORIA For Infants and Children, The Kind You Have Always Bought Bears the Signature of ( , THE MONTEBAL DAILY WITNESS 0 pa ONLY SEV NELSON ‘that Sunday labor be reduced to a mini- (got their Sunday rest.ep DAYS ALEX.NELSON & GO.gether by a mutuality of interest.He simply asked that as far as in them lay the manufacturers would do all in their power to minimize Sunday labor, which deprived the working man of rest and his right to worship God according to his conscience.The Rev.Dr.Gordon said the delegation were in the manufacturing line, too.They dealt with the raw material, and, they used a certain kind of machinery for perfecting that raw material, In other words, they dealt with man, who had been defaced by sin, and they used chiefly the machinery of the Sabbath for his betterment.He laid it down, without argument at all, that the God-given inheritance of every man, woman and child in this Dominion was the seventh day as a day of rest.(Hear, hear.) He left that with them.Now, there might differences of opinion as to how that day of rest might be employed.There was a notion that the Lord’s Day Alli ance existed for the purpose of compelling people to go to church.If that was the case, he would not belong to it for one moment.They had nothing to do with the individual conscience.Éren might go to chyrch or stay at home if they chose, but they did desire to remove the obstacles which prevented men who desired to do so trom going to church.They wanted to make it easy for people who desired to worship God on Sunday to be able to do so.Lhe Kev.Hugh Pedley, with affecting candor, described his early youth on tarm—the hard work, the long hours, which were not determined then by considerate unions, but by sidereal considera.tions—that is, by the length of time the sun would shine, and the joy with which he would wake on Sunday morning to the realization that the day was his.‘Mine, mine,” ’ L have exclaimed in my delight,” said the speaker, ‘and ever since then my heart has gone out in pity and sympathy to those who have to work on Sunday.” He did not put the matter on religious grounds at all; he put it an economic grounds.It had been found by drivers of stages in the Rocky Mountains that it was necessary to change the routes of horses, for experience had proved that to run them on the one route all the time broke their hearts.They needed a change; they needed variety.How often he had pitied young men in factories who, day in and day out, did the same thing— turned the wrist at a certain machine— nothing more than that—for days, for weeks, for months.The pity of it! He made this point—it was not the hours a man worked which told most, it was the mood he was in which told in the result.In sermon-writing, he would do more in one hour in which the mood was propitious than in six hours in which the mood was unpropitious.And it was at bottom a question of mood.The qual- iy, the total result, the happiness of the effort, all wer edetermined by mood.And the mood was not the best under conditions which compelled the man to work on Sunday.‘I'he man who had his proper rest on Sunday would work fifty percent better than if he had no proper rest.‘I'herefore, he urger the matter Solely from the economic standpoint, although it might, of course, be urged from higher considerations.The Rev.C.K.Manning urged chiefly mum, while the Hev.J.Lyall Geor gave instances to show the superior chap.acter of work turned out by men who The president, Mr.Drummond, sid that the manufacturers were in hearty sympathy with the object which the dele- he oo oda RME E = Ly = > 3 MORE! 8° fare of both localittes.2288 M1, gation had in view.There was.very little, if any, Sunday labor as far as the association was concerned.What there might be in twenty years from now he could not say.Ind the deputation were speaking of the future rather than the present.A certain amount of Sunday labor in connection with certain forms of industry was indispensable, qth- erwise the mil or the factory would have to be silent during the week.There was this seen even in Scotland, in Enz- land, and on the European continént.But for himself he proved that in this Canada of ours the Lord’s Day would continue to be observed, for every form of business activity was compatible with that righteousness which exalteth a nation and the observance of the Lord’s Day.(Applause.) Mr.Robert Munro replied on behalf of the convention to the delegation.He reminded them tbat the manufacturers did not want irreligious men in their employment, and that the men who advanced most rapidly in their works were the self-respectng men, who observed the Lord’s Day.(Hear, hear.) Most of the factories closed at one o’clock on Saturdays, which gave time for preparation for the Sabbath.presented the matter very temperately and reasonably, and their suggestions would be remembered.The Rev.Dr.Gordon having thanked the convention for its kind reception, the deputation withdrew, tft SUCCESS OF BLACK WATCH.The ‘Black Watch Band’ is meeting with great success on its tour of the west, and is everywhere being greeted with the most enthusiastic receptions, the receipts have in every town so far visited bean greatly in excess of those of the Coldstream Guards Band last year, and in Windsor, Ont., the receipts of one concert exceeded the gross receipts of three concerts given the Coldstreams.One elderly Scotchman who resides in a town west of Chicago journeyed all the vey to London, Ont., to hear the band play, and when the pipers marched in among the audience laying their tunes he could not restrain himself, and got up in his seat and commenced to dance to the music of the pipes.He was in view of the audience, and the cheering of the pipers developed into shrieks of delight at the enthusiasm of the old gentleman.8Suddealy it occurred to him that perhaps he was furnishing too much diversion for the crowd and he stopped in spite of the encouragement to continue, - After that his Scotch caution returned to him, and he did not venture on any outbursts for the remainder of the evening.pt JUDGMENT REVERSED.In a case of McCrea and Delisle, the Court of Appeal this morning reversed the | Judgment of the Court of Review condemning the appellant to pay respondent $386.50 and dismissed the action.This was à claim in connection with a contract for the cutting and hauling of a certain quantity of pulp wood.Justices Blanchet and Ouimet dissented from the majority of the court.fear NEW FRENCH WEEKLY.The ‘Petit Baptiste’ is the name of a new weekly just issued by Messrs.Gervais and Dumont in the interests of the residents ot Ste.Cunegonde snd St.Henri.The publishers promise to be independent in politics and to strictly look after the wel- ———— DOMINION ALLIANCE.A meeting of the executive of the Quebse branch of the Dominjon Alliance wiil be | held at the Bible House, corner of St Catherine and Aylmer streets, this evening at 8 o'clock, see ni Sa ER The deputation bad] 1804 Notre Dame Street, Catherine Street.Wm.Currie CLOTHIER.BOYS’ SUITS on hand, In Fall and Winter weights or made to measure.Fit, material, style and prioe will give you sat- isfaotion.WM.GURRIE, 1967 Notre Dame St.\\ phetiighdey SN Reo tee VAE) Gogh Br MS NRA RTE ATEN NENTS FOR SALE AT THB ‘WITNESS’ OXEIONM, ; cit. BIBLE TRUTH.THURSDAY, SEPT.22.THREE WITHOUTS.This word ‘without’ means ‘apart from.’ (I) Without Christ.Apart from Him, .we are off the foundation, and must perish (Matt.vii, 24-27).Christ is the door of entrance to the Father, apart from Him no access to God (John x., 7; xiv., 6).Every man by nature is without Christ, therefore has no hope, mo God (Eph.ii, 12).Apart from the Living Christ there is no spiritual life, no fruit-bearing te God (Jobn xv., 4-6).(2) Without shedding of blood.(Heb.1x., 22).What does that mean?Every man has sinned and so must die.God im His wisdom and grace provided a substitute who took the sinner’s place, died in the sinner’s stead, by His stripes every believing soul is freed from sins guilt.Apart from Christ's death as the sin-offering there is no salvation (Acts iv,, 12).(3) Without faith, no salvation.Some say, ‘If Christ died for all, then all will be saved’ Yes, all that trust in His blood for cleansing from sins.But if ye repent not, ye shall all perish (John iii., 14; Luke xiii., 3).God's salvation is possible to all, on one condition, faith or trust.Every sinner may be saved as quickly as was the thief on the cross.He that believeth shall be saved, he that believeth not is already coudemned.ff DAILY TEXT.September 22.Yor I have given you an example, that ye should do as I have done to you.— John xiii., 15._—__ Let us no more yearn for present employment, when God’s providence bids us ‘be still, then we would think it, good to yearn after cessation while God | bids work.Shall we not miss a bless- i i 1 st a weariness an ing if we call re ries and 3 di tent, no less than God's.work a thankless labor ?If we would be holy in body and spirit, shall keep smooth brow, light heart, ether be bids ue serve his table or wait our summons.—Edward Whit: Benson.All truly wise thoughts have been thought already thousands of times;
