[" af » 8 OF EEE VSN HITE AS RE MERS KMS ES Ny oo THE ho > rr Le mie Pt _ N Older houses hit Huntingdon valuations up eightfold on new roll by CYRIL ALARY of The Gleaner What costs $55,000, makes .Huntingdon eight times more valuable (at least on paper), and has the potential to elicit a few outraged squawks at municipal tax time?Its the Town of Huntingdon\u2019s new property evaluation roll, which was actually completed last fall, but which has assumed prominence recently with the introduction of the Town's 1981 budget and the approach of the tax billing date of March 1.The impact of the roll can be judged by the fact that total evaluation of taxable properties has increased from $4.5 million in 1969, when the last evaluation was drawn up, to $39,065,800 in the latest version.Two factors are at work in producing this enormous increase: First, the new rolls, as required by provincial government law passed in 1977, are based on the \u201creal value\u201d of the property concerned, an amount far closer to the actual market value than the previous system envisaged.Secondly, it\u2019s simply been a long time since the properties were inspected, and those 10 years have seen rapid inflation and increases in property values almost across the board.Most affected by the change in evaluation are the older dwellings and properties, whose previous valuation was unrealistically low.Houses and buildings constructed during the last 10 years have been subject to assessment at the time of their completion, so their valuation comes closer to today\u2019s figures, said Town Secretary-treasurer Richard Alary, at whose office the new rolls may be inspected up to and following the issuing of the municipal tax bills.(These will be based on this year\u2019s basic rate of $1.95 per $100 valuation.) but don't put too much money on it.We can always be wrong.PITCHING IN Take a break from winter thoughts for a few minutes and contemplate a group of people who are already hard at work for an event which occurs well on into the summer season.\u2018The Huntingdon Fair Board met last week to choose a new executive, to cast a collective eye over the doings of the past year, and to plan for the next edition of the exhibition.And the word is encouraging, thanks to a spirit of tackling the fair\u2019s financial problems at a grass-roots level, with everyone pitching in to run a tight ship and get the historical event back on a solid footing before contemplating expansion.When that day comes, a creative approach will be essential to keeping the fair up with the times and providing new features which will draw the crowds in ever - a shed where she had taken refuge.Her right front paw had been sliced off by a leg-hold trap and she had spent many days alone in below- zero temperatures without shelter, food, or anyone to care for her.Picking up a terrified, injured animal which is growling and trying to bite her rescuers requires a certain amount of courage, but eventually Mr.Lajoie and Dr.Suzanne Marcil loaded the dog into a van \"and took her to Howick for treatment.After medication and bandaging, she was moved to the S.P.A.animal shelter in St-Louis-de-Gonzague where she is recuperating.\u2018Teh The amputated leg will increased enrolment .by DONNA THIEL for The Gleaner The second day care centre to ppen in the Upper Chateauguay Valley is poised precariously on the brink of financial disaster, due to lack of children to use its facilities.Despite initial predictions of some 20 enrolments, so far this winter the average daily attendance is only four, a situation which cannot help but jeopardize the viability of Ormstown\u2019s Abracadabra Day Care, lovingly and ambitiously conceived a year and a half ago by a group of enthusiastic workers.\u2019 : History In July 1979, Abracadabra was started with the formation of a Provisory Committee, members of which are Francine Lussier, Francine Bouchard, Pierre Daoust, Monique Guilbeault, Myriam Loncol, Diane Rochon and Diane Reed-Soucy.Nathaly Gagnon of the Ormstown C.L.S.C.provided much-needed help and advice in her role as Community Organizer.The Committee wanted to rent a house for the Day Care Centre, but no suitable houses were available.Space was requested at the Jean XXIII School, but refused.Finally the current lovely location at 47 Bridge St.was purchased at a cost of $28,000.Abracadabra was supposed to open on August 1, 1980.However, the committee only came into possession of the house on August 2, 1980.Calls were made to area contractors for bids for renovations.Only two contractors responded and looked at the house, and only one made a bid.Renovations cost $21,000, not including painting which the Committee did themselves on one weekend.Renovations took three weeks instead of two, PLAYTIME at Abracadabra for Nadine Primeau and Patrique Cournoyer means sharing a toy with a friend.further delaying the opening of Abracadabra.Six women and one man were the only volunteers working at the house, cleaning, painting, furniture making, seeking donations, or whatever.Of the volunteers, five of the six women had babies between July 1979 and November 1980 and the wife of the one male volunteer is expecting in January 1981.Prior to July 1979, none of these volunteers were expecting babies.So even Mother Nature did whatever she could to help slow down the project.Finances In addition to the purchase and renovation expenses, cost of toys, equipment, and materials needed for the operation of the Centre have exceeded $50,000.More toys, equipment, furniture and materials are needed.After purchasing items previously okayed by the Provincial Government, the committee must present receipts and await reimbursement which usually takes from one to two months.The Renovation Fund of $12,000 took a full two to reimburse the equipment receipts within one week of presentation.Children and Staff During the planning stages of Abracadabra, a survey indicated that 20 children would require the services of the Centre.Therefore to meet Government requirements, four employees were hired on a contract basis.There are two full-time workers and two part-time workers.Of those responding to the survey, only two children attend the Day Care Centre presently.An average day has four children in attendance.There are three full-time children and two part-time children.A busy day has seven children in attendance.On \u2018Free Day\", 35 children were at Abracadabra, which seems to indicate that there are children in the Ormstown area who could enjoy the Centre.Abracadabra currently charges $1.for lunch.Otherwise, the charge is $10 per day.Food consists of two, snacks and a hot lune including vegetables, meat and milk.Snacks consist of fruits, juices, vegetables and naturally sweetened cookies.Natural foods are used as much as possible to insure better health.Activities of the day begin with free play until the 9:15 a.m.snack.There is a variety of planned activities until lunch time, depending on the number of children present.Activities include drawing, collage, singing, object discovery experiments, etc.After lunch is a rest period or time for quiet pldy.Then gross motor activity begins and lasts until time to go home.The children play outside once or twice a day, depending on the weather.The outside of the house is not particularly impressive.However, once inside, one discovers that the huge main playroom is graced with beautiful natural-finish wood walls with a magnificent stone fireplace dominating one wall.Near the cozy and efficient kitchen, one is greeted by scents of freshly baked goodies and lunch being cooked if one visits the Centre between 10 a.m.and noon.The house is spacious and has been carefully renovated to meet strict Governmental regulations to ensure the best possible health and safety of the children attending the Centre.The children 1 saw on my visits were cheerful and active and interacted very well socially.Abracadabra offers a healthy opportunity for children to become socially integrated with other children in their age group.Social skills, musical skills, verbal advancement, school readiness and confidence can be
