Mrs.K.Williams as, Convention| \u2018Committees thanked her Co- Chairman.Mme Jean Denis, as well as extending sympathy.as Mme.Denis was unbale lobe present owing to bereavement in the family.Mrs.Williams also thanked the Volunteer workers, the Registration\u2019 Committee, and all who in any way helped with Convention matters for their spirit of cooperation.She also thanked the delegates and members for their attendance as the convention, especially those who travelled great distances, stay- 17th through 19th, at their \u2018next year.Annual Reports Huntingdon County Hospital Stress Need F or More And Improved Accommodation and The annual meeting of thethe generosity of heart of Huntingdon County Hospital was held at the County Building, on Monday evening, April 22nd, with all members of the Board present and a good attendance of interested public.Mr.Gilbert MacMillan was in the Chair and Mrs, R.Kelly Was secretary.Mr.MacMillan read a verification of the notice which was published in The Gleaner, calling the meeting.Mrs.Kelly read the minutes of the last annual meeting.Following this Mr.Gilbert MacMillan, as Chairman of the Board of Governors, gave his annual report in that capacity as follows: It is once more my privilege, to welcome you on behalf of the Board of Governors of the Huntingdon County Hospital to the Annual Meeting, and to give a brief review of the year's operations.We feel that it will be very generally agreed that the operations of this institution provide a very valuable service to the people of this community.Without it, we doubt if it would be possible for the three Doctors in Huntingdon to meet all the calls for their services.Even with the Hospital's facilities I am sure that their hours of work are much longer than what is now considered reasonable for professional occupations.We have now completed our second year of operation under the Quebec Hospital Insurance Service and while there are still adjustments to be made we are evidently in a more favourable position than some similiar institutions.As our complete audited financial report made out in the necessary form as requir ed by the Hospital Act is quite lengthy, and has already been accepted by the Board of Governors we will only submit to you a condensed statement of Income and Expense for the year ending December 31st, 1962.You will note from this, that we show an overall operating deficit of $971.34; however you will note that included in our income returns is the sum of $1,995.51 from donations without which our deficit would be nearly $3,000.00.This points up the fact, that no matter what steps Governments take to ease the burden of ill health on all its people, those able to render help to the less fortunate will always be needed, if our Hospitals are to remain solvent institutions.We will therefore still need the help of those able and willing to contribute to our funds.To our friends who did so in 1962 we extend our sincere thanks.We particularly include in this group the Ladies of the Hospital Auxiliary, who in addition to the financial aid they give us, also loyally help out in many other ways.I am very pleased to report that our relations with our patients, and the public at large continue to be very good.In closing 1 would also like fc say that the Governors are very pleased that we continue to maintain very fine relations with our staff, from which we receive loyal service.I would also like to express a word of thanks to our very capable Matron, Mrs.Hawley and to our efficient Secretary, Miss Macfarlane.Respectfully submitted, Gilbert MacMillan, Chairman.The Medical Superintendent, Dr.F.G.McCrimmon, gave his report as follows: As has been my custom in the past, I shall give a few figures on the Hospital\u2019s operation for the year and comparison with the two preceding years: 1 Admissions 1960 1961 Adults and 1962 Children 738 875 873 Newborn 190 194 199 Total 928 1.069 1,072 2 Patient Days Adults and Children 5,884 6559 6,448 Newborn 1,041 986 1,106 Total 6,925 7.545 7.554 3 Total cost per patient day $12.39 $13.09 $15.11 4 Average stay of patients in days Adults and Children 7.97 7.50 7.38 Newborn 547 5.08 5.55 5 Adult deaths 18 19 24 6 Post operative deaths 0 0 1 7 Maternal mortality 0 0 0 8 Newborn deaths 3 0 1 It will be noted that both admissions and patient days sre slightly more than those Facilities of 1961.The cost per patient daydoubt if the extent has increased hy $2.00 over 1961.This is largely due to increases as of January 1, 1962, in salaries and wages \u2014 specially Nurses\u2019 salaries-which now compare better with those of women of similar education and training in other fields of endeavour.The average length of stay of adults and children has again decreased from that of 1961 which also showed a decrease from 1960 when Hospitalization was not in effect.These figures show that there has heen no abuse of free hospitalization by stays in hospital beyond the necessary.The Newborn stay has slightly increased due to an unusual number of prematures and cther babies requiring care in the incubator for periods much over the normal average stay.As can be seen from the figures submitted the Hospital has had a busy year.The Medical Staff has been quite busy and it regrets the loss during the year of one of its members, Dr.Claude Boyer, who moved to Chateauguay in May.As 1 stated last year, we now have most if not all of the equipment and services necessary for application for accreditation.However, our physical plant would not meet the requirements as the old building does not meet pre- sent-day standards of space and facilities.You are probably all acquainted with the inadequacies of the old building from articles in The Gleaner last Fall but I'll briefly report the main ones.The old building is not fire-proof and it is terrifically overcrowded.There is no place for storage of the equipment we have.The Maternity floor is totally inadequate.The new wing is modern but it accomodates only a maximum of 15 patients.It also shows the lack of storage space in the Hospital as evidenced by the presence of a Portable X-Ray, fracture table, patient lifter, etc.in the hall.There is just no place to store these valuable articles of equipment as there is no elevator to take them up and down from the basement where some of them might be stored.though there would not be sufficient storage room in the basement for all this equip-her many courtesies to the ment even if it were made | accessible by an elevator.| and scope of the Hospital's operation can be expanded much if any far ther until it is properly housed.Accreditation, though impor tant, is incidental to fulfin-! ment of the Community needs.What is important is to have a physical plant planned to give adequate and properly arranged working space so, (that the facilities of the Hos-' ipital \u2014 human and inanimate \u2014 can be used to the best advantage in the care of the patients.We must plan for building that will allow the Hospital to continue and ex- nand its most essential contribution to the medical care! of the Community.| During the year some hand-i some donations to a building! fund were received \u2014 notably) one from Mrs.Margaret Kidd and another from Exelsior Lodge No.17 1.00F.(our local Oddfellows).Many other] valuable donations to the General Funds of the Hospital were received including a; Government Takes Over ELL, after six years, the Liberal Party is to take over the reins of the Government at Ottawa.When they lost power six years ago, the Leader and Prime Minister was Hon.Louis St.Laurent, who held office from November 15th, 1948 until June 17th, 1957.The leader who is to take over at this time is the Hon.Lester B.Pearson, who was elected Leader of the Liberal Party on January 16th, 1958.He was sworn in as Prime Minister of Canada on Monday and will assume the duties of governing Canada with the other members of his Party.On October 14th, 1957, Mr.Pearson was awarded the Nobel Peace Prize.After a strenuous election campaign, The Liberal Party has emerged the victors, but by only a small margin.It is possible that in case of a tight vote the Government will be supported by one of the two minor Parties or by both.Mr.Pearson has promised to call an early session of Parliament in order to present a budget for the operations of the Government and to introduce new legislation that is urgently needed.lt is possible that after the most urgent matters have been attended to the session will adjourn for a summer recess and reconvene in the fall to attend to other urgent matters.The matter of the general economy is one that will need early attention as another winter will bring added difficulties and perhaps greater unemployment.This is probably one of the most important matters that will have to be taken up by the new Government for much will depend upon the handling of this problem as to the general improvement in the economy as a whole.Unemployment will not be solved overnight, for it was in existence six years ago also and has been steadily getting worse.Canada needs more markets for its goods in order to boost production and keep our workers gainfully employed.Our domestic market needs a boost also and this may have to be done through a sacrifice in some of our imports from other countries.This is especially so where the goods imported compete with those of our own domestic manufacture.With more Canadian products being used on the home market and an increase in exports to other countries, our economy should receive a boost that will put more geople back to work.The only other way it can be improved is for the workers to up production so that our goods can be sold more cheaply and thus meet the competition from other countries.There is no need to make any difference in the standard of living, but it could make a difference in the speed of operators.Another alternative is longer hours at the same pay.These are some of the factors which face Lester Pearson and his followers as they take over the job they have been elected to do.Mr.Pearson has time and again said that unemployment can be solved and in his elect'on campaign he has also stressed this roint.We believe it can be solved, but it is going to take same hard headed tactics to solve it and someone's toes are going to be trampled in the process.This is going to take courage and boldness, but if these traits are exercised, we feel that progress will be made.Another of Mr.Pearson's promises had to do with Old Age security.Me was of the opinion that the amount of pension paid could be increased and that it could be paid at 65 rather than 70.We have a large amount of social measures on our books and each of them requires money to carry them out.We may possibly be getting too socialized and perhaps a little too fast for our economy.These social advantages are very nice, but we must not jeopardize our economy by overdoing it.No one is going to accept increased taxation with any degree of joy.Furthermore, increased taxation will alse fend \u2018o raise prices and the cost of living.Our move should be toward a lowering of | taxation wherever possible.It will be interesting to see the budget that Mr.Pearson will have to bring down in the Mouse at an early moment.ably have to be hastily prepared, it should not be too hastily done, even if it is not a full budget.Our economy insofar as productivity is concerned, has greatly improved in the past few months.If this can be advanced still further, then in all into the unemployment fund and thus return it to a more stable position.More taxes pouring into government coffers will mean less drain on many parts of the purse.This does not mean that extra taxes would emulate from new forms, but by a return of taxpayers to the fold who have been disbarred through unemployment.It is for this reason that it is important to solve the question of unemployment at the earliest opportunity.It is this that is causing so much disruption of the economy as it affects so many parts of it.The new government therefore, has a task to perform.lt may sound easy but there
