its monthly meeting at the Rockburn Cultural Centre.President Mac Blachford was pleased to present the guest speaker for he evening, Lyell Graham.Lyell\u2019s topic for the evening was about the life and creations of Ernest Rennie.Ernest Rennie was a resident of Rockburn for most of his life unul) he passed away in the early 1950's.He was labeled as a man who could build just about anything.His home was next door to the Rockburn Cultural Centrewhere the Sutton\u2019s live today.Because of his auction service and being born and raised in Rockburn, Mr.Graham become very familar with the work of Ernest Rennie over the years.Mr.Rennie is known far \u2018and wide for the distinct desigh in bis fancily- carved cedar chests, chairs, china cabinets, and tables, just to name a few of his creations.In the early days he built cutters and buggys and did repairs on them.Ray Arthur comented on what a happy obliging man ke was, always whistling a tune as he worked in his shop opposite is home.Ernests talents were not confined to his shop.Back about 60 years ago the work of \u201cgraining\u201d woodwork, doors, etc.was very popular.It was an art of putting a base on wood and then table has been admired and appreciated by all who enter its doors.Mr.Rennie provided some other help to his customers and friends.There are still some folks in the area who can remember getting their dad (Ernest Rennie) had made; a smaller one and a bookcase is owned by Winston Rennie.Anna Elder showed her thiee curly CRRC October meeting As the river flows The President Don Rosenbaum welcomed the 17 people attending the meeting.Don advised that he had been invited to attend a special meeting of the \"River Watch Network\" on October 18.Similar plans are underway here to have a high school in each municipality participate.This would establish a chain of River Watch participants along the entire length of the Chateauguay River, starting with Chateauguay Central in Chateaugay, New York, at source of the river, to its outlet at the St.Lawrence.This would give students field training in natural science programs.The compilation of the data gathered by the various centers would provide valuable information for monitoring changes.Schools, teachers and parents are being asked to support this plan as a clean river is important for their future.The president introduced André Hébert from Franklin, who is the president of an citizens environmental group.Mr.Hébert spoke to the meeting about their activities over the past three years opposing tire dumps in the region.Their latest struggle is against a proposal to amend the by-laws that would permit the building of a large tire recycling plant.The group does not want to see \"Franklin become the tire dump of Quebec\".The C.R.R.C.agreed to provide assistance.A draft of the proposal to develop a \"River Information Centre\" that would unite all the activities of the various Chateauguay River Committees on both sides of the border, under one central association, was circulated.The joining of hands down the entire length of the river would co-ordinate the aims and objectives.pool informa- tion and resources to create a strong association dedicated to the health of the Chateauguay River.Goals of the Project: To assist in the rehabilitation and protection of the Chateauguay River watershed.To assist in the design, promotion and implementation of projects aimed at the restoration of the river and estuarine resources.To collect, develop and dispense educational and public information on both the state and the wise use of the Chateauguay River.To provide office space, facilities (telephone, filing cabinet, computer.) and support staff to assist the efforts of (volunteer) groups - sharing the same goals.Efforts at Rehabilitation: A variety of measures by community groups and governments have been (or are currently being) undertaken to correct some of the existing problems.The Government of Quebec has promised (for years) a program to build sewage treatment plants for the towns and villages along the river \u2014 par of a long-range plan to clean up the St.Lawrence.Some municipalities \u2014 notably Ste.Martine \u2014 have done an effective job in promoting an appreciation and appropriate use of the river.maple chairs and Francie Arthur had her doll crib her granddad had made.When Ernest was building these lovely items he charged $35 for a chest and if you provided your own wood the price was $25.Today these chests are worth hundreds of dollars, but to his family they are priceless.This interesting evening came to an end with coffee and donuts being served in the dining room.A Groups such as Le Commando des Planteux, Option Verte, the St.Bernard Hunting and Fishing Club, and the C.R.R.C.have devised programs to plant trees, clean up the riverbanks, lobby the government for action, and promote public awareness.Another group, chiefly composed of teachers, is looking for support to combine water testing and environmental education in the schools, under the banner of the international RiverWatch network.Proposed Course of Action/Timeline: The C.R.R.C.sub-com- mittee proposes the establishment of a coalition of groups which share tne objectives outlined above.This coalition would jointlyapply to raise funds from federal, provincial, municipal, corporate and local sources to co-ordinate and support their shared objectives.Management of the funds, facilities and staff generated by this project would be jointly and democratically shared by representatives of the participating groups.Itis expected that a wide variety of practical and educational activities would be realized by the participating groups.The timeline recommended \"pop ed\" to academic, vocational courses by Glenn Wanamaker for Mainland Press Some 421,000 adult Quebecers sought enjoyment and self-improve- ment last year by enrolling in such courses as art, accounting, second-lan- guage training, pesticide handling, auto maintenance, computer programming, or growing up with teenagers, But recent changes in provincial funding for adult education courses have closed the door on some subjects, and at the same time, inadvertently closed the door on some rural Anglophones.In particular, the changes affect the sector known as \u201cpopular education\u201d, which includes recreational or hobby courses, such as aerobics and art, as well as self-improvement subjects such as retirement planning and first aid.Pop Ed funding slashed According to Adult Education directors in school boards around the province, Education Ministry funding for popular education, which attracted almost 50 per cent of adult students, has been slashed by one-half to two-thirds.The reason, they say, is budgetary.In looking to meet Treasury Board demands for budget reductions, the Education Ministry look the view that the hobby/re- creatin side of adult education was an area which should be handled by municipal recreation departments or local community organizations.These bodies would be able to offer such courses at a lower rate than school boards, which must pay teachers the regular union rate \u2014 a difference of about $10-$15 per hour.Minority language group suffers But Adult Education directors say that municipalities often just don't see the need, or have the money, to offer courses specifically for what may be a scattered Anglophone population.As a result, says Pierre Tardif, the co-ordinator of Adult Education for the Western Quebec Regional School Board, rural areas are the first to suffer, and rural Anglophones are the first to lose out.Last year for example, he said, there was enough demand for a course on menopause that two courses were organized.This year, the French sector is still able to offer the course, but the Western Quebec Board cannot.\u201cPeople in the rural areas are hit the hardest by the changes,\u201d he said, \u201cbut the government hasn't accepted that.\u201d Registration fee hike Until the policy change, the government provided funding for just about anything school boards wanted to offer.But now, buth French and English school boards have been given a \u201cclosed envelope\u201d for popular education, which has meant either eliminating courses or hiking registration fees to make the courses self-financing.lain Millar, an Adult Education Centre principal for the Chateauguay Valley Protestant Regional School Board, said the Education Ministry sliced budgets because it waned school boards \u201cto be involved in professional, vocational, or academic areas and to get out of the recreational business\u201d.He agrees that a side- Centraide campaign An objective of $15,000 in the Huntingdon region has been set in the Centraide Sud-Ouest fun- draising campaign which began October 1.Employees of Cleyn & Tinker, Usines de Huntingdon, CLSC, the Huntingdon and Ormstown hospitals, Centre d\u2019 Accueil, Commission Scolaire and Caisse Populaires have been offered the opportunity to give a deduction at source.Proceeds are divided among the humanitarian organizations which 4775.Musically speaking Mayor of Huntingdon, Gerald Brisebois and Gilles Tardif of Centraide announcing the 1991 fundraising campaign.effect of the change is that rural Anglophones have lost, or will lose, access to many such courses.\u201cUnfortunately in many communities, and espece- cially the rural ones, municipal recreation departments don\u2019t serve Anglophones.\u201d In the Gaspé, municipalities or community organizations have stepped in to offer more of these courses, but again.they're not being offered in English.Stewart Richards, Adults Education Director for the Regional School Board of Gaspesia, says they're trying to maintain courses on a self-financing basis, but they\u2019ve had to increase fees.Unfortunate side-effect No one suggests the sideswiping of courses for Anglophones was anything but an unanticipated by-product of a financial decision, because, says Richards, French school boards have been forced to cope with the same budget cuts.However, Pierre Tardif says the impact on the English side is different.\u201cAnglophones use their school boards more, so they come here for those popular activities as well as for the academic courses,\u201d he said.\u201cOn the Francophone side, these activities have traditionally been handled more by recreation departments.\u201d Tardif's West Quebec Board is still trying to offer the range of popular education courses, but on a self-financing basis.To do this throughout the Board's vast geographic territory is diffucult however, he said.Far-flung territories The board offers courses in eight centres, from Aylmer, Hull, and Maniwaki, to Val d'Or and Rouyn-Noranda.In fact, all the rgional English school boards face a similar problem.Douglas grant, Adult Education Director for the Eastern Townships Regional School Board, oversees programs in eight centres, from Stanstead, on the U.S.border, to Richmond.It's just not See page 7 Madrigal to sing Mostly Mozart This is a concert worth attending.There is a beautiful program which Madrigal has been preparing for the last two months and which will appeal to a wide body of music lovers.Mozart didn\u2019t write for the intellectual snob.He wrote for the masses and in his short life time of 35 years he was able to appeal to them all.His music today is just as bright, cheerful, and lively, and relevant as it was 200 years ago.Musical groups around the world have been out-performing each other incommemorating the 200th anniversary of Mozart's death in 1971.The Châteauguay Valley is extremely fortunate that there is a dedicated group of singers living inthe area who want to make their own contribution to that celebration.It\u2019s not necessary to travel into Montreal at great trouble and expense toenjoy a beautiful concert when Madrigal is performing at St-Andrew's Presbyterian Church in Huntingdon on Sunday, Oct.27, starting at 8 p.m.One person will have a complementary ticket for having answered the slum of 600,000 inhabitants, Huntingdon's Marc Walsh sidesteps open sewers and strolls past cardboard shacks in Haiti.The 34 year-old lay missionary has been a full- * time volunteer during the past year for Mother Teresa\u2019s Sisters of Charity.In the Creole language, a sort of French slang that native Haitians speak, he asks à starving man if he can photographhim.Marcoffers to pay knowing that the poor are reluctant to show their poverty.The old man\u2019s feet are swollen, a typical symptom of great hungerand malnutrition, Further along he meets younger victims of famine and disease: a 12 year-old girl whose leg has been amputated and tiny children dying of cancer and AIDS.Such are everyday images among the poorest of the world\u2019s poor.But Marc's camera points out that even in this hopelessness, there can be smiles on the faces of children and on the faces of Christian workers like himself.The children may be barefoot in the mud and poorly dressed bydeepdownisa willto live
