unravel whatever I get caught up in.And for several weeks, two \u201cproblems\u201d have been repeatedly coming and going and tangling with my emotions - mainly guilt.When I was growing up, we always had one or two dogs and a barn full of cats.And not one of them came from a pet store.They were always \u201cdrop offs\u201d or given to us.These often starving animals quickly joined our family when a bowl of food was offered and eagerly accepted.Within a day, a stray dog would be given a name while the majority of abandoned cats were simply known as \u201cThatcat,\u201d who, more often than not, were always pregnant.So what does reminiscing about my past have to do with you and the future?I can guarantee just about every resident in our 13 rural municipalities across the Haut Saint-Laurent MRC has either experienced or know someone who has just accepted another homeless animal as a pet.Yet, just because we live in the country, do we have to automatically accept responsibility for the welfare of every animal that wanders onto our property?I won\u2019t get into a yes-or-no debate, but I will encourage the possibility that there arc solutions to this problem that has been around all my life and much longer.For instance, how many of our veterinarians can be encouraged to offer - at least once a year - discounts for spaying/neutering abandoned, as well as non-neglected, cats and dogs, when the surgeries cost close to $100 for cats and well over $100 for dogs?Wouldn't the vets automatically get more clients for followup examinations and vaccinations, while we would ultimately have less feral and tame animals wantonly multiplying in the countryside?If our veterinarians have a staff member providing training courses, what about offering a reduction in medical services - even if it is just for one or two visits - to people who decide to adopt a dog if they will participate in these obedience courses?Again, it is a potential for new clients.Why can\u2019t all our local pet storeowners be encouraged to have a highly visible bulletin board to display photos of animals seeking homes and donate a bag of pet food to someone who adopts one of these animals?Yes, obviously, they want to sell their own higher priced pets in their store.But demonstrating a love for all animals will automatically translate into more sales of the essentials, like future food, collars, as well as for the vast array of pet luxuries, like beds, winter booties, toys and treats, to spoil the newly acquired \u201cfree\u201d friend.How many local boarding kennels or catteries and groomers are willing to help publicize animal adoptions?In return, these businesses will either get new clients wanting to pamper their newly adopted pet or they will at the very least have their own free publicity from the people who will say where they first heard about getting a new addition to their family.Dog and cat abandonment is not a problem that is going to go away on its own.And, more than likely, the easily adoptable (hint-hint) grey and orange cats currently parked at our garage won't either considering when they mew for food at night they are now being fed.But just as I would like to players, discussion still revolves around these same subjects with the same lack of agreement between the federal and provincial governments.Experience has taught us that wait lists occur when there work.One federal Liberal leadership candidate admitted as much in June.It was refreshingly honest, but may not help his campaign.Try discussing the mechanics of transfer payments with any of our elected representatives at the provincial or federal level.Watch as his / her eyes glaze over while searching the room for someone else\u2019s hand to shake, or better still, a baby to nuzzle (babies don\u2019t ask questions).Our present national health care system in its present form is the result of significant federal government prodding.Initially, the federal government paid a substantial part of the overall cost.The acceptance by successive provincial governments of transfer payments in lieu of direct federal payments to the health plan was legal, but showed financial shortsightedness.The acknowledged reduction of contributed funds to the plan by the federal government was also legal but immoral.But that is all water under the bridge.The time has come for Canadians to look at health services and health costs right in the eye.This will not make us feel comfortable or happy.The most efficient manner to resolve the question is to have a Health Fund to which everyone contributes in a fashion similar to Employment Insurance.The monies collected at the national level and provincial level to be directed into separate federal and provincial Health Funds with financial statements issued at each year-end.The health costs in each province to be paid 50-50 by the federal and provincial funds.At least we, as a people, would know where we stand.Even though it is generally
