to the County of Franklin Solid Waste Management Authority (CFSWMA), stating the potential danger looming if it goes ahead with its expansion project for the Westville, NY garbage dump.She also seeks compensation for citizens north of the border who will suffer prejudice from this expansion.In this document, released on Dec.1, Mrs.DeBellefeuille called for all environmental and political leaders from both sides of the border to have a second look at the controversial project.She is also adamant about a compensation agreement between Canada and the U.S.in case of an accident in the wasteland, regardless of the New York State Department of Environmental Conservation's decision upon the expansion request.As for the landfill itself, it has not yet reached its full capacity.Nonetheless, the MP, like many citizens, farmers and aldermen, fears the worst.\u201cIn spite of the assistance measures included in the environmental cooperation agreement between the Governement of Quebec and the State of New York, no compensation measures are clearly stated in it regarding any possible environmental disaster, nor for possible health hazard incurred from this disaster\u201d, Mrs.DeBellefeuille deplores.In her memorandum, Claude DeBellefeuille stresses the necessity to re-evaluate the risk and the impact of the expansion project, especially for the health of surrounding communities.\u201cThe wasteland\u2019's managers should be more transparent about the private impact studies they're financing.An independent study would do a better job of informing the population on both sides of the border.\u201d The MP adds the fact that the waste plant overrides the border, on a piece Ghateauguay River almost got out of its bed on Dec.28 It was a close call for the Town of Huntingdon and nearby residents of the Chateauguay River on Dec.29.Crazy weather conditions got the River out of its bed, which had the Sécurité civile and the Huntingdon authorities on the watch.And when all was said and done, only one residence had to be evacuated.Weather extremes In a three-day span, the Montérégie region went to severe snowstorms to balmy, wet weather, the ideal cocktail for a flood in the Upper St.Lawrence.It all started off on Dec.23, with 25 cm of snow over two days.Then the weather got a little balmier, which melted part of the snow, just to see the temperatures drop to -15 Celsius, on Dec.26, thus freezing the melted snow.And on the 28th, with temperatures reaching up to 16 Celsius, the riverbed literally inflated, forming a near-ice jam under the Huntingdon Bridge.\u201cAs far as I can remember, I have never seen anything like this, Huntingdon Mayor Stéphane Gendron told reporters.Having the Chateauguay River on a flood alert during the Holidays is unheard of.\u201d According to Sécurité Civile\u2019s spokesperson, Hugues Daveluy, the situation almost got out of hand in the Très- Saint-Sacrement Area, as the Riviére aux Anglais threatened to get out of bet as well.\u201cWe
