\u201cUnfortunately it is a reflection of the times that a special day or a special week is set aside to emphasize such an important subject as health,\u201d declared Dr.R.P.Vivian, director of the Department of Health and Social Medicine at McGill University and former minister of health of the Province of Ontario, who addressed the Rotary Club of Westmount on the occasion of National Health Week.\u201cHealth is not something which can be obtained merely by the \u2018payment of money.thing which can be acquired only through the effort.of people themselves.\u201cHealth is a complex unity dependent upon heredity and environment, achieved and maintained by positive effort, exercised mainly by the individual himself,\u201d he declared.\u201cThe term implies an optimum of physical and mental strength, freedom from disease and the maintenance of the assets of well-being for as long a period \u2018of time as is consistent with the duration of life.\u201d ; There is much the individual can do to promote and maintain good health, he went on.However, individuals must also act together for their own benefit and for the benefit of the yet unborn, whose inheritance will be greatly influenced by those now living.Therefore the individual's health must be considered before he is born, and this may be accomplished by pre-natal care.Added to this responsibility of the parents is the responsibility for the care of the It is some- infant and child to the age of adulthood, when it can look after itself.; But the parents need the aid of thers, in supervision of normal growth and development, to assist Fin education, to provide ways and means of protection against disease and to be able to undertake the correction of such difficulties that might occur.Health, therefore, is not only a complex subject, but it also requires a complexity of services to aid in its acquisition, maintenance and improvement.This can only be done by co-ordination of the services required on behalf of the individual, services which have evolved in answer to the expressed need and desire of the people themselves, said Dr.Vivian.Therefore, we have developed disease prevention and control, and many other medical and public health aids.However, much has yet to be done to fill in the present gaps, e.g., by extension of health insurance plans and re-organization of \u2018medical services for greater proficiency.With the steadily improving situation, opportunities can be afforded the individual, to act for his own benefit, but much depends upon his knowledge of matters of health and the steps he takes to do for himself those things only he can do.This resolves itself into a matter of public education, as exemplified in National Health Week.It is the obligation of all to learn the facts, and to make use of them.Stamp Club Hears | Westmount Harold B.Weldon On Flight Covers Members and friends of the Westmount Stamp Club, last evening, at Victoria Hall, heard an address by Harold B.Weldon on the subject \u201cFamous Fliers and Famous Flights\".Mr.Weldon, whose hobbies are philately and photography, with the aid of lantern slides, gave an \u201cinteresting talk on flight \u201ccovers\u201d \u2014mail \u2018markings or stamps on missives carried on almost all famous airplane flights.Due to their scarcity these covers become very valuable.In his address, Mr.-Weldon gave interesting detei\u2019s zbout the hack- ground and highlirits of famous flights by the folloiving famous flyers: J.A.D.McCurdy, Sir Frederick Bowhill, Air Vice Marshall Sir Robert Leckie, Captain Brian Peck, Sir Allan Cobham, Captain H.C.Dickins, Captain T.W.A.Scott, Antonio de St.Ex- upery and Wing Commander Gibson, V.C.In reporting this meeting, John Yaxley, president of the West- mount Stamp Club, stated that the club desires to pubiicly acknowledge the great aid and co-operation that it has received from the Westmount Parks Department, \u2018under whose auspices it operates.The next regular meeting will be held in Victoria Hall, on Thursday \u2014 junior members, 7.15 p.m.; senior members, 8.15 p.m.Post Office Business Up \u201cBusiness\u201d at the Westmount Post Office in 1947 increased approximately 20 percent over 1946, stated Postmaster John J.Lucey.The 1947 statistics can be broken down as follows: Stamps sold to the value of $108,449.17.Number of registered letters mailed \u2014 18,774.Number of insured parcels mailed \u2014 11,876.| Registered article deliveries \u2014 362,403.Unemployment insurance stamps sold \u2014 $118,188.76.Number of parcel post articles handled estimated at approximately 300,000.There are «only five clerks at the wickets to handle the increasing volume of mail going through the Westmount Post Office, and 29 mail carriers s-orve the community, declared Mr.Lucey, who added that the residerts of West- mount have proved to be very cooperative in their dealings with their post office staff.Parkine Regulations For Wood Avenue Change By a recommendation passed at last week's meeting of the Municipal Council of Westmount, the regulation in force with reference to parking on the vest side of Wood avenue from St.Catherine street to Sherbrooke street was cancelled.By present regulation, no vehicle may be parked for a period exceeding 60 minutes on the west side of Wood avenue between Sherbrooke and St.Catherine streets.1948 GEORGE W.SPINNEY A.Enslew Breeds Prize Winning Canary A canary owned by A.Enslew, of 1218 Greene Avenue, was judged grand champion at the annual contest of the Canadian Roller Canary Club which was recently held in \u2018Toronto.: Mr.Enslew won the grand championship with one bird which attained the highest total score in four out of five shows held in Hamilton, Toronto and Montreal.This included judging in all classes: novice, amateur young birds and champion.- Mr.Enslew who works for the City of Westmount, states that he got into the hobby of canary breeding when he bought a canary for his family, which turned out to be a female.Thereupon he went out and bought a good male singer.Since he had acquired a pair of canaries, he decided to try raising birds.About that time, he said, the City of Westmount cut working hours per day by one hour, and .City Manager Jarman suggested that the extra hour thus gained be used to develop a hobby.\u201cI said to myself, that's just what I'm going to do, anc started in.\u201d declered Mr.Enslew.He said that he has found canary raising to be a most interesting hobby, and that it pays for itself, since money paid out for food and supplies is replaced by proceeds gained by the sale of canaries, At the present time, he has about 60 canaries at his home.Alderman Seneral Named To Represent Westmount The Municipal Council of the City of Westmount, at the meeting held Monday evening, adopted the recommendation that \u2018Alderman J.Senecal be authorized to attend the meetings of the Montreal Metropolitan Commission, and that he act as the City of Westmount's representative to the said commission in the event of Mayor Adams being unable to attend.\u201d SEVEN ACCIDENTS .Police records indicate that seven traffic accidents occurred in Westmount within the past week, in one of which five automobiles were involved.No injuries were reported.=.a PRICE\u2014THREE CENTS Impressive Tribute Paid Late Geo.W.Spinney Business, government and educational leaders of Canada, former associates and many members of the general public assembled at St.Andrew's United Church on Wednesday afternoon to accord Canada\u2019s and their own final tribute to George Wilbur Spinney, of 1 Braeside Place, Westmount, president of the Bank of Montreal, who died at the Royal Victoria Hospital, after a lengthy illness, on Sunday, in his 59th year.A native of Yarmouth, N.S., Mr.Spinney received his education and embarked on his career as a drug store clerk in that town.Some months later, he entered the service of the Yarmouth branch of the Bank of Montreal.He gained experience through service in various capacities in numerous branches of the institution, including offices at Edmunston, N.B.,, Quebec, Hamilton and Montreal, where he was to remain.In 1915, Mr.Spinney was transferred from the accountant's department in a Montreal branch to the head office to become secretary to Sir Frederick Williams- Taylor, general manager, where his superior ability had an opportunity to make itself evident.In 1922 he was appointed assistant to the general manager, and in 1928 he \u2018became assistant general manager with supervision over Quebec, Maritime and Newfoundland branches as well as supervision over the securities department.Made Bank President In 1936 he was promoted to the position of joint general manager and in 1942 he became the bank's chief executive, A member of the executive committee of the Children\u2019s Memorial Hospital, Montreal, Mr.Spinney also served as governor of the Royal Victoria Hospital and Mc- Gill University.Chairman of the First Victory Loan in 1941, he became chairman of the National War Finance Committee in the same year, and remained head.of the committee until pressure of responsibilities forced him to retire from that position in 1943.At that time, Hon.J.L.Ilsley, then Minister of Finance, said the (Continued on Page 2) Branch Y.M.C.A.Drummond St., at 12.30 pm.The speaker will commence at 1 p.m.and the meeting will close promptly, at 1.30.Total Number In High Schools Less This Year Statistics from a recent survey show a decrease in the total number of students enrolled at West Hill, Westmount Junior, Senior and Montreal West \"High Schools.Officials of the schools pointed out, however, that this is understandable as new students of High School age were born during the depression years, when the birthrate dropped, causing a decrease in the number of eligible students for the high schools now.There are only a few additional projects or extra-curicular activities being sponsored, the survey revealed, Westmount Jr.High Activities at Westmount Junior -High Schoo: remain very much the same as last year.This school has a 35 piece band, a Garde seven choir consisting of some 40 girls, and a mixed choir totalling 120 students.Singing being taught to both Boys and Girls in Eight and Nineth gardes is possibly the only new feautre for most schools do not attempt this, due to the physical handicap of changing voices.The Educational Guidance Programme is still going well, this being it's seventh year in operation.Westmount Sr.High The Westmount Senior High School reports a drop of almost half in its grade twelve classes.Home and School officials are experimenting with the idea of serving hot soup to students who stay at the school during lunche time to work at some of the extra- curicular activities provided, Various groups are being cone tinued from last year, with the dramatic club hard at work in the production of \u201cEvery Family Has One\u201d, to be staged at the Westmount Junior High School auditorium on the evenings of Feb, 18th, 19th, and 20th.King\u2019s H & S Assoc\u2019n Holds Military Whist Last Friday evening, a Military Whist was held in the gymnasium of King's School by the Home and School Association.Local West- mount firms donated many prizes for the affair which were distributed as door prizes, and there were also table prizes and a raffle.Mrs, A.Chesmer and Mrs.W.T.Lead- better were co-conveners for\u2019 the Whist and Mrs.R.Pickford was in charge of refreshments.Mrs, E, M.Roberts was table convener.There was a large attendance at the whist and a most enjoyable .evening was had, by all. As a result of a telephone call to the Westmount Police Depart- men, Ivan Doucette, 23, of Charlottetown, P.E.I, was arrested on January 29th and charged with breaking and entering premises at 3606 The Boulevard.As a result of investigation, it was found that the accused, who pleaded guilty before Recorder C.A.Hale last Friday, was wanted by police in Truro, N.S.and St.John, N.B.The police of these cities were notified, and they sent representatives to Westmount to interview the prisoner.He admitted burglaries in those cities, and thought he would be aple to recover some of the stolen $roperty, which consisted mostly of jewellery.Therefore, his sentence was postponed sine die in Westmount, and on Monday he was turned over to the representative from St.John, to be escorted to that
