sh: 'ts.elcome iy je the pack.A Sa.ary -Jan.1.* The committee will be composed of \u2018all members of the council.These are, in addition to the chairman and vice-chairman, Alderinen Roy L.Campbell, J.S.B.Peniber- ton, and Real Panet-Raymond, and a Director of Civil Defence.The committee has power to add to their number.The first concern of the committee will be to plan an organization and they have appointed Lt.-Col.P.W.Cook, E.D., as Director of Civil Defénce, effective Lt.-Col.Cook\u2019s office will be in the City Hall, A survey of local facilities and personnel will be made immediately.Lt.-Col.Cook is a former GSO (1), N.D.H.G,, Ottawa.New Plumbing By-law for City Is Outlined A new plumbing by-law for the City of Westmount received its first reading at the first Council meeting of 1951 held Tuesday.It was pointed out that the new by-law is based on the National Building Code Plumbing By-law and is similar in many respects to the Provincial Plumbing Code.It was also pointed out at the first reading that it covers all features of the present City of West- mount Plumbing by-law, but that it is much more descriptive so that it will act as a guide as well as a set of rules and regulations.Included in the readings of the new by-law are .such things as, General Requirements, Adminis- | tration, Required Plumbing Facilities, Quality and Design of Fixtures, Piping, Fittings, and Accessories, Installation, Inspection and Testing, Penalties, and the eighth heading dealing with the repeal of the present by-law.Woman Injured By Automobile Mrs.Florence Richardson, 50, of 419 Metcalfe avenue, suffered a fractured right arm when she attempted to cross Sherbrooke street near Metcalfe and was struck by an automobile.- The driver of the truck, Frank Coveny, of 15 York avenue, West- mount said he did not have time to avoid hitting the woman who was allegedly jay-walking across the street.She was taken to the Western Division of the Montreal General Hospital and kept for X-Ray and observation by Dr.Kimberley who attended her.The Westmount Police Department reported that this accident with an injury was the last to take place in 1950; The rally was presided over hy George Logan.: Jackson Dodds Outlines Scout Three-Year Plan The Boy Scout Association has launched a three-year plan for the further development of Canadian Scouting.Jackson Dodds of 58 Belvedere Road, Westmount, Deputy Chief Scout for Canada in making the announcement on Monday, outlined the program, to be known as \u201cPlan Achievement.\u201d It calls for active participation by the 115,000 members of the association in Canada and requires every Cub pack.Scout troop and Rover crew to set targets of accomplishment for themselves.It is a challenge to the boys and leaders to \u201chelp themselves\u201d to make progress in scouting.* The association headquarters in Ottawa has distributed a 16-page booklet on the program to all members of the association in which it points out a number of targets for Cubs, Rovers and Scouts.; i} The booklet urges Cubs to have at least 25 per cent of their packs two star Cubs with a similar percentage of their meetings to, be held out of doors.Scouts are asked to set 25 per cent of their troop first class scouts as their target with every Scout to complete the minimum of 14 days camping and hiking standard each year.Rover targets during the three- year program \u2018include completing atFleast 14 days camping and hiking each year with at least one (Continued on Page 11) - ; Jackson Dodds, C.BE.Retiring Greg Titus Is New Westmount Y Instructor The Physical Department of Westmount Y.M.C.A.has announce ed a special program of swimming instruction for women to commence on Friday, January 12, at 7.30 p.m.The \"swimming lessons Will include individual attention to beginners as well as advanced instruction for the more adept swime mers.Greg Titus, a former member of Dr.Curran\u2019s famed McGill Senior Inter-collegiate Championship Swimming Teams, will be the chief instructor for the course.A spokesman for the Physical Committee stated that this should fill a long-felt need in the community in giving the business girls and other women in-the district an ope portunity to advarce their aquatic skills.It was also pointed out that registrations for the course must be in before Thursday, Januar January 11, Officials.F wh by Council The mayor and aldermen of the City of Westmount were hosts on December 27 at a dinner given in honôr of P.E.Jarman, general \u2018| manager of the city for 42 years, and C.W.Houston, secretary- treasurer of the city for 39 years, who both retired on December 31.Silver trays in appreciation of their long service were presented to them.Mayor J, S.Cameron - presented the tray to Mr.Jarman, and Alderman J.S.B.Pemberton, Finance Commissioner, presented the other tray to Mr.Houston.The recipients in reply indulged in some entertaining and witty reminiscences.Miss Mary Ann Bradshaw Dies in Her 100th Year Miss Mary Ann Bradshaw, of 336 Metcalfe avenue, Westmount, who was the last surviving member of her family, died Thursday gix weeks before her 100th birthday.Born in Montreal, Miss Bradshaw was the daughter of Mr.and Mrs.David Bradshaw.She had lived in Montreal almost all her life and was a member of the Church of the Messialf.Her parents were among the original members of the church.A funeral service will be held tomorrow at 2 pa.in the Chapel of Tees and Co.1459 Towers street, Burial will take place in own Royal: Cemetery. muslin.The percale is very fine for it is made of very thin cotton fibres which must go through a special combing in the spinning mill.This process removes irregular fibres and leaves the others all smoothed out and very even.Of course this means higher \u201cproduction costs and eventually a higher price.From this very fine yarn, is woven a cloth of high thread count\u2014by thread count being meant the number of separate strands in warp and weft per inch.The warp and weft aré\u201dthe terms used to describe the fibres running in each respective direétion in the cloth, Percales generally have more than 100 yarns per iñch each way.This makes very attractive looking sheeting which is smootn and light in weight.This light weight in sheets is an advantage if you pay for laundry by the pound, and also makes the sheets easier to handle if washed at home, but percale does have one disadvantage, it is harder to iron, if you want a smoothy ironed sheet.And lastly of course, percale comes in many different qualities.Muslin comes in about three weights, heavy, medium and light.The thread count each way ranges roughly from 60-80 threads per inch.Price generally is governed by the weight.The heavy weight often sold as hospital sheeting, is, as would be expected, the strongest and hardest wearing.There is such variation with muslin sheet- ings that is almost impossible to give advice on their purchase, except to say that they should be firm but not stiff, the thread count should be well balanced, they should be smooth and compact and not heavily sized.Size is the term used for dressing, and it is too much of this in a cotton fabric which makes it stiff, When you have chosen your sheets or bought your sheeting, don't forget to give a thought to the length and width which is best and most economical in use.Three yards (108 inches) torn length will allow for shrinkage and for hems, with enough still left over to fold under our deep modern mattresses and still leave a nice turn-over to cover the tops of the blankets.If you skimp on length you will find your sheets will wear out more quickly as the sleepers will be constantly tugging at them, The width chosen should allow 24 inches to cover the sides of the mattress, so it is a good idea to measure the width of your beds before you go shopping for sheets.Incidentaly if you make your own, | don\u2019t forget that little idea of making the top and bottom hems the same size\u2014you may then reverse them for longer wear.We would like to make the suggestion that our\u2019 C.A.C, shoppers and readers ask for factual information on their sheets when they buy them.Most of the time the clerks may not know the answers, but if you start asking questions about thread count, weight per square yard, etc.the supplied one of the teams for the annual Rose Bowl classic, ended oni Monday with Michigan's rather surprising 14-6 victory over the previously undefeated California Golden Bears.This was the fifth win in five tries at Pasadena for the Big Ten, which is considerably better than the par for any course.The scores have been as follows: : 1947 \u2014 Illinois 45 U.C.L.A.14 1948 \u2014 Michigan 49 of the Pacific Coast Conference\u2019s champion in Pasadena on New Year's Day has wiped away any chance that the pact will be renewed.The P.C.C., which annually fills one of the spots in the Rose Bowl, is tired of taking it on the chin from the representative of the toughest league in the nation, The pact has been one of the most one-sided documents of its kind ever, for it allowed a Big Ten team to compete at Pasadena only once every three years, while the P.C.C.was honor- bound to present its champion for slaughter each New Year's Day.¥ * * Those in the know maintain that the Coast teams do not mind getting trounced by the best team in the Big Ten, but they definitely resent having to play their champion against a third-place Western Conference team, as was the case in 1949 when \u201cCalifornia met Northwestern.The Wildcats from Evanston, Illinois finished behind Michigan and Illinois in the Big Ten race, but under the rules of the pact, neither of the latter could make the trip to the Rose Bowl Northwestern went, and won.A similar case existed last year, when many felt that Michigan would have been a more suitable representative than Ohio State, despite the fact that the Buckeyes and the Wolverines had tied for the championship of their conference.Michigan was admittedly a better team, but Ohio State managed to beat California, 17-14, in the Bowl game.: Then, this season, Michigan went west, probably the worst team to represent the Big Ten in the five years.This Michigan team, which was beaten by Illinois and tied by Mtnnesota in its own conference and also lost to Army and Michigan State, still beat the Coast champion California eleven.And yet, the Coast wanted Ohio State again, for despite the fact that the Buckeyes lost to Michigan, 9-3, in the snow, they were still one of the great, high-scoring teams of the country.So, in summary, we can see that the only two years that the Western Conference sent its best team to the Coast, in 1947 and 1948, these two teams, Illinois and Michigan, overwhelmed the Coast opposition.Second-rate teams from the Big Ten had enough to beat the best in the P.C.C.the other three times.California has lost only three games in the past three seasons, all in the Rose Bowl, to teams which were not ranked as the best in the conference which sent them to Pasadena.* #% %#% Is it any wonder then that the Pacific Coast Conference is tiring of this situation?The P.C.C.incidentally, is like the man who was caught between the devil and the deep blue sea.They originally signed the pact with the Big Ten for a twofold reason: (a) to attract the popular midwestern teams to the Rose Bowl, and (b) to freeze out the southern schools which had been making a monotonous habit of whipping the Coast representatives in the New Year's Day shindig.And what did the Coast teams accomplish with this new pact?Well, they bit off a little more than they could chew in the Big Ten, as the record shows, and they froze the southern teams right into the Sugar Bowl, which has now surpassed the Rose Bowl, not in tradition or pageantry, but in the quality of the game played each New Year's Day.The Rose Bowl hasn't been the same since that pact was signed.The first two years, great midwestern teams ran away from the best on the Coast, and in the past three seasons, inferior teams from Big Ten showed the poor caliber of the play in the P.C.C.by licking its undefeated champion, California, each time.The first thing that the P.C.C.should do to bring the Rose Bowl back to top stature is to improve the brand of football in its own backyard and forget for a while about signing pacts to ensure \u201c a suitable opponent\u201d for its champion in the Rose Bowl.There are twenty teams in the country this year that could have beaten California by more than Michigan did on Monday.There is a considerable element in the Far West which is exerting pressure against the re-signing of the pact with the Big Ten.They reason that rather than keep the Rose Bowl between one or two sections of the country, it should be open to teams the length and breadth of the United States.And they probably figure that they may find a team that the Coast champion can beat if they get away from the Western Conference, And finding a team with any sort of a record that the Coast champion can beat might be quite a problem.Mount Royal
