Told To Rotary Members By Dr.William Turner “The independence of the medical profession is important to everyone in the country”, Dr.William Turner told members of the Rotary Club of government it would mean every doctor becoming a slave to the state. He said once medicine is nationalized there would be nothing to prevent the situation spreading to other pro- .fegsions and groups. He said the financing of our hospitals today is a situation which must be faced by citizens, the government, and th~ institutions together. He pointed out at present the hospitals in Montreal are running up huge operating deficits from year to year.Rising costs for equipment as well as costs for hospital staffs and other important essentials help the ‘de- fiéits on théir way: Dr.Turner said we should not forget the more we ask .of the government, the more of our economy we are forced to give up.He said however that the financing of ‘medical cate is a problem we mult face and must solve.“And the solution ‘cannot be too longed delayed”, Dr, Turner emphasized. He said the city of Montreal is unique in two’ facts pertaining to ‘the medical show a larger operating deficit than anywhere else in the country. He told Rotarians that the City of Montreal does not support the out-patient department of any Montreal hospital althïough the matter has been brought to the attention of the authorities. He said hospitals were now big business with payrolls of more than $1,000,000 per month and costs which havé more than quadrupled over the past years. It was his thought that the government should take many of the’ financial burdens off the shoulders of the hospitals. He pointed out that the government should support institutions which care for the mentally ill, tuberculosis ases, disabled persons and polio victims. In conclffsion Dr.Turner said the future financing of Montreal hospitals is a grave situation which the citizens of the knowledge for today's anesthetists, Dr.Bernard B.Ra- ginsky told a meeting of the Academy .of Psÿchosomatic Medicine in New York this week.He said emotionally upset patients are difficult to anaesthetize for operations.Drugging a surgical patient is, no substitute) for proper emotional preparation for anaesthesia, he added.— For this reason, he said, modern psychological methods of allaying anxiéties, fears and tensions must be learnt before the administration of the anesthetic.Dr.Raginsky, vice president of the Academy of Psychosomatic Medicine, spoke at the first dnnual meeting of that body.Anesthetists, surgical specialists, psychiatrists, psychologists and internists met for two days to discuss the Psychosomatic Aspects’ of Sur: gery.Too little attention has been - paid by anesthetists, said Dr.Ra- ginsky, to facts well-known by psychiatrists: that as a patient goes under or comes out of anesthesia, his emotional defences are temporarily weakened and he becomes very susceptible Lo emotion- | al upsets during these half-waking periods. This is especially .true when there is much talking, moving about, confusion and noise in the envitonment as the patient is passing through these stages.Dr.Manuel Straker, Montreal psychiatrist, also speaking at the meeting, told the group patients undergoing eye surgery.rarely develop post-operative neurosis or phychoses, whereas those havihg : operations on other body areas show a greater proneness to these psychological troubles. The reason patients receiving surgical treatment of their eyes do so well emotionally following their » operations, according to Dr.Strak- er, is that thefe has been adequate time in most instances for them to develop the right kind of psychological preparedness for the eye operation.AA Meet Is Sef Sunday Afternoon A message of hope for problem drinkers will be given by an advertising exécutive of New York City, at a meeting ‘of Alcoholics Anonymous, Sunday taxes and the pupils and the teachers, the raw ingredients which go to the amalgam which we call education. The community provides the .taxes, and is under an obligation to itself to see that it gets value for the very large sums of money paid in.Actually, it needs to do a good deal of grumbling, that it may make the school hoards aware that it is watching them.A non-grumbling community is an apathetic one, and apathy never accomplished anything good. But the community should also learn from schools and press reports that something of vital importance is being dpne in the schools. What goes community also provides pupils. The schools take in the chiidren fiom their own districts. If occasionally they draw from farther ‘afield, that is a concession which they make to the spirit of neighbourliness. The community provides the children but it does not turn them over and forget them. Those children all go home at the end of the school day and they are in a position to report on what they have learned.Or they report on the wide variety of extra-curricular activities from football to bookbinding. The community may be dimly aware that those out-of-school doings may be the most important things ihe child docs; or the communily may be completely uninterested, wash its hands and say: “I pay taxes and leave it to the teacher.” But the most alert of the community has a “Of Men And Music”.Mr.Carmer not only traces the Waltz from its origin in the eighteenth century but shows that there are two branches which developed side by side.As dance music and concert music, the “Waltz” alfured the attention of such great composers as Weber, Berlioz, Chopin, Brahms, Liszt, Gounod, Saint-Saens, Schubert, Sibelius and of course Strauss. To get an idea of how popular the Waltz was in Vienna in the nineteenth century we will quote the following from “The Waltz" .“Vienna now had two famous dance orchestras, each with its own followers and partisans among the public.Hanslick, an eminent Viennese critic, describing the idolatry of the Viennese for Lanner and Strauss, says, ‘one cannot imagine the wild enthusiasm which the two created in Vienna .Over each new waltz the journals used to go into raptures; innumerable articles appeared about Lanner and Strauss, enthusiastic, humorous and serious, and longer, to be sure, than those devoted to Beethoven and Mozart. It goes without saying that the sweetle intoxicating three-four rhythm which took hold of heads and feet eclipsed great and serious music, and made the audience increasingly unfit for any intellectual effort.” Yet Hanslick was ‘fair enough to admit that Lanner, dnd Strauss filled _the waltz form with unexpected ‘musical charm Lanner and Strauss came to be reckoned among the chief attractions for foreign visitors, - particularly visiting musicians, While the twenty-one year old Chopin, anxious to gain recognition in the Austrian capital, states with some regret that “Lanner, Strauss and their waltzes obscure everything”, the young Wagner is spellbound by Strauss, “the magical fiddler, the demon of Vienna's innate
