$1.00 half year, Authorized as 2nd Class Mail, Post Office Dept, Ottawa, r - WESTMOUNT, FRIDAY, MARCH 22, 1957 Metropolitan Government West End Communities Have Vital Interest in Duplessis Move Montreal is soon going to have some form of metropolitan government.That was indicated by Premier Duples- sis in a week-end press conference at Quebec.The premier said he expects to - bring the required legislation before the - next session of the Legislature.This announcement will be of consider- \u2018able interest to citizens of Montreal and .the surrounding autonomous municipalities.Tax-payers of the West End who long have advocated some form of over- \u2018all administration as the next best thing to secession, will expect better services and lower taxes.Municipalities like Westmount, Hampstead and Montreal - West are interested principally because they fear the over-all administration will bring heavier taxes and poorer services than they are able to provide for themselves.; Mr.Duplessis didn\u2019t go into detail, but \u201che indicated that \u2018nobody would be exploited\u201d and that the arrangement, what- -ever it turns out to be, would be \u2018beneficial to all.\u201d He said he hoped there would be more discussion on the matter by public and voluntary organizations so that the government would have the advantage of many points of view before framing the legislation.We think this suggestion is good, that we should proceed with caution as every taxpayer in the Greater Montreal area will be affected by the change.Over the years, West End organizations have shown a decided preference for the borough system under which Montreal\u2019's 11 municipal electoral districts would be converted into more or less autonomous boroughs.These, with present autonomous municipalities, would send representatives to a central council which would govern all matters of common interest such as through streets and roads, sewage, police and fire protection, transportation, town planning and zoning, finance, public Health, public assistance, hospitals, etc.The basic principles of such a system would be: ; 1.Complete autonomy of.the borough and municipal councils, each with its own mayor and council, in all local affairs; 2.Administration of all matters of metropolitan import by a central council made up of members chosen by the boroughs and municipalities on a basis of population ; 3.Supervision of'all borough finances by the central council; 4.Central Council finances under the supervision of the Quebec Government.This system, more than any other, would harness a vast reservoir of public spirit, capacities and abilities alike for the good of the local unit and through it for the whole metropolitan area.In no instance where the borough system has been tried has it failed.In New York, London, Berlin and Paris.Some of its successes have been spectacular.What will evolve out of the present discussions no one can say at present.But something approaching tne borough system would give us most of the advantages of autonomy as well as the economies resulting from central control of services necessary to the area as a whole.THE WESTMOUNT EXAMINER, FRIDAY, MARCH 22, 1957 By - | R.Kenneth Naylor, * Rector, Trinity Memoria .x ;
