Help of Retarded Children (Quebec) Inc., explains retardation, the care and training necessary for the retarded child, the accomplishments of the Quebec association in this regard, its present needs and hopes for the near future.Mental retardation is not a disease, Mr.Stevenson stresses but a condition of impaired or incomplete mental development.Medical authorities estimate at least 70 known or suspected diseases or mishaps, occurring either before or during birth or in early childhood, that can give rise to mental retardation.Three children out of every 100 are mentally retarded.CLASSIFICATIONS Mental retardation falls into 3 primary classifications.The first and largest \u2014 educable retarded \u2014 comprised of children with an I.Q.of 50 -.75.Their learning handicap is usually most evident in academic subjects.However, given the opportunity they can usually progress enough in reading, arithmetic, social and, vocational skills to became partially or even completely self-supporting.These children should be educated in \u201cspecial\u201d or \u201cauxiliary\u201d classes in the regular schools, and in Mant- real both school systems provide such classes.However, they also need special training and vocational guidance beyond school, together with an employer agvisory service, to enable them to become economically self-supporting, as well as recreational and soci&f{\": facilities for their spare tint: provision of these services remains one of the objectives of the Association.\u201cTrained retarded\u201d is the second classification and this group is primarily helped by the Association for the Help of Retarded Children (Quebec) Inc.These children have an LQ.of 25-50 and develop at less than half the rate of the normal child.They respond to limited training which, in most cases, can enable them to become partially self-supporting in sheltered conditions of employment.However, the great majority of children in this group are denied any schooling whatsoever.Based on birth rate figures issued by the Dominion Bureau of Statistics, there were over 5000 such children born in the last ten years in the Province of Quebec.The
