traffic and circulation committee of tlhe WMA reported to the Tuesday night meeting on the city\u2019s recent decision to prohibit heavy truck traffic on Lansdowne avenue between Sherbrooke and St.Catherine streets.The report said three parts were made in the original petition to city authorities: PETITION 1.To prohibit all trucks, except those on local delivery, from using the street as a thoroughfare; 2.To make Lansdowne a one way street between Sherbrooke and St.Catherine going south; 3.To re-route the two bus services now using the street.RESULTS A traffic survey was made on authority of City Manager T.J.Hughes of the street and it was decided to enact a prohibition of heavy traffic.This was passed at the February 15 council meeting.The plan to make the street one way was decided against as being an inconvenience to everyone, particularly residents.A memo has been sent to the Montreal Transportation Commission asking for a proposed plan to re-route the buses.As yet no through the Firemen\u2019s Union, but the coverage is very inadequate in comparison with the protection a man gives to his family.There is also a pension, but again it is far from sufficient to provide for the bringing up of a family.The experience that our community went through some years ago in meeting the needs of the family of a policeman shot on his patrol, should have warned us to make better - provision for such cases of tragedy.The other disaster of this week is so immense that it leaves us almost incapable of any action.To have a city like Agadir completely wiped out with the loss of thousands of lives, and, apparently, the abandonment of the site, is simply horrifying.However, there are still survivors, and help will be sent to them by international and national agencies.It is hard to visualize the situation and to do what is best.The two disasters bring to our consideration once more the whole question of God's Providence.Why do disasters happen?If the world Foxhounds.He wanted to break into the glitter of the theatre.So he went to Vienna for the state opening of the new Opera House, But the Austrians had never heard of him and since he had no Press pass they ejected him, Armstrong - Jones might have been cast out.but he was not cast down.He went round the corner and with his little money he bought a great bunch of yellow roses.These he sent to the soprano Sena Jurinae, who was on the stage rehearsing her part in \u201cDer Rosenkavalier.\u201d When he was sure they had been delivered, he hung around until he saw some obviously important visitors arrive, They were portly and Arm- strong-Jones was small, He walked in among them, He gol as far as the wings before authority caught up with him, Two guineas Struggling to avoid being flung out again he shouted to the soprano, \u201cI'm the man who sent the roses.\u201d She heard him and understood him.He couldn't have had a better ally.She said, \u201cLet him stay.lf he goes 1 go.\u201d He got his pictures, and they even let him in the first performance the next night.But after all that trouble no one wanted the photographs.He eventually managed to sell them to Lord Harewood\u2019s opera magazine for two guineas.That is the kind of man that Princess Margaret plans by ROBERT Princess Margaret and Arm- strong-Jones, the Court photographer, first join in conversation.The rendez-vous For two years they have known each other, but only recently, in the last six months, have they been close 3 and secret companions.They have been meeting in GLENTON ond STELLA KING to marry.He may not always have good fortune, but he has enough determination for ten.He is a lonely soul.He has many acquaintances, but very few friends indeed.He is single-minded {o a degree.Not one of those who know Margaret as a daugh- ter-in-law.Armstrong - Jones has one great interest .the theatre, And his fascination: the big musical spectacular.On such a joint interest did small and private rendezvous in the houses of friends in quiet London streets\u2014in Pimlico and in his hideaway overlooking the dingy Thames near Paradise street in the East End.It has been quite a performance, Tony Armstrong-Jones made all the arrangements.He and his secretary would spend the afternoon tidying up the room where they were to meet and then in the evening his char would do the cooking.The meals were nearly always the same.Smoked ham and melon to start and then something vaguely Continental.What is more fascinating has been their attitude to cach other.Princess Margaret, as is well known, can stand very much on Armstrong-Jones has been slowly shrinking his business, becoming more selective and more careful.And last week he took the final steps to make sure that those few private mementoes of his past that were in the scuffle.received his possession of other people were returned to him.He had lent his precious album for a book to be written about him.On Tuesday he telephoned asking its return.He didn\u2019t say why.He Just asked for it back.Antony Armstrong - Jones, the uncommunicative young society photographer, was ready for the royal announcement.NTONY Armstrong - Jones was born in elegant Eaton- terrace, London.Later his parents divorced and his pretty mother, who is Oliver Messel\u2019s sister, married the Earl of Rosse.By the time Armstrong- Jones went to Eton his father had married again.During his first week at Eton he received two letters.One from his father and the other from his mother.Both contained the usual parental advice.They said they hoped he would be happy and work hard, and they both were sure they would be proud of him.Unhappily for his parents\u2019 wishes a malevolent master was soon to comment in an end-of-term report .\"Maybe he is interested in some subject .but it isn't a subject we {each here.\u201d His days at Elon were not distinguished save for occasional rows \u2014 such as the time when he had measles and was discovered to be maintaining contact with the outside world by means of a bottle and string dangling from his window.He did, however, become interested in photography.At that time he was given a special present.His paternal grandfather was a famous physician and Visitor in Lunacy, Sir Robert Armstrong- Jones.When it was decided that young Tony was old enough to appreciate it, he grandfather\u2019s treasured microscope.It was a splendid instrument gleaming with brass, but Armstrong-Jones promptly exchanged it for a camera.He entered some pictures for the college photographic society's opinion.The criticism was not flattering.The society reported: \u201cOne feels, for example, that the picture of the rebuilding of Upper School might well have been made 0 pre Af 2 08 - UNRECORDED EPISODES more exciting if there had been signs of human activity.\u201d To Cambridge From Eton, Armstrong-Jones went to Jesus College Cambridge, to study architecture.As soon as the rowing enthusiasts saw the slight, slim Armstrong-Jones they knew he would make an ideal cox.But they had a deal of trouble at first.He was inclined to take his camera in the boat with him.He would spot something on the bank.focus his cumera, and before the unhappy crew knew what was happening there would be a monstrous tangle of legs, arms and oars.There were times when Armstrong-Jones was extremely unpopular with his crew before that day arrived when he coxed Cambridge to victory in the 1950 Boat-racce.Even then there was trouble.Armstrong-Jones rammed the Oxford boat.They touched oars, and according to those rarefied folk who write on such things , .he \u201chad a conversation\u201d with the Oxford Cox.Armstrong-Jones told his friends afterwards, \u201cAll I did was to keep on my line, I told the other chap to move over.He didn't, and we touched.We swore at each other so loudly it could be heard both sides of the river.\u201d With all his preoccupations it is smal) wonder he failed his exams.Undaunted he wrote and told his mother that he had decided to be a photographer.She replied with a frantic telegram.\u201cDo not agree suggestion changing career.Telephone this evening.Fondest love, Mummy.\u201d But as he told her that night, photography was a career he had always wanted, but had not seriously thought about.Failing his exam had made it possible.Tea boy Soon after he came down from Cambridge he became apprenticed to Baron, that great friend of Prince Philip.But Armstrong-Jones was nol to make his first acquaintance with royalty then.Instead he got all the odd jobs to do.He was more or less the tea boy.That apprenticeship didn't last long.He set up on his own.First of all he started doing portraits with his girl friends as models.He had only one room in Albany which he had borrowed and it\u2019 became bedroom, sitting-room and studio.The only window was a low one at floor level.He made quite a reputation for the strange portraits with the lighting coming from below the chin.He also got his toe in the door of the glossy magazines where his early efforts are heavily salted with pictures of his relatives and close friends.Business was beginning to look up for Antony Arm- strong-Jones.Nevertheless, he was not without his troubles.He was commissioned by His camera brings him trouble.he his HE rows with society the late Helena Pickard, Sir Cedric Hardwick's first wife, to produce 300 postcard-size portraits for her friends at Christmas.Afterwards Armstrong-Jones said sadly, \u201cI didn't even know enough to get the cards at wholesale price.\u201d With only a girl friend lo help him he toiled all day and most of the night to get those pictures ready on time.\u201c1 think I only charged 50 cents each,\u201d he said later, even more ruefully.Another of his first jobs was Lo photograph guests at a very glittering charity affair.It was in January 1953 and called the Golden Cage Ball.Mayfair was there in force.It was his task to photograph the guests with their heads in a golden cage.No one paid less than $1.00 for the privilege, many a great deal more.But not one of them got a finished photograph.Armstrong - Jones had lost the films.\u201c1 don\u2019t know what happened to them,\u201d he said recently.\u201cThey have never turned up.It was all so embarrassing.Fortunately everyone took it very well and nobody asked for their money back.\u201d Despite these little setbacks Armstrong-Jones was making headway.More and more he was hired to attend parties and first nights.They were not always pleasant.At a party given for April Brunner, the top debuiante of 1954, he was involved in a playful] scuffle near a goldfish pond.Armstrong - Jones, impeccable in white lie and tails, got knocked in.He emerged dripping with mud.\u201cOh dear,\u201d wailed Mrs.Brunner,\u201d \u201c1 had no idea the pond was so dirty.\u201d \u201cNeither had 1,\u201d retorted the bedraggled Mr.Arm- strong-Jones as he made his watery way to the door.Trouserless At another party given by copper heiress Sarah Chester Beatty, (wo Old Eatonians debagged him, Two sai on his head.He was left trouserless and unconscious in the bushes outside the Savoy Hotel.Later he said, \u201cIt may have been funny to some.To me it was unforgivable.It scems that it is rather infra dig to be in society and a photographer at the same time.It seems | should be a stockbroker or someone stinko with money.\u201d But there were many good , days too.Armstrong-Jones was gel- ting known, He helped the process by begging friends on newspapers for publicity.Sometimes he got it.But he was invariably described as the son of the Countess of Rosse.\u201cWhy can\u2019t they use my name without my mother's?\" he grumbled.With the money that was coming in Armstrong-Jones could afford to expand.He found an ironmonger\u2019s Bh ploy y shop in Pimlico-road.not far from the gloom and grime of Victoria Station, And it is here that Princess Margaret bas often made her discreet way recently.The basement Armstrong-Jones did most of the redecorating himself, He slept on a bunk on top of a bookcase and had a drawing room in the basement filled with antiques from his mother's house.On the floor.he laid a fine necdlewoik carpet she had let him have.He set to work in his new studio and buill a wood and copper spiral staircase.Tired of the bunk, he built a bedroom in the basement.It is a gaudy room with violet patterned paper and a startling purple bed.He hung 85 cent wallpaper in the bathroom and arranged shelves laden with pots of cream, hairbrushes and face powder for his sitters.Armstrong-Jones* first portraits were dull and rather wooden stereotyped pictures of typical debutantes.But soon he became more experimental.He has his Cecil Bealon period ., .all business was good, expenses were heavy, and Armstroug-Jones was working in his darkroom until three or four every morning.lle was exhausted.Perhaps one of his biggest handicaps is his health, He is not strong.When he was little he had polio and now has to take physio- therapeutic treatment from time to time to case his limbs.He frequently looks tired and his eyesight is worse than he pretends.He ses glasses a great deal but s.atehes them off whenever he meets a stranger.Back in those fatiguing days he decided to take a rest.With only $40 he hitch-hiked to France for three weeks, On the way back he had to travel for 20 hours on the back of a lorry laden with sulphur.He returned to London refreshed and with a great new scheme in his head.He was about to force his way into that seleet little band of royal photographers, He kuew no one to help him.So the photographer from Pimlico-road sat down and wrote a letter to the Duke of Kent, asking very simply if he could take his picture.As
