BODY IN POOL RAISES QUESTIONS OF SECURITY Cloutier calls for video surveillance cameras at the Summit lookout Martin C.Barry he discovery of a young man\u2019s lifeless body in the swimming pool of an Upper Westmount residence has intensified a nearby resident\u2019s view that the City needs to increase security on the mountain.Bernard Cloutier of Summit Crescent, a candidate in Westmount's last municipal election, has complained to city council regularly about individuals who come from outside Westmount to openly sonsume drugs and alcohol in the vicinity of the ookout at the Summit.As a result, Cloutier is now calling on the City to install video surveillance cameras at the lookout.Last Friday morning, MUC police were called to 621 Clarke Ave., where an employee of the household had found the body floating in the pool.According to police, there were no visible marks of violence on the body, and an initial theory is that the deceased had crossed over a stone balustrade separating the property from the street and fell into the pool, where he drowned.Constable Julie Jutras of Station 12 said on Tuesday that police had yet to identify the victim.She confirmed, however, that the dead man was unknown to the Chadha family, who own the Clarke Avenue property where the body was found.She added that police believe he was probably not from the neighbourhood, either.Cloutier, for his part, says security problems around the lookout and in other areas on the mountain have been getting worse for some time.\u201cIt\u2019s been more around the lookout, but now it\u2019s spreading,\u201d Cloutier said.On Surrey Gardens just behind St.Joseph's Oratory, he said, drivers are known to park for extended lengths of time.According to Cloutier, just before Easter, a car drove right over the property of a Summit Circle resident.\u201cIt smashed into one of their cars,\u201d he said.The stone wall of a Belvedere Road property was also smashed about three weeks ago by a speeding driver, he claimed.\u201cPeople go to the lookout to smoke drugs,\u201d MUC police were called to the top of Clarke Avenue last Friday morning when the body of an Tous unidentified man was discovered in a swimming pool.Cloutier said.\u201cI've seen people smoke crack there, do cocaine.It\u2019s happening there all the time.What the City ought to do is install some cameras there linked to the police station, so that at least these people who go do drugs there will feel a bit annoyed by the cameras.\u201d Cloutier thinks Westmount council and the local police are not doing enough about security on the mountain.\u201cThe City and the Montreal Urban Community police are totally irresponsible, because this problem has been reported and they're not doing anything about it,\u201d he said.\u201cThe government is taking a big stance against drinking and driving\u2014but nobody is doing anything about this problem.\u201d City councillor Barbara Moore, who is Commissioner of Protective Services, said yesterday that installing surveillance cameras on the lookout has not been formally discussed by council.\u201cI know there are a lot of problems up there (at the lookout),\u201d she said, adding that the installation of cameras may raise some legal questions.\u201cThis might be something that could be done, as long as it doesn\u2019t contravene any laws,\u201d under way this week.In the courts.opening arguments are being made as 18 Montreal-area municipalities try to overturn the merger legislation on constitutional grounds.And elsewhere.the debate has been engaged over whether Municipal Affairs Minister Louise Harel's five per cent ceiling on property tax increases in the five new merged cities is fair or a \u2018fraud\u2019.As part of her amendments introduced last week to plug some holes in the original merger legislation, Bill 170.Harel \u2018clarified\u2019 the five per cent cap.The change means that instead of applying to your overall property tax bill.the maximum 5 per cent increase would apply to the tax rate.It's no secret that a few municipalities lowered taxes last year just so Quebec would be embarrassed by a big tax jump in the merged cities for the first vear of operation.By amending her promise now, especially given that deficits in Year One appear likely in Quebec City and Montreal.Harel is plaving it safe.But more disquieting than that is the fact no one is even suggesting tax increases next year will be lower than 5 per cent.The 5 per cent no longer appears to be the maximum increase, but the guaranteed increase.The promises of PQ MNAs made not long ago that mergers would not mean any tax increase are but a distant echo.Meanwhile.Official Languages Commissioner Dyane Adam asked the Quebec Superior Court for the right to intervene in the court challenge of the merger legislation.She's concerned by the fact that one of the merger bills diminishes the minority language rights of English speakers on Montreal island.While existing bilingual municipalities will maintain their bilingual status as boroughs in the merged Montreal, it will be more difficult for boroughs to acquire that status in the future because of a change in definition.Existing legislation provides that right where a majority speaks a language other than French: under Bill 171.the majority would have to have English as their mother tongue.Predictably.Premier Landry told Adam to butt out.saying she has no business as a federal bureaucrat getting involved in a matter under Quebec jurisdiction.Landry is wrong.as the Commissioner has the duty to intervene when there may be a violation of the Charter of Rights and Freedoms.Nonetheless, the issue encourages Harel to argue, as she did again last week.that the Quebec against forced mergers demand immediate elections in order to re-establish democracy!\u201d Health reforms Ten years ago.in introducing his reforms.Liberal health minister Marc-Yvan Coté pledged to \u201cput citizens at the heart of decision-making\u201d through elections to the boards of health institutions.For the first time, it gave the public a direct role in how their hospitals and CLSCs were run.and in March 1992.the first elections were held.The Parti Québécois health critic at the time, Rémy Trudel.ridiculed the process because only 141.000 people voted province-wide.Last week.the current health minister brought in his reforms, putting the government at the heart of deci- sion-making.Elections will be eliminated and the Health Ministry will appoint members to the Regional Boards and indirectly to the boards of health institutions.The minister of course is Remy Trudel.who couldn't help but reiterate his dislike of elections in the health system.\u201c0.9 per cent [turnout] - are those universal suffrage elections?\u201d Well.no.But neither the Liberals nor the PQ ever did anything to support the process.such as providing a minimum amount of campaign financing or promotion.Moreover.those who participated and sought election treated it seriously, which is why Trudel's extreme centralization of decision-making has drawn such fire.Under the planned changes, members of Regional Boards will be appointed by the government.The Regional Boards will appoint most members of the board for hospitals, CLSCs.long-term care facilities, and other institutions.The community (users and foundations) will cach have a board representative, but appointed after consultation.Public input will be limited to a consultative forum in each region.Other than that.Trudel will create a health ombudsman's position to handle complaints and file an annual report even though Quebec already has an Ombudsman to oversee all ministries.Opposition Liberal Leader Jean Charest quickly went on the attack, calling the reforms \u201ca power grah\u201d.\u201cThis isn't a bill for betler health care.This is a bill so the Parti Québécois can politically control hospitals.\u201d For English health and social serve ices institutions, the changes will mean a diminished role for the community.In Montreal and Quebec City.the anglophone voter turnout in the last health elections in 1998 was significantly higher than the overall turnout.\u201cThat illustrates our argument that when people see the need to participate.they can and they do,\u201d said Dr.Alec Cooper.vice-president of the Voice of English-speaking Quebec (VEQ).VEQ will be lobbying Trudel to protect participation by the English- speaking community in the management of institutions such as the Jeffrey Hale Hospital and St.Brigid's Home.\u201cWithout the community's ability to control and manage its institutions, its hard to imagine how the institution will be sensitive to the needs of the very community it aims to serve,\u201d he said.\u201cThe government would argue that there's a pact of trust.that the government will choose people who are representative.But we don't agree.\u201d Trudel's reforms would also give Regional Boards more power over where doctors work, in an effort to resolve chronic shortages in various regions.Hospitals would also be subject to greater budgetary controls, with the creation of performance contracts similar to those introduced for universities.School Aid Education Minister François Legault has given school boards budgetary breathing room to hire more teachers and reduce the teacher-stu- dent ratio in the lower grades of schools located in economically poorer areas.By broadening the socio-economie definition of what constitutes a disadvantaged school.Legault has increased the number of schools which will get extra help.The two new indicators area: the proportion of families where neither parent is working and the proportion of mothers who have not completed high school.As a result of the new definitions, 852 schools will get extra funding, more than double the existing 405.In the Lower St.Lawrence-Gaspé- Magdalen Islands, the number of schools rises from 16 to 105.in the Quebce City-Chaudière-Appalaches area from 23 to 92, Eastern Townships from 11 to 40, Laval-l,aurentians- Lanaudière from 43 to 96, Montreal from 259 to 245, Montérégie from 27 to 62, and Outaouais from 17 to 39.The lowered teacher-student ratios mean the addition of 644 teachers this Fall.And when retirements are factored WHA looks at once-controversial St.George's School Marilynn Vanderstay lumni and staff of St.George's A.on The Boulevard joined members and guests of the Westmount Historical Association last Thursday to hear former director Gilbert Plaw and colleague Valerie Sabbah recount the colorful history and anecdotes of the progressive learning school.St.George\u2019s was founded in 1930 by a group of interested parents seeking a more learning conducive system of education for their children.With no public funding, the school originated with 22 students and two teachers on the top floor of a vacant house at Clarke and Cedar avenues.The story of the naming of the school is a popular misconception.It was not named after the snowshoe club, but rather was conceived by one of the board members as a temporary name that was never changed.Through the years the school has evolved in both location, acquiring three large houses on The Boulevard, its present location, and in pedagogy.The founding parents developed six main principles of education that are still the basis for the school.The idea was simple\u2014give children an opportunity to learn from doing.All studies at the school are based on real experiences, not abstract, using concrete materials and concepts.Unlike in the traditional education system, the teacher is seen as a guide rather than an authority figure, who leads students in a project approach to learning, collaborating with students in group and individual projects.Former student Edward \u2018Ned\u2019 Heney, who was at the school in its early years, remembers that students enjoyed being at school, and did not recognize the process of learning.Based on concepts such as experimental teaching and the discovery approach, in which the devel opment of the whole child is the raison d\u2019etre for leaning, the school soon became a controversial concern among institutional educators and the Westmount mainstream.In 1957, one of the parents is reported to have said that she had to refuse all social engagements that year since conversation always became arguments about the school.In spite of being dubbed by the media the \u2018school for crazy kids\u2019, parents were enthusiastic about raising money for the building fund, there were long waiting lists for the school that taught students from age four to grade 11, and parents continued to defend the school to their friends.The parent-owned school\u2019s list of alumni reads like a Who's Who of Montreal free thinkers.Children and grand children of notables including Mordecai Richler, Neil Compton, Ghita Caiserman Roth, Dr.Penfield, Henry Morgenthaler, Mark Lalonde, and the Bronfmans have graduated from the school.Originally administrated by parents, they continue to be very involved with the running of the school from its board members to volunteering.The final lecture in the WHA's rid) series will be held at Westmount High School on June 14, with guest speaker Richard Lord.Historical Association
