SKEWERS \u2018HIGH PRIESTS\u2019 BEHIND MEGACITY Martin C.Barry ontreal as a megacity is being run according to principles like those of a religious doctrine, with \u201chigh priests\u201d defending them, says former Westmount mayor Peter Trent.Addressing a noontime gathering of the Westmount Rotary Club last week, Trent said the creation of the megacity in 2001 was based on seven false myths or \u201carticles of faith\u201d which he listed: he mega-unions won\u2019t be any piBlem; - We won\u2019t catch the disease of mega-spending here; + There will be economies of scale of five per cent; + The number of bureaucrats will be reduced; « Taxes will drop for 96.7 per cent of the island\u2019s citizens; + Mega-mergers are necessary to compete internationally; + Mega-mergers will free us from the scourge of fiscal inequity.Because they are articles of faith, there must also be \u201chigh priests,\u201d two of whom Trent identified as former Montreal mayor Pierre Bourque and former PQ municipal affairs minister Louise Harel.\u201cBourque has animist beliefs,\u201d Trent said.\u201cHe says things like, \u2018Montreal needs oxygen, and \u2018Montreal is the mother of the suburbs.\u2019\u201d Harel, the \u201chigh priestess of mergers, had a more orthodox liturgy,\u201d he added.\u201cShe believed in tran- subtantiation.She thought that the messiness of all these little cities Peter Trent speaks at last week's would be transubstantiated into a uniform nirvana, and we would have sort of a New Jerusalem, a heaven on earth, by these mergers.\u201d Police map could change (continued from page 1) Folchitto acknowledged that the main reason Station 12's staff is being increased is that the downtown territory is busier and more densely populated than Westmount and will require more manpower.\u201cThat\u2019s why we're getting the officers,\u201d he said.\u201cSeeing as I have more staff, I'll be able to improve the foot patrols, problems with traffic or what have you.I'm going to have people just on traffic or people on foot patrols all the time.\u201d Asked if the downtown area is likely to differ from Westmount in terms the cases police will be dealing , Folchitto replied: \u201cNot really.Mind you, there have been a few incidents around Cabot Square that would be a bit of a change, although we are already working there some of the time.For sure it\u2019s going to add (in terms of) criminality, but it shouldn\u2019t be a problem.\u201d During the time the eastern part of NDG was one of Station 12's responsi- Team Work bilities, relatively few incidents were reported there day by day compared to the number in Westmount, because of the comparatively small size of the territory in NDG.For a time, however, before a special program was implemented, Station 12 officers had their hands full at the Vendôme métro station where unruly youths regularly caused trouble.Among the establishments in Station 12\u2019s new territory, a dance club for youths at the old Forum on Atwater Avenue, where all-night \u2018raves\u2019 are expected to be held, is starting to cause concern for residents downtown and in the eastern part of Westmount.The matter is currently being dealt with by Station 20.\u201cFor sure that\u2019s going to bring more activity, but would that be a problem?1 don\u2019t know,\u201d said Folchitto.\u201cThey have a permit, but so far they say they won't have those all-night parties, so I don\u2019t know if they're going to be having some or not.We\u2019ll have to deal with them when they occur.\u201d .A megacity, Trent said, but the prediction made by the Poitras Report, which he and other anti- mergerists released last year, is that the minimum cost per year of running the megacity will be $200 million.The number of bureaucrats running the megacity has increased by 236 person-years, he insisted, and taxes across the island have risen by $96 million in the last two years.In Westmount alone, taxes have gone up 18 per cent, with reduced services.Trent said the former PQ government\u2019s actions creating the megacity were immoral.\u201cMorality, in my view, has to do with how you do something, not what you do\u2014because you could be wrong,\u201d he said.\u201cWhy I think what happened is immoral is because the PQ government went about it ignoring the desires of the population.They rode roughshod over our democratic rights.They knew what's best for us and they just plowed ahead and did it, and that\u2019s what I can't forgive them.As well as an economic error, it\u2019s also a democratic error.\u201d Since 1845, Trent pointed out, the norm in Quebec municipal affairs was to allow voluntary mergers, with rare exceptions such as the creation of the City of Laval.\u201cSo in my view, the megacity is not legitimate and Bill 9, by allowing us to demerge, will legitimize the megacity,\u201d he said.\u201cSo those who wish to remain, fine, they will at least be able to vote, and those of us who wish to leave will be able to vote, and therefore we\u2019ll have the crown of legitimacy placed on the megacity which it doesn\u2019t currently have.\u201d Asked when he expected that demerg- er referendums would take place, Trent predicted that by early spring 2004 registers should be open.\u201cWhether we'll have a referendum in May or June, or whether it would be only in September or October of next year, 1 don\u2019t know,\u201d he said.\u201cSo I would say the maximum time before we have a referendum will be about a year, the minimum probably about councillors are skirting the issue not because they don\u2019t know the answer.They're afraid of hopping off the fence.If they even suggest they're in favor of demerger, they will thoroughly annoy mega-mayor Gérald Tremblay, who is their boss.On the other hand, if the councillors admit that they are very happy with the way things are right now, thank you very much, their local constituents might get even more annoyed with them than they are already.Most of the councillors would prefer a root canal to admitting how they really feel.They would much rather leave well enough alone.If voters are deluded enough to believe that the former mayors actually want their tatty old jobs back now they have seen City Hall in Old Montreal, so be it.What do these guys really think when there
