participation objective demanded by Quebec was achieved.D emergerists are encouraged by the results According to the results of Sunday\u2019s poll.1,662 Westmounters voted either Yes or No at the DEMERGER CRUSADE \u201cYou people are my paycheque,\u201d says former mayor, 2004\u2019s Volunteer Citizen of the Year n the eve of the referendum that is likely to result in a mandate for Westmount to demerge from the megacity, the Westmount Municipal Association has chosen former mayor Peter Trent as the recipient of its 2004 Volunteer Citizen of the Year Award.Given the enormous amount of work he put in for the demerger movement and the impending referendum on June 20, WMA president Kathleen Duncan, who was stepping down after four years, said during a ceremony at ictoria Hall on June 8 that it seemed & to honour Trent.\u201cThe WMA has been in lockstep with Peter Trent for the past many years as the merger clouds built,\u201d she said.According to WMA director Cynthia Campbell, the nomination committee had a difficult task choosing this year\u2019s winner.However, because of the historic importance of his contributions, they were unanimous in choosing Trent for his \u201cselflessness in pursuing the return of Westmount to its citizens.\u201d Presenting him with a plaque and a bouquet of flowers, former mayor algae SIC Peter Trent accepts the WMA's Volunteer Citizen of the Year Award from out-going president Kathleen Duncan.May Cutler said, \u201cWhat he has done is so far beyond what can be expected of any person, let alone a politician.\u201d She noted that Trent's efforts in the province-wide demerger movement took him to more than 22 cities, where he spoke to residents.\u201cHe is certainly one who gives politicians a good name.\u201d During a recent conversation with Trent as they were contemplating the portraits of former mayors at Westmount city hall, Cutler asked how he would choose to have his own portrait painted.He replied.\u201cThey're going to have to take it from my death mask because I intend to stay mayor of Westmount as long as I live.\u201d Accepting the award, Trent said, \u201cI understand that a volunteer doesn\u2019t receive money and there's no remuneration attached to being a volunteer.But tonight I'm getting my paycheque, and it's you.You people are my paycheque.It\u2019s your support.And I'm pretty touched by the fact that you would actually wish to thank me.That\u2019s my paycheque.\u201d In other business at the annual general meeting, held immediately before the Borough of Westmount's Town Hall meeting, Dr.Henry Olders was elected WMA president.A Lansdowne Avenue resident.Olders paid tribute to Duncan's dedication.\u201cShe took on this challenge four years ago when her youngest child, Jack, was just six months old,\u201d he said.\u201c1 can only imagine what possessed her, busy as she was, to take on yet another role.Maybe she was just following in the footsteps of her great-grandfa- ther, who had been vice-president of the WMA in 1919.\u201d Olders said Duncan's term in office was marked by the movement against the forced mergers, followed by the demerger fight.\u201cHer commitment and dedication to the struggle to get back our beloved city have been boundless and the example she sets inspires many of us, including myself,\u201d he said.\"As WMA president, she has been tireless serving as spokesperson or committee member on countless occasions, writing countless letters and handling endless telephone calls.\u201d The following people were face I when they vote in the demerger referendum this Sunday will be whether to keep their borough status as \u2018offspring\u2019 of the City of Montreal, or become a reconstituted independent city with some limitations defined by the province, says Westmount Borough President Karin Marks.\u201cThose who talk of Westmount wanting to separate must remember that Westmount had a 127-year illustrious history as an independent city before we were forcibly annexed two- and-a-half years ago,\u201d she told about 500 residents who turned up for an information meeting organized by the Yes committee at Victoria Hall last week.\u201cMost of you chose to live in that of Westmount,\u201d she said.\u201cThose want to demerge are simply choosing to return to the closest facsimile of that available to them.\u201d Marks confirmed that the demerged city will no longer have its own fire department or municipal court and taxes will be considerably higher.She also acknowledged that demerger an adult child living at home.\u201d As such, she added, boroughs have responsibilities\u2014but not powers\u2014as erroneously claimed by mergerists.\u201cThe parent gives freedom or responsibility to make choices as long as they don\u2019t conflict with the parents\u2019 standards or wishes.This is quite different from an autonomous adult who lives on their own and earns their own way.That\u2019s what an independent city is.\u201d Examining other megacity concepts she said were erroneous, Marks said the Centre City\u2019s perpetual insistence that boroughs break all expenses down to per capita costs, \u201ccreates huge distortions from one borough to the next in terms of the comparable costs of delivering key services.This can ultimately lead to faulty data on which Montreal will base our future operating budgets and there will be very little we will be able to do about it.\u201d Addressing some of the more technical issues Westmount would be faced with post-demerger, former mayor Peter Trent warned that the Agglomeration Council, a regional body which would coordinate services between demerged municipalities and the megacity, would be under virtually complete control by the megacity mayor.REALTOR Sig des & \u201cThis is the most absurd structure one has ever heard of,\u201d he said, speculating on the fate of boroughs which opt to remain in the megacity.\u201cIt means that if, for example, there are three parties in Montreal in the next election, and let\u2019s say Mr.Bourque is mayor, and he only represents 30 per cent of the council of the megacity, he gets to name all the representatives to this body which will be responsible for around 60 per cent of all spending.\u201d Since the mayor of a demerged Westmount would automatically have a seat on the agglomeration council, Trent asked, \u201cWould you prefer to have a guaranteed seat on the agglomeration council, or take the risk that you might be in opposition and have no seat?If you vote for the right mayor, then perhaps you will have a fair amount of power through that mayor.\u201d Trent acknowledged that a post- demerger Westmount will be contributing more than 70 per cent of the revenue it raises to the agglomeration council, compared to 56 per cent the former City of Westmount contributed to the Montreal Urban Community.However, he added, \u201cwe will have control of our local services and with regard to the value of the regional services it will be about the same thing.\u201d Rejecting a claim by the No side that demerged cities will abuse chairman, said that aside from one or two contentious issues there was, in fact, never much fighting between members of the MUC.\u201cWhen people are squabbling in the National Assembly, they call it debate, and when mayors are doing it, it\u2019s called squabbling,\u201d he said.\u201cDemocracy is messy; sometimes you do have differences of opinion.That\u2019s the whole point.Sure, if you wind up force, customers, cultural institutions, excellent restaurants and world-class festivals.If these same suburbs were moved 100 miles out of the city, the value of the houses would plummet.A city\u2019s economic wealth depends on its infrastructure and its ability to attract entrepreneurs, investors, professionals in a variety of fields, and, above all, industry.Without that, there would be no remember \u2014 this is no longer the Liberal Party of Jean Chrétien.Staunch federalist Stéphane Dion was shoved out of cabinet by Paul Martin who chose as his Quebec lieutenant, none other than Jean Lapierre, co-founder of the Bloc Québécois.Lapierre did not arrive unaccompanied.You recall that he made much ado about landing a half dozen has-beens and retreads from the Bloc and the PQ to run for the Martin Liberals.Let\u2019s face it, grasping for power and unwilling to move away from the cash register, they will do whatever it takes to hold on to power.The NDP might not have enough seats to do the trick.The Liberals wish to continue to live in the lavish style to which they have become accustomed.If it takes making nice with the Bloc, so be it.Following the election, they will innocently note that the two parties do, after all, share \u2018progressive\u2019 views on Kyoto, abortion, same-sex marriage and a host of other issues.The Bloc, of course, would demand a high price.First of all, they would insist on retaining Quebec's right to have a unilateral declaration of independence based on a bare majority Yes to a confused question.In other words, they would want to ditch the Clarity Act.Simple enough.Lapierre has already dismissed it as useless.The Bloc could claim that if a federalist like Jack Layton was prepared to trash the Clarity Act, it's no big deal.That's not all the Bloc would want.While their own hardliners would balk at the Bloc accepting any cabinet posts in a Liberal-Bloc coalition, they might insist that some of Lapierre\u2019s coffee klatch of sovereignists past and present discreetly be \u2018considered\u2019 for cabinet posts.Imagine what happens a few years down the line when Jean Charest\u2019s unpopular government is soundly trounced not know there is a referendum to vote for on Sunday.Or why they should vote YES.But they exist.Megacity advertising slogans aim to scare even the initiated, yet have not worked on most people.Here are four shortcuts which may be relevant for anybody still in doubt.Agglomeration: a messy affair that will direct, regardless of the vote, the police, transit, water and sewage (all of which we partially controlled through the MUC before), firefighting, the municipal courts and a few relatively small things.It will not govern any of our local services, however, after we vote YES for independence Legal status: Once we are a fully \u201clegal\u201d city, we could sue the megacity, although we probably would never do so.What is important is that we will directly own the library, and the arena, Victoria Hall, the parks and so on.As a borough, if Pierre Bourque becomes mayor, he might want to target them for other purposes.With Westmount an independent city, he will not have the opportunity.Taxes: \u201cYou won't control 70 per cent!\u201d persists the mega-mayor while Peter Trent challenges the figure.What is clear though is that we will control 100 percent of our local budget if independent.If we stay a Tremblay (or Bourque) borough, we would rely on megacity handouts.Democracy: The PQ put through the forced mergers without a mandate.Jean Charest promised to correct them and has done so\u2014sort of.Voters take the ultimate step on Sunday.Big is better An impressive 3,228 cast their votes in the advance polls.Assuming most were YES.Westmount is more than halfway to the 35 per cent threshold.So by noon on Sunday, Polling Day, will the minimum votes be cast and independence assured?Possibly, but not really.The minimum number of YES votes will probably be cast during the morning, there is every reason to keep going and reach for a big majority.The bigger the vote, the stronger bargaining position we will have in negotiating everything that will follow.The clearer our intention seems, the more the National Assembly, and perhaps the government too, will listen to our requests.So will the transition committees that are supposed to guide the composition of the restored municipalities.Our representatives will be able to make more noise on the agglomeration council itself.We will get a more equitable coverage in the French media.The civil servants in Quebec City and in the megacity will have a clear warning of our citizens\u2019 intentions.The stronger our negotiators\u2019 hands, the better they will be able to talk to the unions.At the polls Natalie Fotopulos, chair of the NO committee, spent most of Sunday and Monday observing polling at Victoria Hall.\u201cI've never seen so many seniors at a poll before,\u201d she said speaking with the experience of having run past elections for the late Abe Limonchik and her sister, the now mega-council- lor Helen, mini-mayor of the Plateau.Pat Donnelly, who ran for Pierre Bourque in 2001, was supporting the NO side as a poll observer.\u201c1 admire Natalie\u2019s courage,\u201d she said.Fotopulos joined the praise for André Bouchard, the DGE\u2019s manager-\u201che organized it extremely the same time, she found her own daughter's name still on the voters\u2019 list despite having lived in Ottawa for six years and having been taken off the list at the first revision! But she was really maddened by Gerald Tremblay claiming in the TV debate that Westmount\u2019s labour costs were higher than Montreal's.Labourers\u2019 rates, for instance, were $17.71 per hour compared to $19.82.\u201cIt\u2019s another case of false information,\u201d she said.Poor choice The demerger group's radio commercials don\u2019t sound demergist!
