COUNCILLORS AGREE: MUCH WORK AHEAD Martin C.Barry nly about 100 residents were at Victoria Hall last Monday evening to hear Westmount mayoralty and city council candidates explain their reasons for running and discuss the issues prior to the Nov.6 election.Co-organized by The Examiner and the Westmount Municipal Association—and moderated by former mayor May Cutler—the event also gave the public an opportunity to meet and question the seven acclaimed city councillors.Although there was general agreement among all participants on ost issues.everyone at the table acknowledged that the new city council will have a lot on its plate as Westmount prepares to regain its status as a city in the new year.Leading off the evening.Metcalfe Avenue resident Gerald Glass, who is challenging Borough Mayor Karin Marks for the mayoralty.outlined his program. It concentrates on local issues such as easing of parking regulations.the availability of bus shelters and an overabundance of municipal regulations.Glass was much sketchier when dealing with more serious matters.such as the authority of the Montreal Agglomeration Council.“Taxes should be reduced as much as possible.” he said.drawing sporadic applause.Alternating between English and French.Marks explained how she first became involved in Westmount citv politics 11 vears ago.She appealed to voters with a wide-ranging balance of broad and local issues.“1 knew that maintaining the quality of this community continued to motivate me to fight for an equitable sharing of costs and I'm not one to assume that Westmount should be a cash cow for the island.” she said.“1 even get upset when city garbage pails are too full. But now I'll have eight district councillors who will make sure that these things are dealt with.or we'll bring them to council if policy changes need to be made.As a team we will try to make this the most livable city around.” Borough councillor John de Castell.who is running in Ward 8—the only contested council seat—against Redfern Avenue resident Allen Nutik.said.“This election for Ward 8 is about the style of representation residents want at council and what we.as candidates.are willing and able to bring to the table.” Nutik.a lifelong Westmounter who has run for council several times in the past.explained why he stopped attend- dao Westmount city council meetings 20 ©.ago by saying that former mayor Brian Gallery “saw fit to pass resolutions which made it virtually impossible for me to ask any more questions in city council.” Nutik is running on the basis of representing an opposition view on council.“I suggest it may be my time to serve vour interests on Westmount council.” A046 express their views on the issues faced by a reconstituted City of Westmount he said.Patrick Martin.one of seven council candidates who have already been acclaimed.took issue with allegations Nutik has made over the past few weeks that all the other council candidates have been part of a slate.“When several citizens suggested that | run for council.| called the mavor Karin Marks—a verv accessible mavor we have, by the way.for whom | have great admiration to ask her opinion and to see if 1 would up against some kind of slate.” he said."She assured me there would be no slate. And while she encouraged me.saying council could benefit from my technical expertise.she also said clearly that if other good people would come forward.she'd encourage them also.So | threw my hat in the ring and after shadow-boxing for three weeks.1 find myself acclaimed.” Long-time city councillor Tom Thompson, also acclaimed.said, "The roots of democracy are shallow in Quebec, but we have made a momentous effort. In fact.citizens throughout Quebec have made a significant effort. And every citizen in Westmount.except a few, have made a sacrifice to return our city to local democracy.” Guy Charette.who was acclaimed in Ward 3.said he decided to accept an invitation to run because he felt his background in corporate finance could be an asset.Charette, who has been a Westmount resident since 2001.is a lawyer specializing in mergers and acquisitions.Kathleen Duncan.a past president of the Westmount Municipal Association who was acclaimed in Ward 4, said she intends to be a strong voice for her constituents.“But most importantly, I look forward to working with the best administration on the island of Montreal.” she said.referring to Director General Bruce St.Louis and his staff at City Hall."While attention still needs to be focused on the Agglomeration Council and the leadership role Westmount can play.we still have local issues to address.“We need to be creative in order to just maintain the level of services that Westmount has been so proud of having over the years,” said Duncan.“In fact, in many areas, like the library, we need to improve our delivery of community services to make sure that they respond to our needs as measured by their use by each of us.” George Bowser, acclaimed in Ward 5, said it was city councils responsibility to see that certain “basics” were provided to the community “On the list that l’ve garnered from going knocking on doors, which I also had never done galleries at your disposal, leisure at Les Jardins Westmount becomes more than occasional it's a way of life.Les Jardins Westmount offers open lofts, contemporary condominiums, and prestigious penthouses - all in a green and inviting space conceived to restore nature near the centre of Montreal.Located in the historic former Hallowell Avenue headquarters of Charles E.Frost & Co.in lower Westmount, the 50,000-square-foot concrete building spans four floors, including a hundred condo-lofts and about thirty duplex-style penthouses with private gardens and terraces.Heated and cooled with geothermal energy, Les Jardins Westmount will be world's first residential project of its kind. The project will not burn any fossil fuels nor release any greenhouse gases into the atmosphere. The basis of Les Jardins Westmount's green building program is based on three standards: reducing the use of unnecessary elements, recycling existing structural and non-structural building elements, and rethinking the existing building's design for energy efficiency.Les Jardins Westmount will also have the following ecological features: reconverted structure (original concrete floors and original facade), recycling chute (accessible at every floor), and an indoor garden in the lobby. The competitively priced condominiums at Les Jardins Westmount are designed to save money in the long run.Energy bills are the second-highest fees that homeowners face after a mortgage. With geothermal heating and cooling in each condo, Les Jardins is not only built to minimize your ecological footprint, but to save up to 70 per cent on heating bills."Global warming has become such a critical problem today that constructors and developers can no longer afford to apply ancient building practices which have proven not only to be destructive, but irresponsible as well," says Roland Hakim."Green buildings like this one attempt to alleviate environmental degradation by designing structures to maximize efficiency in energy and materials." THE LARGEST GEOTHERMAL CONDOMINIUM PROJECT LES JARDINS WESTMOUNT 350 Selby, Suite 1190, Westmount Tel: (514) 313-8877 Fax: (514) 871-8610 School for Girls first opened its doors to young women in 1887, and remains true to its mission of providing a superior liberal education for young women | bound for post-secondary studies.Along with ensuring an excellent academic and technological base, we provide a wide-ranging co-curricular programme that encourages our girls to discover interests and build strengths which they can use for a lifetime, How is Trafalgar different? Our school starts at Grade 7, so all our incoming class is new to the school, and to high school. We focus our resources exclusively on the learning, aptitudes, and developmental needs of adolescent girls. With only 220 students, we provide more chances for them to lead, to explore, to become involved. We want our girls to think big, and so include programmes that broaden the worldview of our girls. For example, Trafalgar acts as Canada’s annual representative at the world school forum in Japan, offers annual student exchanges to countries like Germany and England, and hosts events such as this year’s North American High School Debating Championships. Our annual World of Women event, community service, the arts, robotics: these few are among the many enriching opportunities on offer at Traf. While 20% of our students live in Westmount, the majority of Traf girls come from all over the Montreal region. This reality, coupled with our ambitious bursary programme, allows for a remarkable cultural and socio-eco- nomic diversity at Trafalgar.Come see for yourselves.School tours: phone Joan Pollack @ 935-2644x227 to arrange a visit.Gr.7 Fall
