Public Security was kept busy on Saturday, April 1, with a few slightly out-of- the-ordinary happenings.The intruder didnt get very far.After breaking into the premises he was scared off by an employee who happened to be working late.The employee, who was alone in the at 11:25 p.m., \u201cheard a noise from the entrance door and she heard someone walking up the stairs,\u201d said Station 12's Constable Adalbert Pimentel.\u201cShe started screaming, \"Who's there?Who's there?\u201d The suspect was immediately scared off and fled, but not before the employee got a good look at him.\u201cHe\u2019d used a pointed object to unlock door,\u201d said Pimentel, noting he was not awa whether the Centre\u2019s door was equipped with a quality lock.He added that the employee did the right thing by screaming.Thieves \u201calways go to a home when they think it\u2019s empty,\u201d he said.The suspect is described as a 25-year-old white male, six feet tall and weighing about 180 autonomy > Martin C.Barry he Westmount Public Library might be better off under the governance of a committee that is independent of city council, according to Lansdowne Avenue resident Dr.Henry Olders.During question period at city councils March 27 meeting, Olders, who is president of the Westmount Municipal Association.sought clarification for a definition of the library committee published in the most recent edition of the Sports and Recreation Department's brochure.\u201cThe word independent figures prominently\u201d he said, noting that the library committee is composed of three city councillors d three members of the community appointed by council.\u201cI'm having a hard time understanding how that makes it independent.\u201d he said.\u201cOr perhaps I'm not understanding the implication of independence.Independence of what?\u201cI would like to see more independence from council,\u201d he added.\u201cCouncil always takes ultimate responsibility, so | think that's a foregone conclusion.But 1 think it would be desirable to have a body with more independence.\u201d Director General Bruce St.Louis said the library bylaw empowers the committee to ensure the intellectual freedom of the library.\u201cThey have a fair degree of latitude to make their own policy decisions in that regard,\u201d he said.\u201cBut it does not provide latitude to make policy decisions regarding operations of the library.\u201cThey report directly to council, but they have a fair degree of latitude, in terms of if they were independent, to have discussions on issues such as censorship or non-adminis- trative aspects of library operations, but all of which must be vetted through the library committee and then ultimately through the council if, in fact, there is à into the habit of switching off their ignition whenever possible.This is not a new law, for Westmount introduced anti-idling measures back in the late 1990s, but it remains a very difficult one to enforce.Cars in Westmount probably outnumber Public Security Officers by about 400 to one, and most people have neither the time\u2014nor the maliciousness\u2014to pick up the phone and blow the whistle on an engine- idling neighbour.One resident who attended the last city council meeting pointed out that cach winter his neighbours warm up their cars by leaving the motors running for much longer than the four minutes currently allowed by the bylaw.And of course this is not restricted to the lane behind his home\u2014it is probably going on all across Westmount on a daily basis.Most infractions are discovered very much by chance by a passing Public Security Officer, or.in sone cases, during designated crackdowns on parents waiting for their children at local schools.You pull up to the curb and wait, eying the school\u2019s entrance tor your child, and before you know it there's a knuckle tapping at your window.Does this bylaw really affect the quality of dir in Westmount?Probably not.but cymes might sce the proposed bylaw amendments as a cash grab to beet up the City's coffers during this period of inflated taxes and increased payments to the Thursday.April 13, 2006 7 Ouimet hopes for mediation to the problem created by the Agglom, but it's not going to be easy.This week, François Ouimet, the Montreal caucus chairman, said that mediation was necessary.Ouimet led the Montreal MNAs in meetings with the demerged mayors two months ago and with Gérald Tremblay fast week.Although the conduct of the Tremblay Giants at the recent Agglom meeting would contradict it, Ouimet cliimed there is openness on both sides to find what is not working with the Agglom.He thinks the national Assembly itself sets the lead.\u201cWe have a well-defined culture that although government and opposition have ditterent views, in the end we make sure we serve the interests of the population.\u201c1 would like to see the Agglom develop a similar culture.\u201d Ouimet also chairs a National Assembly committee examining voting.\u201cSometimes | have to act as mediator with my own government and opposition members,\u201d he pointed out.\u201cBut so far on every issue we have reached consensus.\u201d The meetings on the Agglom problems were begun at the suggestion of Westmount's MNA, Jacques Chagnon.The caucus met all the demerged mayors in Dorval on Feb.10.Mega-mayor Gérald Tremblay had been expected to appear later the same day, but cancelled.Tremblay played difficult to get, and it was Lis MNAs continue their search MNAs on the West Island seem to be getting desperate in their attempt to quieten the Agglom tax protests and continue their search for solutions, even cosmetic ones.This week, in their search for \u2018good\u2019 news, they re-announced the demerged cities will receive à $38 million share of federal gas tax, which was a feature of the last Liberal gov- crnment, The megacity will get $250 million.Although the announcement was not exactly new, it was nevertheless reassuring.There had been concern that with the way the megacity has appropriated everything it possibly can, the demerged cities, portions of the gas tax might also find their way downtown.Quebec received the money from Ottawa and insisted on distributing it to municipalities.It finally accepted a formula prepared by the Union of Quebec Municipalities for the precise calculation, In fact, it was negotiated last fall by Westmount MP Lucienne Robillard, then the Minister of Intergovernmental Affairs.This weck, she recalled Premier Jean Charest telling her it was a \u201chistoric deal\u201d for Quebec.\u201cIt was to last for five years, growing cach year and was meant to be à permanent transfer\u201d she said.\u201cI hope the new government will continue the plan, because municipalities proved to us that they need a continuing funding for their aging infrastructure.\u201d The Conservative Minister of located at the corner of de la Montagne and René Levesque.First of all, at the present time, this project only exists in the minds of its promoters.It has received authorization neither from the Montreal social and health services agency, nor from the Minister of Health.Also, the announcement has led to a lot of confusion over the status of doctors working on it, and as to whether they will or will not be registered with the Régie de l'assurance maladie du Québec.Rumours have it that some will be registered and some will not be regis- tered\u2014which is illegal! If they're not registered, there won't be a place for them.Nevertheless, based on my discussions with Phillipe Couillard, this project can per- S everal people have asked me to write this week's haps be best described at this time as at the cmbryonic stage.So let's leave it alone until something more serious comes up.Do you remember how during the 2003 elections, health was our top priority?Since then, the Quebec government has invested more than 4.2 billion extra dollars in this sector.There were many of you\u2014both in Montreal as well as elsewhere in the province\u2014who noticed that even though all may not be perfect on the health front, things have certainly gotten much better than they were, For example, we no longer hear day in and day out about overfilled emergency rooms, nor of cancer patients heading off to the United States.Nor of the Jong waiting lines, except for a few isolated cases.Back in 2003, of the 10 provinces, Quebec ranked second in the lengthiest waiting times, a rating that was calculated by various Canadian organizations.Only three months ago, the Canadian health association moved Quebec up to fifth place.It\u2019s not as good as it could be, but at least we are not at the back of the pack.Again, a few exceptions, notably regarding six month waiting times for certain types of elective surgery, including knee, hip, and cataract replacements.Which of course makes it difficult for people afflicted with these problems given that many of their activities are limited.And, unfortunately, it\u2019s generally among the older population for whom the ability to get around as greatly reduced.We are facing a real problem here.| know that some of Westmount\u2019s own citizens arc included among these people.Our first task, then, is to resolve the problem regarding waiting times for these people and to react to the Supreme Court of Canada judgment regarding the Chaoulli ruling.In order to resolve these (wo cases, we are going to allow the creation of private, special - ized surgery centres.To give you an idea of what it will look like, there will be a super private specialized clinic dealing in clective surgery (hips, knees, cataracts).This clinic will be associated with a hospital and will be organized by doctor-surgeons who are mem- hers of the Régie de l'assurance maladie and who will do elective surgery in order to reduce an eventually eliminate waiting lists in these areas.So, although the clinics may be private, the surgeons will be members of the RAMQ and their patients will not have any supplementary fees to pay.They will be able to use their health insurance cards to receive the care and treatment that their conditions call for.We think it 1s the most adequate and quick response towards making even greater strides in lessening waiting times here in Quebec, as compared to the rest of Canada.* Jacques Chagnon is the Liberal MNA for Westimount\u2014St.Louis. 8 \u2018Thursday, April 13,2006 The Westmount Examiner www.westmountexaminer.com Welcome to the Bridging generation > Marylin Smith Carsley have definitely complicated my life.At a stage when | should be simplifying my lifestyle, | have unconsciously increased the pace.With two of my three children quite self- sufficient, and my career in focus, | should be much less pressured.There are numerous books to be read, stories to write and interests to be explored.Instead, I have surged energetically and blindly ahead and included the game of bridge to preoccupy any free time | may have fortuitously gained.With its rigorous playing regiment, | have, out of necessity, reinstated dormant study skills, and amplified the emotion of overwhelming angst.Should cards incite such tension?Innocently I had assumed that this could be a relaxing pastime, but reality has proven that this is not a typical distraction! Bridge stresses with its brilliant techniques.It is also a game where acute memory is vital and if it is failing, assimilating the rules can be beyond challenging.With unabashed shame, | experience difficulty recalling bidding notes, and playing of the hand.So why am | taxing myself?The truth is that | crave the stimulation of logical thinking, and I don\u2019t want to reside on the social sidelines of my peers.Although 1 frequently feel suspended in a bridge haze, 1 do love the game's intricacies but the tenseness incurred after a session is almost ridiculous.This widespread fact that bridge is primarily for the older generation requires redefining.Many younger individuals are involved but they possess the time that bridge requires therefore explaining why it suits the retired.But if you have the inclination, starting with a sharp memory is an advantage as bridge is analogous to learning a language.Confusion is initially expected, and in order to clarify, practice and lessons are mandatory.I know that I am too busy for this commitment, but it takes approximately five years to absorb the rules.Frankly, 1 was extremely fearful about waiting as | didn\u2019t want to be too late! takeover by Royal LePage Relocation Services of a former coach house, now luxuriously refashioned, at 72 Summit Circle.The relocation company took it over at $3,050,000, put it on the market asking interesting stipulations, including the fact that \u201cthe purchasers declare that they intend to carry out substantial demolition of the existing property and that they are therefore not relying on recreation.\u201cIt\u2019s a thrill to be in the finals this week, especially since it's my rookie year,\u201d said Rangers forward Nick Martin, 17.\u201cI've played some pretty competitive hockey in my life, but this is ideal because it\u2019s intense enough but it\u2019s only twice a week.The games are tight, the calibre is good, the games are a lot of fun.\u201d According to league organizer decade later, Jarred MacSween\u2019s Van Cup has become a staple of spring at Westmount Arena, and a key fundraiser for the local teen centre.MacSween, who runs the centre\u2014which happens to be based at the rink\u2014has been anizing the Cup since 2001.\u201cWe've had teams from Toronto, Boston, Montreal, and some other towns come to compete.It\u2019s nice to get a bunch of guys together and more importantly, it's a great fundraiser for the Teen Centre.\u201cIt\u2019s a four-team tournament, and this vear we had a Westmount-based team called the Oilers, a Toronto team called Devo, the Pub-Tavern team from NDG, and the Green Room team, named after the bar on St.Lawrence Street,\u201d MacSween said, adding that Devo won this year\u2019s edition.\u201cThere are a lot of people who
