been busy,\u201d said Flora-Lee Wagner, one of the organizers.\u201cWe thank Mother Nature, 1 think, a little bit for that, too,\u201d she added, noting that the cool autumn air seems to draw the homemakers take the opportunity to stock up on decorative items for Christmas.The rule of the festival is that all crafts must have been created locally by hand, without mass-production or kits.Some www.westmountexaminer.com LOCAL NEWS Council plans new clean street rules as snow arrives Civic Alert Don WEDGE On Tuesday the snow came.A little late this year, but it hung around and the forecast was for cold temperatures today.We know that we will have to deal with winter until at least late March.Moving the snow and clearing the streets are the big jobs for any Quebec municipality and, like everything else, the techniques for dealing with them evolve.When Council next meets in public \u2014 on Monday evening \u2014 it will likely have some new rules to announce and some legislation to put forward.The Council is anxious to see an end to the practice where snow is moved off private land \u2014 usually by contractors \u2014 on to the sidewalk and roadway.It has long been a safety issue as well as a civic abuse and an added cost to taxpayers.At the same time, Council has asked for a review of salting procedures and is evaluating the effects of reducing its use.SUE \u2014 Council's Standing Committee of Safety, Utilities and Environment \u2014 has been working on the dossier with Westmount\u2019s Public Works Director Jacques Lahaie, who is now beginning his second season heading the snow clearing operation.Also ready for the new season are new orange signs to indicate snow removal times on Westmount streets.The highly visible plastic panels will be attached to existing signs.City personnel will install them at least 12 hours before snow removal begins, giving drivers time to move their parked vehicles.They will replace the orange sandwich boards which were typically placed on snowbanks when snow removal was to take place.Flashing orange lights will continue to be used on main thoroughfares.New Hydro chief The advance agenda prepared by city staff is long and involved, as is often the case as the year end nears.A major item is to approve the appointment of a replacement for Westmount Hydro chief Marc Roy who is retiring after a decade in the post.The city was staying tight-lipped on its choice at press time.Plus an important contract is to be awarded for major support for water works.It follows the City taking over direct responsibility Martin, who has worked closely with him since the city was reconstituted two years ago.\u201cMarc executed a plan that spread the work over the years so it minimized the peaks and valleys and allowed the city to deal with it in an affordable way.\u201cWe now have a strong electricity distribution system which provides net revenues each year to help keep taxes down.\u201d For Westmount, this is the sixth major management appointment made since the reconstitution.Claude Lachance came from outside municipal life to become City Treasurer, a function which did not exist during the forced merger.Assistant D-G Similarly, Alan Kulaga became Human Resources chief, a necessary appointment with Westmount resuming as the employer of personnel.He has since been promoted to Assistant Director-General.Richard McEnroe retired as head of Public Security and was replaced by a former Big Montreal police commandant Richard Blondin.Three months ago, Mario Gerbeau moved from Outremont, where he was Borough Secretary.He resumed his career as a City Clerk and helms Westmount\u2019s Legal Services.Perhaps the most surprising choice was Jacques Lahaie, as City Engineer, replacing Fred Caluori, who retired after more than 30 years in the city.Lahaie had retired after a similar career in Laval.\u201cAll the choices have worked out well,\u201d said Martin.\u201c1 am confident the new Hydro Director will be a major strength.I was immediately impressed when we began to interview the short-listed candidates.\u201cIt made me realize how fortunate we are in Westmount to have these managers.Replacing Caluori \u201cWhen Fred Caluori left I wondered how we could ever replace him as head of the City\u2019s biggest department.But we have \u2014with a different person, who brings different qualities, but who has retained the same values.\u201cSimilarly, Richard Blondin has brought changes to Public Security which are providing an improved service.The new City Clerk has incredible experience and Treasurer Lachance provides strong support to Council.Currently we are preparing next year\u2019s Budget and Tax Rates, but at the same time he also presents five- and ten-year perspectives.\u201cThis is especially useful as we continue Marc Roy\u2019s renewal work and do the same thing with our water, sewage and roads infrastructure.\u201d What kind of bag for compost?The plans of those hoping to soon eliminate throw-away plastic bags got a little more complicated this week when Recyc-Quebec \u2014 the government corporation responsible for enhanced solid waste management \u2014 recommended that municipalities not encourage the so-called degradable and bi-degradable substitutes.So are we to have the traditional plastic bag for ever?Hopefully not! H2Y 2P4 5673 Monkland N.D.G.514 482-3347 401018266 bo UIOTIQUILUPX2JUTNOLUISISV MAN JOUIWEXF JUNOUIISIAA JUL LOGUUSAON APPSIN Ul Lux , S 6 Thursday, November 22,2007 The Westmount Examiner www.westmountexaminer.com Commission serves only to widen the gaps between us Charles Taylor and Gerald Pelletier probably had the best of intentions when they announced they would tour the province to gauge Quebecers\u2019 feclings when it comes to rcasonable accommodation of religious and cultural practices and where those accommodations cease to be reasonable.It sounded like a great idea at the time, but now, after several weeks of the traveling xenophobia roadshow, it seems that maybe, like communism, it was an idea that works in theory, only to fail massively when it comes to execution.Stunned onlookers have listened to pure- laine Quebecers spew all sorts of hateful venom at minorities of all kinds, and asking \u2018why, oh, why don\u2019t Quebec's new arrivals want to be just like us?\u2019 Classic Quebecois insecurity, just like the insecurity that made the Quebec government bring in Bill 101 in 1978 and Bill 178 in 1988.\u2018Today, it\u2019s not enough that immigrants must work, learn and live in French, but Quebecers want them to assimilate completely and enjoy poutine, pea soup, pouding chomeur and pork and beans.In fact, a Muslim group did just that last winter, and was castigated for requesting the pork be removed from their teves au lard for religious purposes.What's worse, the media cried, was that the owner of the cabane à sucre in question had actually complied with the group's request.The fear in the regions (which hold the real balance of power in the province\u2019s governance) of religious minorities invading their little towns is tremendous, but unrealistic.The real downfall is that the Bouchard- Taylor Commission has succeeded in creating a divide, but not the one you might expect.It's a divide that's opened up between Montreal and the rest of the province, even though the city is the province's economic engine.Most people who work and live in Montreal recognize the social and financial implications of sovereignty and recognize the multicultural nature of Montreal to be a benefit, and not a drawback to living here.The philosophical and linguistic (bilingual reality in Montreal, French-only pretty much everywhere else) divides are further widened by the presence of official opposition leader Mario Dumont, who has as yet failed to grab any seats on the island of Montreal.Imagine a Dumont government with no Montreal Island MPs?It could happen.Quebec Premier Jean Charest (or maybe leader-in-waiting Phillippe Couillard) must move quickly to bridge the philosophical divide between Montreal and Quebec's regions, or we could be forever divided.The Agé +he usyal : Haxation vepresentation\u2026 Shall T sa Tm a .| 3 R | \u20ac 3 to the editor Mayor re-defines objectivity To the editor: It is disappointing to see, in the letter from the mayor explaining the selection procedure for the Park Advisory Committee, (Examiner Nov 15/07) the use of derogatory language to describe those who do not share her opinions about Westmount Park.For some reason we Westmounters always fail to please.Fresh from chastising the elderly tor cluttering up the neighbourhood, the mavor goes on to dismiss the hundreds of citizens trom all wards who have indicated their concern for the park.At various times she has described them as loud, aggressive, hysterical and even (and this is the cruelest blow of all) as lobbyists.As the mother of three opinionated young people who rarely accept my own directives without a full and vigorous debate, I can certainly understand the mayor's preference for the cloistered environment of the council chamber.where dissenting voices are seldom heard.You' re not here Mowtreal on the ling Boss .lo wants representation \\ Without \u2014ax3tion and Mayor Tremblay without / Nonetheless, the mayor promises \u201can objective selection process\u201d - as long as Save the Park is excluded!
