honour role was established in 1990 by Mayor May Cutler, who promised to increase Westmount's participation in the arts and culture, and is now in its 13th edition.On Tuesday, April 7, the City will host the 2009 Vin d'honneur ceremony at Victoria Hall to recognize four outstanding former residents.Two are familiar houschold names.Two are perhaps not so recognizable \u2014 but all four were language laws, with Morley Safer interviewing the proprietors of two Victoria Avenue business \u2014 the Bead Emporium and Café Victoria.These two local entrepreneurs had recently received letters from the dreaded Office québécois de la langue francaise (OQLF), ordering them to remove offensive words from their signs.Even a seasoned journalist like Safer could not hide his amusement.This was not the first time Quebec's dirty linguistic laundry was hung out in full view of its American neighbours, for just a few years earlier Mordecai Richler had sent some ripples across the border with a damning piece in the New Yorker, in which he wrote frankly about the Parti Québécois and the inherent language problems that have plagued this province for years, The resulting publicity caused a storm of shame.Richler was condemned in Quebec, not only for daring to write the truth but doing so in an American magazine, where everyone could laugh at us and, when it came time to plan their vacation, tear up their Quebec travel brochures.The OQLE as it turns out, has served only to embarrass Quebec, time after time, yet it continues to exist \u2014 in fact one of its inspectors was recently in Westmount, writing up the Cavallero grocery store on Sherbrooke Street for some minor lettering complaint.Can we justify the existence of \u201clanguage cops,\u201d especially during hard economic times?They are among the most expendable of provincial employees and should be delegated to other departments, where they could serve a positive \u2014 not negative \u2014 purpose.The French language is a cherished, fundamental feature of Quebec and there is no question that it must be preserved \u2014 but at a more cerebral level than squabbling over the size of letters by minor bureaucrats straight out of some Orwellian spoof.Quebec cannot hold its head high on the international scene until the OQLF is either dismantled or significantly modified, with all savings redirected toward more important areas such as health care and education, which can always use all the help they can get.The result may amount to a mere drop in the bucket \u2014 but at least it would be a drop Sunshine, birds a N= te, Numbers tell a different story Howard B.Hoppenheim silent majority in Westmount, 1 have been reading letters or articles, published in the The Examiner and the Westmount Independent over the past six months or so, including several authored by Mr.Gary lkeman, a | like thousands of the leading spokesperson for the Westmount \u2019 Arena Moderation Campaign (\u201cWAMCAM\").Mr.lkeman is a resident in a condominium building (on the premises of the former POM Bakery) located immediately adjacent to and overlooking the Public Works yard on Bethune Street, and Westmount Hydro\u2019s facilities on Lansdowne Avenue, and diagonally opposite the Westmount Arena.To help ensure that our citizens have accurate information, 1 would like to respond to Mr.lkeman'\u2019s March 5 opinion piece in the Examiner, and challenge the \u201cmassaged\u201d data which he has presented.In that opinion piece, Mr.Ikeman referred, in error, to a \u201c2001\u201d census from which he submitted that 34 per cent (7,320) of our population are over 55 years old; that 49.5 per cent (4,305) of our private dwellings are rented; that 72 per cent of our households have no children; and that there are 8,685 private households: 2,300 with child occupancy, 2,255 without child occupancy; 3,135 single occupancy; and 885 other undefined households.(His account did not describe the remaining 110 households.) Mr.Ikeman then proceeded to conclude that many of these citizens \u201chave no interest in engaging in any discussion of the merits of a new arena.\u201d Where is his evidence to support this conclusion?He also stated that \u201cthe elderly and the tenants make up the majority of our population.\u201d Does Mr.lkeman intentionally add proverbial apples and oranges in an attempt to mislead citizens, especially since many of the residents in those 4,305 rented dwellings are also a subset included in the 7,320 total of elderly residents?Those statistics are, in fact, from the 2006 census.They equally reveal that, in fact, 66 per cent of our population (13,165) is under 55 years old.These same data compel me to pose some questions, for example: Does Mr.Ikeman believe that many of such \u201crenters\u201d do not use the arena for hockey, recreational skating or the multiple numbers of other activities in the summer season, or that renters do not use the pool in the summertime?Does he truly believe that only \u201cchildren\u201d, even up to 19 years of age (4,440), use such facilities?Does he truly believe that 20-55-year- old adults (8,725) do not play hockey or skate at the arena, or do not utilize the pool or play roller play hockey in the arena in the summertime?Is he aware that there are many \u201celderly\u201d citizens over 55 years old (7,320) who play in hockey leagues, or pick-up games, organized by the City; how, at the end of the first year, the City of Westmount was debt free.The following year, in 1909, the City of Montreal made its first attempt to annex Westmount.The WMA confirmed to the city the loyalty of Westmounters and strongly supported the initiative taken by the then-Mayor Lighthall, when he co-founded the Union of Canadian Municipalities.The list of issues the WMA supported over the years is long: the floral clock.purchasing Murray family land for $75,000 for a park, a make-work project in 1932 on Summit Park, and giving birth to the Westmount Historical Association in 1944.At their annual meeting in 1970, they voted to become a \u201cnot-for-profit incorporated body \u2014 not just an association\u201d and by the end of that year they had 2,000 members.At the 1989 annual meeting they agreed to hold a \u201cmeet the candidate\u201d evening and meet with the ward councilors to discuss community issues.In closing, Thompson asked his audience for a balanced and vigilant
