most recent decision of the WMA executive which — perhaps because it was not made known except by hearsay — which prompted us last week to express dismay that Westmount appeared to be well into 1967 without an undertaking worthy of this important year.It is obvious from the WMA's Feb.13 resolution that the modified You Sir: You are to be complimented on the generally broad coverage of matters of interest to the residents of Westmount, It is for this reason that I am somewhat 1aken aback to read your editorial ‘How Will Westmount Mark Centennial?" appearing in the issue of March 2.You state that nothing more has been heard since you conducted, in co-operation with the West- mount Municipal Association, a contest for the best Centennial project idea.May 1 refer you to lead articles appearing on the front page of your paper. On April 28, 1966.you report “Centennial House Dropped — Westmount Municipal Assoc- jation Wants Library Extension as City’s Centennial Project”.This was when it was found that the Library proposal was more practical. On July 21 you report “Library Extension Set By City As Centennial Project” when Council adopted this prop- usal.Since that time there has been the usual run of technical details to implement such a project and obtain approval for the expenditure of taxpayers’ funds. These have included the passing of By-law 690 on August 19, the convening of a public meeting of proprietors who are electors on August 30, the approvals of such By-law by the Minister of Municipal Affairs on December 9 and by the Quebec Municipal Commission of December 13.the calling for tenders on January 4.1967 and the opening of tenders on January 19.all of which are a matter of public record and presumably known to your staff. It was originally thought that à completely new wing to the Library would be required to provide the facilities which had been envisaged in the Centennial Project. When the plans were con- «sidered by Council and by library scheme is but tenuously a Centennial Project.By all means, let's have a new and enlarged reference room. But is simply making better use of existing library space ap propriate enough to mark Confederation’s 100th vear ?the Library Trustees, in con- junetion with tenders submitted, it was found that the capital cost involved was far beyond what seemed appropriate to the City's means.Further, the implementation of such plans would have involved an addition to the Library's annual budget of some $15,000-$20,000 a year.It must be remembered that all such expenditures are inevitably paid for by all taxpayers.City funds cannot be drawn upon with impunity.Space was found which could be brought into more effective use and provide all the necessary facilities to meet the increasing demands on the Library, including a completely new and enlarged reference room.As a result, the City’s Centennial Project was considered at a special informal meeting called by Council on February 12.at which the Library Trustees and representatives of the Westmount Municipal Association were present, and all the possibilities were discussed in detail. The whole question was further discussed at length at the meeting of the West- mount Municipal Association Executive held on February 13 and the following resolution was moved.seconded and unanimously passed: THAT the Westmount Municipal Association approve the principle of a modi- field version of the Centennial Library Project.provided that its final character and appearance justify its being termed a recognizable Centennial Projeet, and that it is desirable that a focus and symbol of the Centennial commemoration be incorporated and that a multipurpose display area of unspecified size in keeping with those found in most modern libraries he provided. This matter is now in the hands of Council to work out with the architeet. The Executive of this Association is confident that the Centennial Project will be in keeping with the best traditions of Westmount ‘and.in parti cular, will be an impressive and useful symbol to the youth and all residents of our City for some vears to come.Colin M.Russel, President.WMA YOUR MP REPORTS it has returned a healthy annual profit to its only shareholder, the Canadian taxpayer. The company was incorporated on an auspicious Friday the thirteenth of February, 1942.C.D.Howe, at that time Minister of Munitions and Supply.was the moving force behind the foundation of the company, but he was unwittingly assisted by the Japanese Imperial Army which had cut off our supply of natural rubber by capturing Malaya. The Japanese, who are not slow to take advantage of history's turnabouts, are among the most active of Polymer’s customers. From the original Order-in- Council charging Polymer with the responsibility of building a synthetic rubber plant to help meet wartime shortages, the company has grown to a giant international complex selling its products in over 9% countries and supplying about 10 per cent of the world’s synthetic rubber. This growth results from Polymer’s continuing, success- fu) efforts to reduce the cost of its products despite increases in the costs of Ja- bor, materials, and services. These product cost reductions are based on a substantial and expanding program of industrial research and development.Research is carried out not only in Polymer's own laboratories, which are among the most modern and best equipped in the world, bui in the laboratories of many Canadian universities, where research is sponsored by Polymer grants and commissions. The vocabulary of synthetic rubber research is a type seiter’s nightmare (isobuty- lene copolymers, carboxy jated latices.polyacrylates, styrene monomer, polypropylene) and the company's patented tirade marks are probably not familiar te the general public ‘POLYSAR.KRY- LENE, KRYFLEX.TAKTENE and TRANS-PIP).But we are all using Polymer products in our daily lives in our cars.our homes.our offices.our tood packages.our clothes.and even our golf balls.Although Polymer Corporation would not have been started without government support.its remarkable growth results from its aggressive policy of expansion and competition.unhampered by the restrictions which would govern a government department. It has combined the advantages of public ownership and administrative autonomy.Successive governments have wisely allowed it to operate (and pay taxes) as if it were a private business.Crown Corporation report to Parliament through a Cabinet Minister. One of my pleasant est parliamentary duties is to act as Polymer's spokesman. On its silver anniversary.Happy Birthday
