power purchased in bulk by \u2018 the city and in the cost of labor and materials necessary to the operation of Westmount\u2019s sys tem.As a result, the average householder will be subject to an increase of approximately one to two dollars a month or two to four dollars bi-monthly.The new rates will vary with - the type of service used, wheth- : er commercial, industrial or.residential, and skyrocketing house construction costs\u2014 mass produced homes build on an auto-assembly-line basis.Both will vigorously promote greater use of their material in new housing.But the two companies \u2014 Alcan Aluminium Ltd.and Steel Co.of Canada \u2014 are tackling the problem in widely different ways.Alcan is moving into construction of assembly - produced, fully- furnished homes aimed exclusively at the big urban development market.Stelco, on the other hand, wilt not move directly into housing, but will work closely with customers in developing new house designs with better and greater use of steel.PARKS AND PEOPLE \u2014 City parks are getting back to the people, The Financial Post notes.Imaginative New York parks officials are luring the crowds with every thing from nickel beer and hot dog summertime parties to big name concerts.Canadian municipal officials, are beginning to catch the motivating spirit too.Toronto, with a budget of $90,000 to spend exclusively on parks programs, this summer is offering 166 free performances of every kind of musical concert, as well as some theatre and children\u2019s shows.Budgets are usually the stumbling block to expanded parks programs.But why can't Canadian civic officials seek out more support from commercial concerns\u201d?The Post asks.New York has used private sponsors to help it attract the big stars and theatre groups.Surely some compromise can be reached on what kind and how much advertising would satisfy both sides.Children\u2019s Library will reopen Monday The Children\u2019s Library will reopen on schedule, next Monday, August 14.The Library has been closed for a month during which time it has been air conditioned and painted.Also, the book collection has been re-grouped in what amounts to a major changeover, with every section shifted.The result is a more logical and convenient arrangement of the books.The collection is now divided into three main sections: a fiction \u2018\u2019room\u2019\u2018 created by the placement of waist-high shelves to set off a corner of the room; a section for reference works and non-fiction; and a section for picture books and \u2018\u2018easy\u2019\u2019 books for the younger readers.The picture book section has a low round table with chairs, and the books are kept only on the lower shelves, within reach of the vounger children.The upper shelves are to be filled with a frieze of illustrations from the work of Beatrix Potter, the famous illustrator of children\u2019s books.This last division also includes the \u201c\u2018intermediate\u2019 fiction and the French books.New COLOR Scheme The Library has been painted in a new color scheme of three harmonizing pastels: green, blue-green, and yellow.The new colors will provide a more suitable backdrop for holiday displays for all occasions.In an effort to compensate for its closing, the Children\u2019s Library, earlier in the summer, issued eight books on a card, due back after Labour Day.The response was good, and the Library now estimates that it has in circulation about five thousand books.Accordingly, Mrs.Gay and Mrs.Clayton are sending out an urgent appeal to all the children to refrain from returning all their books the first day the Library reopens.The books are not due until after Labour Day.so the children are asked to please try to spread them over this time period._ THE SHAH-OF PERSIA\u2014\u2014\u2014\u2014\u2014 ee The anomalies of Middle East politics are bewildering.Israel has the only legal Communist party; the Communist- backed Arab states put their Communists in jail.Arab nations created and maintained by the West sever all relations with their commercial partners; socialist Egypt spends more on arms than on education, while an Arab monarchy Saudi Arabia institutes a huge programme of land reform and free technical schooling.Nowhere is this kind of political paradox more evident than in Iran or Persia, as the West insists on calling it.Some of the Shah's best friends are Communists, yet there is no word of disapproval from them as he rails against Nasser and steps up business with the Western imperialists.If his title was President of the People\u2019s Republic.instead of \u2018Emperor, King of Kings, Shadow of the Almighty and Centre of the Universe,\u201d he could scarcely be doing a better job, as far as Moscow's ideologists are concerned.His reforms have been staggering by any standards; 25 million peasants \u2014 though most are still at subsistence level \u2014 have never had it so good, comparatively speaking.Hundreds of thousands of acres of land have been redistributed, co-operatives have sprung up, schools can be found in the smallest villages and vast irrigation schemes have been undertaken in barren desert.The Shah himself horrified conservatives by giving away the huge and profitable royal estates and thirty million pounds or so in cash as well.He has disarmed the left-wing further by swinging away from dependence on American oil companies and throwing much of the country\u2019s economic lot with the Soviet Union.STATISTICS- Though statistics are hard to formulate, Russian investment in Iran is believed to equal that of the West \u2014 and by 1970 will certainly surpass it.For by then there will be the first concrete results of a huge deal signed two years ago to provide a steel mill and an oil-and-gas pipeline from the south to the northern frontier with the USSR) These will be guarded by American-buill tanks and jets.To carry the ironhy further, Arab slates are accusing Iran of supplying oil to Israel, but that will doubtless not prevent everyone from being present in church when, in October this year, the Shah is formally crowned in a long-delayed ceremony which will rival any Arabian Nights scene for splendour.Capitalists, communists, arabs and jews will all bring their gifts and their congratulations.; Chess, it will be remembered, originated in Persia .Mohammed Reza Shah Pahlevi was born on October 26, 1919, in Teheran, the eldest of nine children.His father was a former colonel in the Persian Cossack Brigade who became military dictator, replacing the \u2018By SIMON KAVANAUGH - 3 3 ruling house of Kajar and taking the crown of Darius in 1926.His young son was sent to school in Switzerland, but returned home just after World War II to enter the Military Academy.His Swiss schooling may have been responsible for much of his democratic thinking in later life; it is highly probable, anyway, that if he had been brought up entirely in Teheran, his father's pro-Axis feelings would have affected him more.Leading Persians were Hitler sympathisers to a man, and this led to Britain and Russia sending troops to Teheran in 1941.It was a three day war.The Shah refused to comply with the amistice terms and abdicated in favour of his son.The young Shah \u2014 now married to Farouk's daughter Fawzia \u2014 fought his first battle with the Russians, who refused to evacuate the Red Army occupation units until pressured to do so by the United Nations.Then there was a rebellion in the northern provinces, backed by the Communist Tudeh party, and, much later, a more serious crisis when Prime Minister Mossedeq attempted a takeover.There were plots and counter-plots, arrests and coun- ter-arrests, and weeks of bloody rioting.Twice the Shah was deposed in practice if not in law and twice he returned.The Shah was actually in Rome when royalists finally overthrew Mossadeq.The ex-pre- mier was put on trail and faced death until the Shah interceded \u2018\u2018on the grounds of his past services to the State.\u201d Sentence was three years solitary confinement.POLITICAL STRENGTH From that time, in 1953, the Shah has grown politically stronger every year.His critics say he is surrounded by yes- men, and that many of his grandiose schemes exist only on paper, but there is no politician anywhere in the Middle De \u2014 Fs _\u2014 East who devotes himself more wholeheartedly to the national interest.Boxes of State papers accompany him even on holidays, and he will fly anywhere in the world to put Persia's case or help a commercial deal.He was the first monarch to address the U.N.Assembly, and the first monarch to tour East European capitals.He is in fact one of the very few Middle Eastern leaders who can leave his own country for lengthy tours and be confident that he can return.He has survived many attempts at assassination, but they have been markedly fewer in recent years.His plants, bears witness to the fortitude as well as the skill of the Westmount Conservatory gardeners.The Christmas exhibition in November will have an abundance of special Christmas flowers\u2014 chrysanthemums, poinsettias, and cyclamen.Thus when Westmounters take in the natural beauty of the autumn flower show they should remember the human element of devotion and patience that went into its make-up.The Westmount Y.M.C.A''s six-week day camp program comes to a close this Friday.If success can be judged by numbers, the camp, with a registration of over 500 camper-weeks, has been a great success.The program consisted of regular instruction periods in swimming, arts and crafts and athletics and special trips to Expo \u201867, Granby Zoo and Upper Canada Village.Other highlights were Group meet at the Atwater Library.\u201cAre these strange objects nothing more than an unknown natural phenomena?Are they illusions or clever hoaxes perpetrated on a gullible public?Or are they something which should be a matter of prime concern to the people of all nations on the earth?\u201d According to the members the latter statement is without a doubt correct.The aim of the group as stated by the president, Lindon As- tle, is to carry on as a nonprofit club for the purposes of holding public discussions on the subjects of flying saucers and metaphysics Several members of the group have formed a sky observation team which with the aid of telescopes, binoculars, and photographic equipment will methodically scan the skies in an attempt to make as many sightings as of the Andrew Baile Coal Company.He retired 27 years ago.A sportsman who enjoyed curling, golf, and travel, he was a member of the Royal Montreal Golf Club, the Royal Montreal Curling Club, the Arts Club, and the St.James's Club.He was a leading member of the St.Matthias Anglican congregation and is survived by a daughter, Marion (Mrs.Edward S.Mills), five grandchildren, and 18-great-grandchildren.Mr.Baile was predeceased by his wife, the former Marion Randall and a daughter, Elizabeth (Mrs.J.C.Flanagan).Paul C.Drummond Paul C.Drummond of 10 Bellevue Avenue died suddenly
