West- mount School Commission and the Montreal Catholic School Commission is still very much à matter of dispute.The St.Leon de Westmount commission is too small to properly implement the suggestions of the Parent report regarding secondary education and thus cannot comply with the Ministry of Education's latest edicts MONTREAL 6, THURSDAY, SEPTEMBER 21, 12 PAGES 5ç BATTLE OF BRITAIN commemoration at 11 a.m., the Rev.Canon G.Oliver delivered the sermon.appointment B.S.Shaffelburg named Superintendent Dist.5 Mr.B.S.Shaffelburg has recently been appointed to the position -of District Superintendent of district five by the Protestant School Commission.He succeeds Mr.K.H.Oxley who has been transferred to the Commission\u2019s head office.No stranger to Westmount, Mr.Shaffelburg first appeared on the scene as a teacher in the old Westmount High school in 1944.He remained with Westmount Highschoo! until 1958 when he left to accept the position of Vice-Principal at Montreal West High.He took the position of Principal in 1961 and was promoted to District Superintendent in 1966 in District Four.Recently transferred to district five Mr.Shaffelburg now governs an area, including West- mount bordered by Cote de Neiges on the East and extending to Blue Bonnets and Montreal West on the North and West.Although he resides just on the outskirts of Westmount, Mr.Shaffelburg\u2019s three children all attend or have attended West- mount schools.His oldest is currently studying on scholarship at Bishop's University.Mr.Schaffelburg comes to his post a well qualified educationalist holding an M.A.in chemistry from Acadia University.He was centennial president of the Provincial Association of Protestant Teachers, held a directorship in the Canadian Teachers Federation and was the Canadian delegate at the Secondary School Symposium in London.A holder of the Governor-Gen- eral\u2019s medal Mr.Shaffelburg also was the recipient of the third degree narrowly escaped injury Saturday morning \"when a thirty-three ton Payload: er collided with the rear of his mini-bus.The Payloader\u2019s brakes failed on Atwater hill and out of control it ran its plow into the van neatly removing one side and the roof of the van.Also involved in the accident was an M.T.C.bus.The bus driver was taken to the Montreal General hospital suffering from shock.what happened when a 33 ton Payloader ran amuck down Atwater hill and struck a truck and an MTC bus at the intersection of St.Antoine street last Saturday morning.It sheared off the side of the truck which is shown wrapped around the massive truck.It was a miracle no one on schooling at the high-school level.The merger.requested by the Westmount commission, would merge the Westmount Catholic student body with the larger Montreal group and would bring Westmount Catholic students well under the provisions of the Parent report.Although no objection has been made public vet by the Montreal Catholic School Commission the Montreal City Council and, more specifically.the City Executive School maintenance staff strike looms With the proposed strike of the Greater Montreal Protestant School Caretak- ing Staff Association, Westmount Protestant schools must face the possibility of a closing of the schools.The caretaking association members have voted to give their officers the power to call a strike.However, a strike isn't likely before the expiration of the present contract on October the 15th.Readers will recall the vast quantities of paper refuse that schools seem to turn out.Without the services of the caretakers or some substitute personnel Westmount Protestant schools may be forced to close in the deluge of scrap paper.School Board officials admit to the possibility of a school closing but maintain that other measures will prevent a drastic action of this sort.Council, have resisted the merg- or strenuously.The Montreal City Council is quoted as saying ©.the merger.would force Montrealers to pay the increased taxes needed to finance Westmount schools.\u201d The Montreal City Council makes this claim despite the fact that all Catholic property owners in Westmount would be placed on the city of Montreal\u2019s tax rolls.In a conversation with the EXAMINER, Mr.Lucien Saul- nier Chairman of the Montreal City Executive Council maintained that he was not opposed to the merger itself or the advantages that it provided West- mount students.He stated that \u201cTt is ridiculous to expect Montreal residents to bear the added costs of improving Westmount schools.\u201d Mr.Saulnier would be agreeable to a merger plan that would provide for a \u2018pay-as-you-go\u2019 merger in proportion to the costs of improvement in Westmount.Mr.Saulnier further illustrated his point by referring to Expo and to the Trans-Canada Highway.\u201cPresumably\u201d said Mr.Saul- nier \u2018Westmount residents use Expo and will use the Trans: Canada in a certain ratio to Montreal residents.Yet they are not paying a cent for either project while Montreal residents must bear costs of over one hundred million dollars.This sort of unfairness must stop somewhere and we feel it were increased Monday night to the tune of one million eight hundred thousand dollars as Westmount residents gave their implied approval to by-law 710.The city of Westmount is obliged by city charter to seek the approval of city elector-proprie- tors before any by-law allowing a public debt can actually be passed into law.City council sought this approval in a public meeting held from eight to ten o'clock Monday evening September the 18th.\u2018 The Westmount public gave\u2019 their city council the expected support by avoiding the meeting, staying away in droves.The few Bulletins from Birdland hardy souls that attended the meeting had by-law 710 capably explained to them in all its intricacies by Alderman P.M.Mc- Entyre chairman of the meeting.The low attendance at Monday night's meeting was disappointing but expected as Westmount residents seem to interpret meet- -ings of this sort as being for the purpose of objection to the by- -'law.A city official noted that these meetings also serve- to inform those who attend with regard to the debts that they, themselves are incurring.The Working Wife By WINNIFRED E.WILSON The beautiful, gay, orange and black Baltimore Oriole had returned to our elm tree before May was over.We had heard his rich whistle and seen him chasing his beloved in and out of the dark branches with their still tiny, pale green leaves.Now that June was more than half over the pair owned a home of their own.It dangled from the tip of a high, drooping branch that reached out over the road, swinging with every breeze that blew.His voice sounded as if he was very proud of his home; but he had put no labour at all into it.He had merely sung to cheer on his hard working partner.The bag had been woven entirely by his wife, whose dress resembled his own suit but, being much dimmer, made her presence less conspicuous as she travelled back and forth with building material - long fibres of old weed stalks and plant down.She had partly woven in a piece of ordinary string (now grey with dirt) which hung down several inches below the deep bag and some bits of red wool which she had pulled from a pair of socks that had been hanging on our clothesline.: \u2018This really was a remarkable piece of work.Her awl-like bill thrust each fibre in one side of the nest and pulled it out the other side, actually weaving the whole pocket or bag.In spite of their thin appearance, so firmly knit are the nests of Baltimore Orioles that they often last for years, through summer thunderstorms and winter snowstorms.HE WHISTLES - SHE WORKS That work was all over now, and Mrs.Oriole was at her next job.While her husband perched on a nearby tree and whistled she sat on her eggs - at least she had disappeared inside her home and we imagined the rest.Very seldom does anyone see Oriole\u2019s eggs because they cannot be got at by any predator, including man.However, we are told that there are usually about five, and that their grey surface is scrawled over at the large end with black and brown.It would be 13 or 14 days before they hatched and then would come her busiest time of all, because the noisy nestlings must be fed caterpillars and beetles.Later in the season, when grasshoppers\u2019 can be had, the whole family will enjoy a change of diet.Baltimore Orioles are individualists in that no two sing the same song.Yet, once we have come to know the voice first planning and executive meeting this autumn on- September 11 at Victoria Hall.Discussed at the meeting were project reports on the Centennial Library and Westmount Park Pond, outlining the progress made in both activities.The assodiation is concerned about increasingly critical traffic problems arising from speeding, squealing brakes, noisy exhausts, and lack of adequate directional signing on certain streets.\u2018\u2018Vigorous efforts are being made with the muni¢ipal authorities to remedy these problems,\u2019 R.H.Stevenson, the W.M.A.president, pointed out to the Westmount Examiner.The association particularly urges stricter enforcement of anti-noise measures.A review of the adequacy of the provision of assistance to pedestrians (especially students) at certain street corners is being carried out.AIR POLLUTION STUDY In response to questions arising about the problem of air pollution in the community, the W.M.A.executive is studying what measures should be considered for recommended pollution controls.R.H.Stevenson, the W.M.A.president, reported that the association now numbers 1,651 memberships, but pointed out that \u2018additional memberships are needed to insure that the association has the backing of all Westmount citizens in its undertakings.\u201d Family memberships are $3.50 annually or $2.00 for a single membership and may be directed to Mrs.T.E.Wright at P.O.Box 157, Westmount.S.D.Cohen, Chairman of the Recreation Committee, advised that swimming pools are to close September 30, unless inclement weather forces an earlier closing.The executive at the meeting expressed its approbation of the current annual report recently published by the city of West- mount.WORKMAN INJURED Mr.L.Svetozar suffered minor injuries to.his head in a fall from the twenty-first to the twentieth floor of the new West- mount Plaza, tumbled down a stairway after dropping a heavy pipe on his fingers.Westmount police rushed him to the Montreal General Hospital where X- Rays revealed no serious injury.EXHROPRIATION INDEMNITY Concerning Dorchester street expropriations, the city has agreed to pay an indemnity amounting to $30,407 plus lawyers and appraisers fees for the expropriated property to the owner Dr.Paul Berkman.The indemnity to be paid as soon as the decision of the Public Service Board confirms the amount.\u201cDunany Day\u201d
