[" City Council: NO POLL Mrs.Helen Rochester Mrs.Rochester is seen above last night as she presented the following statement to The Examiner: After much thought and consideration and despite strong urging by many of my supporters, I have decided not to contest- the WMA nominee for Seat No.1 in the forthcoming municipal elections.It is my opinion that the interest generated by the WMA meeting drew a fair cross-section of the population and that the vote recorded there was a true reflection of the wishes of the majority.I also feel that the events of the past few months.the meeting itself and the strong support given me at it.represent no small victory.Many of the things my supporters and I were seeking have begun to materialize, if in a lesser degree that we would wish.It is my firm intention to continue to work toward these ends during the coming year and to anticipate next year's elections with interest and enthusiasm.I thank warmly all those who worked so hard on my behalf, and hope that the interest they have shown ina more responsive.more representative civic government will continue and grow.Helen Rochester Retiring Mayor M.L.Tucker The first City Council election in nine years appears to be off and the first election in 50 years for the School Commissioners for the Municipality of the City of Westmount is on Monday.Last night Journalist Mrs.Helen Rochester, 311 Elm avenue, after weeks of indecision and the flu, presented a statement to The Examiner in which she said she would not be contesting City Council Seat No.1, for which Architect Charles Aspler, 615 Roslyn avenue, was nominated by the Westmount Municipal Association Dec.10 at an overflow Victoria Hall meeting.She lost to Mr.Aspler in a membership ballot at that time, 542 to 372.Unless other, dark-horse challengers appear, it is anticipated that the WMA slate for mayor, three aldermen and one library trustee will, by tradition after all, be acclaimed on Monday, nomination day at city hall.Meanwhile, official WMA wishes for the school board are not materializing.Last Monday, the association's candidate, Mec- Gill Physicist Dr.Elton R.Pounder, 21 Windsor avenue, won Seat 7 by acclamation but its other nominee, Lawyer James A.Robb, 9 Renfrew avenue, is faced at the polls by veteran commissioner (and Greater Montreal Board vice-chairman) A.Reid Tilley, 310 Roslyn avenue because it makes the general public aware of the great issues-in education, but also, and equally important, it causes the candidates to state their views on hese issues.) People like ads - but not on TV A coast-to-coast survey made by Brodie Snyder, assistant managing editor of The Gazette, shows that 63 per cent of those interviewed say their newspapers would be less satisfying without advertising.This is reported in Canadian Printer & Publisher.Only 20 per cent make the same statement about television.And 90 per cent say they would prefer their TV without any commercial advertising at all.Irish \u2018pub crawl\u2019 points disputed Sir: After reading Stephen Schofield's article on Mr.Greenway\u2019s tour of Ireland on his bicycle, I must say I had a good laugh.I was in Ireland last summer with four friends from the States and we all agreed that Ireland is the most wonderful country in the world.The people are so industrious and at the same time so friendly.We did not see the pubs full from back to front with lazy people, and as for donkeys: we hardly saw one.Everywhere we went there were plenty of cars.And when we spoke to the old people they were all so happy; they told us they have a good health service, and when they travel on the buses there is free travel for all over 65.I am sending this Examiner to my friends in the States.I guess they will be thinking my thoughts.That Mr.Greenway must have over-indulged in one of the pubs and as he went in search of the donkeys, fell off his bicycle and got concussion of the head.What a shame.If he had to see the good things, perhaps when he returned to his homeland he could ask his MP to start some free services for the old people here in Canada.I hope Mr.Greenway is fully recovered by now, and perhaps when he takes his next tour of Ireland, he will cut out the pubs.(Mrs.) Honor Maria Pendleton 4280 Dorchester street west, WESTMOUNT 215.Tilley supporter challenges Thomas Sir: I wish to question the validity of Mr.D.Thomas\u2019s, chairman of the Westmount Municipal\u2019s Association education committee, report on Mr.Reid Tilley, who is running for school commissioner on Jan.13.Having worked with Reid Tilley at the provincial level I know him to be the most progressive member of the Protestant School Board of Greater Montreal, and only his election by Westmount voters will insure his contribution to speed the democratization of English- speaking education in this province e.g., the replacement of the Protestant School Board of Greater Montreal by four elected regional boards.This is why educators and school board members outside Westmount wrote asking the Westmount Municipal Association to re-nominate Mr.Tilley.As parent committees will soon replace local school boards it is important to insure their effectiveness by electing a fair distribution of parents from each school under a local board.If Mr.Thomas had been aware of this, and of the make-up of our local board, he would have known that there is only one school commissioner who is a parent of children in Westmount Park School.The other four live in the Roslyn area and have children in that school or at the high school.Both the Westmount Municipal Association\u2019s candidates.recommended by Mr.Thomas, also live in the Roslyn area.One will no longer have children in the school system after 1970.Why wasn\u2019t Mr.Thomas objective enough and in touch enough with the whole of Westmount to have suggested one eligible candidate at least from Westmount Park School?(Mrs.James) Marna Darragh 645 Belmont avenue WESTMOUNT 217.EMPTY LANDMARK GETS NEW FUTURE At least three generations of Westmounters will readily recognize this still-respectable building, on the southwest corner of Sherbrooke and Metcalfe, variously as the old Westmount telephone exchange or, after the Second World War, headquarters of No.401 (City of West: mount) Squadron of the RCAF Auxiliary - which perpetuated the 1st Canadian Fighter Squadron in which a roster of dashing Westmounters flew their Hurricanes and Spitfires from the Battle of Britain onwards to VE-Day.After the war it also became the home of the veterans of No.306 (Maple Leaf) Wing, Royal Canadian Air Force Association.The wing, at its December meeting, decided to proceed with purchase of the building from Crown Assets Disposal Corporation and soon work parties of members will be cleaning, painting and repairing for the wing to move back in, hopefully in March.Ultimate aim is to build a high-rise senior citizens\u2019 home on the site, which also will be RCAFA quarters and a memorial to 401 Squadron.National Capital Commission The National Capital Commission, although dating only from 1959.had its origins in the Ottawa Improvement Commission.created at the end of the 19th century.That commission, composed of a small unpaid group of prominent citizens, had an annual budget of $60,000.Today.the National Capital Commission employs a staff of some 700 with a budget of $24.- 500,000 for the current fiscal year.The one man who should be singled out for special mention is the late French planner.Jacques Greber.For it was he who formulated the master plan for the development and beautification of the Ottawa-Hull area.Memorial Plan In 1945, as a memorial to Canada\u2019s fallen in the Second World War, Greber was asked to prepare a comprehensive plan for .Canada\u2019s capital.The Greber report was tabled in Parliament in 1951 and was subsequently adopted in principle by the Federal Government.It has, since that time, served as the commission's planning guide.Mr.Greber\u2019s plan included five major proposals: The development of open space, the planned location of government buildings, the relocation of railways, Gatineau Park.and the green belt.This last proposal and its subsequent implementation are unique in land planning and development in Canada.It envisaged a controlled ring around the perimeter of the Ot- tawa-Hull area.Its primary purpose was to prevent urban sprawl, a condition in which Toronto finds itself at present.Complementary to this aim were urban renewal at the city core and development of satellite communities.A lack of enthusiasm on the part of municipal authorities on the Quebec side of the river precluded the establishment of a complete green belt.However, a semi-circular belt has been established on the perimeter of Ottawa by the NCC through the purchase or expropriation of land.It is about 2% miles wide and the inner margin is approximately six miles from tha city centre.Those of you who are familiar with the Ottawa of 10 years ago could not be otherwise than visibly iinpressed with the relocation of the railway station and the railway yards outside the centre of the city.The area west of the Parliament buildings (the Lebreton flats) has been cleared of miles of railway tracks for purposes of redevelopment projects, one of which is for the (Continued on Page 15) Vanier City juveniles nabbed here The New Year started wrong for three juveniles from Canada\u2019s newest named place: Vanier City.nt.They made the mistake of being spotted Jan.1 in Weredale Park by a Westmount Police uniformed patrol, stopped and questioned about the car they were in.It turned out to be from Vanier City, named for Canada\u2019s late Governor-General.And it turned out to be stolen.The trio was taken into custody until picked up by Vanier City Police.Where the heck is Vanier City?The erstwhile Eastview, Mont- real-road suburb of the national capital, Ottawa.Roslyn resident in lottertax draw One Westmounter, Theo Goldman, 651 Roslyn avenue, was among the 153 lucky persons whose names were drawn for this 15 Stamp Judaica A recent stamp from India will no doubt be of interest to the collector of Judaica on stamps I refer to the Dec.15 issue commemorating the 400th anniversary of the Cochin Synagogue.The Jews in Kerala are believed to have reached India after the destruction of the second temple in Jerusalem in 72 AD.The first definite historical mention of the Jews in Kerala occurs in the famous Jewish copper plates on which is recorded the gift of a village from a local ruler to the settlers.Here they prospered, near Cranganore, until the 16th century when their settlement was destroyed by the Moors and the Portuguese.The Jews then sought refuge in Cochin whose Hindu ruler granted them a site for habitation.Here was built the Jew Town in 1567 and the synagogue the next year.Here we have a State that was happy to associate itself with the celebrations of one of their small ethnic groups, by issuing a commemorative postage stamp as part of the 400th anniversary celebrations of the Cochin Synagogue.The stamp in vertical format and printed in blue and maroon by photo-gravure process on unwatermarked paper, depicts the inner view of the synagogue.Once again paintings by old masters are honoring the Feast of Christmas, this set of Christmas stamps.comprising four values, issued by St.Kitts on Nov.27.The 12 and 40 cents denominations depict the \u2018\u2018Mystical Nativity\u201d as seen through the eyes of Sandro Botticelli and painted about 1500.The 25 and 50 cents values depict the \u2018\u2018Adoration of the Magi\u201d by Peter Paul Rubens.These paintings are now to be found hanging in the National Gallery in London, and King\u2019s College Chapel, Cambridge, respectively.Printing was by photogravure process on paper watermarked with the C.A.Block.This year we saw many newcomers to the Christmas scene, most of whose stamps were reproductions of religious paintings by old masters \u2014 and there is no doubt that this list will grow in succeeding years.Each year will see a greater demand for the earlier Christmas issues.It is certain that this will always be a very popular theme, sought after by both the collector of Christmas stamps and the collector of \u201cart\u201d on stamps.Gavin Ross One Westmount Square Westmount 216, Que.Smith Chapman ROSS, FULLER & COMPANY LTD.Insurance Brokers & Consultants.John R.Fuller 931-3887 VALUATIONS Alan Mitchell M.C., CM.* WORKS OF ART VALUED AGAINST FIRE -
