for the floating of municipal debentures but as a result may be turning municipal council meetings into boring sessions of oral reading.No longer will cities in this province be allowed to approve loan by-laws to provide money for general projects (some of which, in some municipalities, had found its way into the wrong hands).Municipalities must now designate immediately every dollar for which a loan is called, and each designation must involve a separate debenture.In the process, however, the municipalities may find themselves floating bonds simply to pay for the extra cost of the new of the 2Y%-hour meeting, particularly the last hour of discussion following the formal monthly council meeting, appeared to be mutual frustration.Some citizens departed feeling they had been stonewalled, that vital decisions were being reached in secrecy, that public input to key local affairs was shunned.Some solons didn\u2019t disguise their feelings that much of the interchange was a big bore, a waste of their valuable time, that some visitors probably were troublemakers or.at best, merely making mischief.However, the interchange itself was a valuable experience for both sides.Fact is that the biggest bore, of this and many another city council meeting, was the formal business\u2014burdened in this instance by the yawn-inspiring reading of a series of by-laws as required by statute to make them legal.Unfortunately.the aldermen responsible missed their cues and failed to interject some comprehensible explanations which might have provided a modicum of interest reference points for the audience, which had taken the trouble to turn out and show their interest in their municipal government.For some present the focus of their interest may have been narrowed to particular points.Indeed, several of those on hand appeared to be there on the mistaken notion that there was to be some action on the Mondev development of that firm's long-vacant Greene-St.Catherine corner site.At best there might have been a notice of motion.Nonetheless, they managed to make clear that they are not reconciled to the possibility.now very real, that Mondev \"intends to proceed with the next stage of the imposing Westmount Square complex.Council will have learned, if they didn't fully realize it before, that there is no unanimity in the community over another apartment tower in the area.But by the same token, the opponents were clearly reminded that this is no surprise or \u2018\u2018secret\u2019\u2019 undertaking\u2014as at least one onlooker charged.Mondev\u2019s long-range plans, and the city administration's long-standing general support of them, are a matter of record and this occasion provided the mayor with the opportunity to be unequivocal once again about it.Inevitably, there were expressions of regret over the demolition of the house at 177 Metcalfe avenue and a new call for consultation on the public interest in CCNA 4 VERIFIED CIRCULATIOr.PAID understanding private properties.Again, on the aldermanic side there was a restatement of council's position under the law.Less controversial was another plea for safety measures on Cote St.Antoine grateful that 18 citizens should show up on a hot summer's night.The citizens should be grateful that they continue to have a city council of devoted fellow citizens, placed there by the city\u2019s choice, seeking what is best for the community.All that is needed is a greater display of tolerance and understanding on both sides, in the best interests of Westmount.Bourassa's agents bullying infants WHETHER or not the Protestant School Board of Greater Montreal can make it stick\u2014it is not so independent of the provincial government's will as some of its members like to think\u2014is beside the point.We have got to applaud the board\u2019s plain- speaking statement to the minister of education that henceforth it will not participate in the language testing, least of all in its present form, of pre-school children.The PSBGM has some authoritative experience in this area not possessed by their French-language counterparts nor, we suspect, even by the department of education \u2018\u2018experts\u2019\u201d\u2019\u2014experience which it cites tellingly.That is relative to the pioneering French- immersion programs, which were launched at Westmount's Roslyn School with great effect.Testing simply is \u2018not on\u2019\u2019 with youngsters prior to the commencement of their formal learning experience and is a poor substitute for natural choice by parents.The aspirations of the Francophone population for their language and culture have a broad base of sympathy and even support among Anglophone Quebecers.All of us in this part of Canada are enriched by the duality of experience it offers our lives.Much of Bill 22 is commendable and there is great effort being made\u2014even the government admits it\u2014to make it work.However, one of its truly traffic services were introduced at five airports in Quebec in 1974, not one alleged air safety incident has been validated relating to the implementation of this program.This bilingual service was established at the request of Quebec controllers, with the support _of their national association.It gives pilots the choice of using whichever language is most conducive to their passengers\u2019 safety.This service, however, is not needed outside the province of Quebec, except possibly in the national capital region.There is no intention on the part of the government to provide such bilingual services across the country.There is and will be no requirement for English- speaking pilots to learn French in order to fly anywhere in Canada.The Government now is studying procedures which could allow the introduction of bilingual communications in instrument flight rules (IFR) operations in Quebec.To do this, the aviation associations and the aviation industry have been invited to participate actively in experiments and demonstrations on Transport Canada\u2019s new air traffic control electronic simulator.This testing process on the simulator will be expected to refine the procedures until there is a general agreement that the results are acceptable and can be certified as such by Transport Canada.Essential to country A bilingual air communications program is essential in this country, desirable for safety and sensitive to the ideals of justice and equality.The fact that we have over six million French- speaking Canadians in our province warrants the introduction of bilingual air services in Quebec, not at the expense of high standards of safety, but rather because air safety is enhanced by the greater comprehension permitted for pilots who are primarily French- speaking.Needless to say, implementation of the policy on bilingual air-ground communications will take time, the time necessary to ensure that each step is taken only after the solutions are
