the ratio of debt service cost to total revenue, only 8.22 percent.We're sound, and that's something to rejoice about.Get it, and us, together THE Parti Québécois should \u2018\u2018get its act together.\u201d For the sake of the party and government.For the sake of Quebec.Even for Canada, to which this province in one way or another will remain inextricably related\u2014if only by geography \u2014whatever the political alignment.The ministers of the PQ, including Premier René Lévesque, are prone to public pronouncements both conflicting with one another and with themselves.There appears to be no consistency in what they express concerning non- Quebec institutions and governments and, even worse, concerning non- Francophone people both beyond and within the province.Examples abound.As recent as Monday, Mr.Lévesque told The Canadian Club of Montreal that Quebec's economic performance was as good or better than that of the rest of Canada.Yet he and a number of his ministers frequently blame the province's federal connection for conditions here, alleged at those other times as inferior to what other regions enjoy.He really cannot have it both ways; must haunt The Examiner's former home on St.Catherine street, for Thomas U.Herst, a printer, lived at 103 Belmont Place in the late 90s and Henry Appleton, an engraver, appears in 1903 at 116 Belmont, but it is the Hillside area which has boasted printers, @hotographers and lithographers for the best part of a century.From 1883 J.H.Elliott, then describing himself as lithographer, had a printing business at 4446 St.Catherine on the corner of Metcalfe avenue.By 1897 he was living in a large house on Hillside which had been built by John Moodie in the 70s, and in that year he published a map \u2018\u2018Shewing the Latest Improvements of the Town of West- mount.\u201d The Westmount Historical Association has an original of this map.When Canadian Pacific bought the south side of the street French press stilled on PQ Three French dailies have not been published for more than six months.Workers walked out on strike in early October 1977 in the case of Montreal Matin and La Presse, and in late August 1977 in the Le Soleil dispute.The only French newspaper published on a daily basis since in the Montreal and Quebec City areas that reports political affairs on a serious, objective basis is Le Devoir.This lack of political discussion in the French press has given the Parti Québécois in general and René Lévesque in particular a distorted point of view as to their popularity and political judgment.In the past six months, Le Devoir and the English press have been the only ones, therefore, which have criticized the Quebec government.That Le Devoir attacks the PQ is not news.Claude Ryan's former paper is expected to do this.So are the members of the English media.Others, such as La Presse, walk a more nationalist line.Therefore, adverse comments hit home.Premier Lévesque has not read these comments since the strike began.He has forgotten that many, if not most, of his government actions of the past half year would have been highly criticized by French press status last year, including a net surplus of almost $576,000, was painted by Finance Commissioner Ald.Alwyn Lloyd Monday night in presenting the city\u2019s audited financial statement for 1977.Ald.Lloyd had high praise for the work of city staff in holding down expenditures while Westmount ended up collecting far more money \u2014mostly from the newly-imposed transfer tax on immovables and the collection of more court fines than ex- pected\u2014than it had budgeted for.The extra money, he said, would go into the city\u2019s reserve and allow for far more flexibility in future capital expenditures than the city had anticipated.\u2018\u2019The administration of the city showed its resilience and superior capabilities by carrying out the affairs of our city within (its) constraints in a manner which, I don't believe, impinged greatly on the quality of services necessary to satisfy our citizens,\u201d the finance commissioner reported.\u2018The budgetary restraints and cost- cutting measures imposed in 1976 and continued in 1977 were capable of being met and were realistic.\u201d In fact, costs were kept below budget in most areas of city operation, including financing programs.Snow removal costly The only major city expense to go over budget was snow removal, which soared almost 10 percent above the budgeted $800,520, mainly because of heavier snows than expected last December, according to Ald.Lloyd.The Quebec-sanctioned tax, on transfer of immovables brought Westmount $113,000 unbudgeted dollars, thanks as much to a very busy real estate year as to the imposition of the tax last May.Also, the installation of a \u201cCPIC\" computer at the local station gave police the opportunity to check drivers for outstanding traffic warrants, raising a substantial amount of extra money which the city did not expect right away; the fines collected were some $75,000 over budget.Interest collected on tax arrears also was more than budgeted, perhaps because the city has revamped its collection system and streamlined the whole process, and overall tax revenues\u2014specially business taxes\u2014were higher than expected.Beyond this, the city light budgeted $391,000 for this element, giving us a favorable variance of $99,000.These factors, coupled with the favorable increase in revenues, produced an excess of revenue over expenditure for the year of $576,000, being $281,000 more than we had budgeted.Looking at the salient items of expenditures that were at variance with the budget, I have the following comments: The major variation was an excess of $76,000 for snow removal costs due principally highlights of certain revenue\u2014to heavy activity during and expenditure categories where there were substantial deviations from budget.Isolating the electric utility operations from all other departments, we see our net revenue from this facility increasing by $55,000 over budget, resulting in a net contribution of $324,000 to the city\u2019s revenues.All other revenue sources showed an increase ôf $178,000 over budget, with the following items being the major areas of variation.New duty on immoveables Increased court fines Interest earned from various sources Taxation\u2014increase over budget December 1977.In addition, we absorbed charges of $38,000 for capital expenditures out of revenue and additional expenditures of $34,000 over amounts previously provided in certain by-laws, both of which were not included in the budget.In total, all other expenditures were under budget.The excess of revenue for the year when added to the previous balance of appropriated surplus under by-law 436 leaves $113,000 75,000 62,000 71,000 $321,000 Less: Quebec sales tax being less than anticipated by $107,000 Anticipated sales of the department cost $3,822,051 to operate, so the profit could be used to defray other city operating expenses.The balance sheet shows that Westmount is \u2018\u2018\u2019healthily within accepted norms,\u201d Ald.Lloyd reported, with a debenture debt representing, only 3.33 percent of the total city valuation and the debt service costs equal to 8.22 percent of the total revenue.Most municipalities do not enjoy such low ratios, he suggested.He did not mention the fact that in 1976 West- mount\u2019s debt ratio was 4.03 percent of total valuation and has not been so low since 1969, the earliest year reported at the back of the financial statement.Despite the \u2018\u2018pleasant\u2019\u2019 Westmount financial picture, this city is facing larger and larger problems shouldering its share of the debt obligations to the Montreal Urban Community and the MUC Transit Commission, which went up by $3,072,000 during 1977 and stood at $8,150,000 by the end of December.That figure represents 51.6 percent of the city's own total debt.General property taxes, which make up 30 percent of Westmount's net revenue, brought in only $16,700 more than the seity ! had budgeted.a balance of $842,516.As voted earlier in this meeting, we have constituted a working fund of $500,000 from this balance leaving $342,516 as appropriated surplus under by-law 436.This gives the city a degree of mobility in financing future projects.Turning to the balance sheet of the administration fund we enjoyed a very favorable position in short term deposits at December 31, 1977 as compared with 1976.Our level of accounts receivable was down somewhat in 1977, reflecting an improved collection process.\u2019 In addition to these improvements, $480,000 had been advanced from the administration fund to finance temporarily capital projects in progress.Such amounts will be recovered from an anticipated debenture issue later in 1978.Our net debenture debt amounted to $15,789,000, a reduction of $517,000 during the year.As a percentage of total \u2018taxable valuation, the debenture debt was 3.33 percent and the ratio of debt service cost to total revenue was 8.22 percent.Both factors were well within accepted norms.The only disturbing factor in our overall financial statements is contained in the accompanying notes where we must recognize the city's indirect share of the debenture obligation of the Montreal Urban Community and the Montreal Urban Community Transit Commission.Our share now stands at $8,150,000, which is an increase of $3,072,000 since December 31, 1976.This \u2018\u2018working fund\u2019 on which it can draw for minor capital investments.The fund means that West- mount will not have to include monies to purchase new cars, for example, in large debenture issues which stretch out over 10 or 20 years\u2014far beyond the life of the car\u2014and simply add to the city\u2019s long-term debt.\u2018This is a pool of resources we can work from,\u201d Finance Commissioner Ald.Alwyn Lloyd said of the plan.\u2018\u2018It\u2019s an intermediate station for financing.\u201d On a question from Ald.David Carruthers, Ald.Lloyd explained that the working fund does not mean Westmount will have to go to public debentures to finance capital expen- ditures\u2014since every appropriation from the fund must be replenished within five years\u2014 but that person is confused or without a dime at a pay telephone, he can dial 0 and the Bell Canada operator will channel the call to the police central.The new phone number reaches the same downtown telephone console as the Montreal number, 872-1313, which now is being used by citizens of the central city, LaSalle, Town of Mount Royal.Montreal North, Montreal East and Pointe-aux-Trembles.Thus phone calls on either number would have the same effect, erasing the \u2018\u2018borderline\u201d confusion some persons on the fringes of Westmount might once have had.Westmounters, however, are being asked to learn the 934-2121 number (easier for them since it's a Westmount exchange) because in December it will become the official number for the entire island.By 1981, moreover, the entire police telephone system will be computer-integrated, with all police phone locals in the MUC working through the Atwater exchange, which will have reserved the \u2018934\u2019 prefix for them.Local walkie-talkies What this means in terms of response time and familiarity with local geography and situations must still be determined.Police cars are no longer fitted with the West- mount \u2018\u2018XJF-78\u2019' radio crystals which once kept them in touch with the local station and fire department, but officials point out that men will have walkie- talkies on a private band, which can be used for internal communications with the station.This remaining vestige of local communication will have minimal use, however, a police spokesman told The Examiner, mainly to allow officers at the station to contact men if the need arises.Police officials say the new load on downtown police lines will be handled by men moved out of the local stations in Ville St.Pierre, Montreal West, Cote St.Luc, Hampstead and Lachine, whose stations have been closed in a concurrent move.They promised, however, that the new telephone system would not result in a reduction in patrols.They claim that because five stations are being closed, this allows for in-house staff moves at a considerable saving to taxpayers.Use of the new radio channels also means that Sector 30 police cars in Westmount will no longer have direct contact on the civil defence channel, though officials said the men still would be in contact with the provincial civil defence network.\u201cWe wanted to proceed more rapidly to integration of the telephone communications systems, but insurmountable technical difficulties have held us back until now,\u201d Director André De Luca of the operational services division said last Friday.He did not mention the political pressure against integration of police phone numbers, saying only, \u2018People have lots of sympathy for their local stations.1 understand that.\u201d He added, though, that bill, higher rates for water tax Westmounters can expect a substantial rate increase for water tax this year, as much as 24 percent according to Mayor Donald MacCallum, added to the fact that last year West.mounters had to pay only two- thirds of the total amount on their 1977-78 invoices.Though the city did protest the rate increases, much of it is justified because of the debt service for the Desbaillets water plant, now under construction, and the Quebec Municipal Commission turned down the appeal.The total bill to be spread among Westmount ratepayers is $721,711, a $141,000 increase from the total for last year.Beyond that, last year West- mounters had a balance owing from Montreal of some $200,100, so their tax bills\u2014the first since 1973\u2014were reduced by almost two-thirds.Mayor MacCallum said Montreal had agreed not to order a new rental value roll for 1978, considering valuations (and thus rental values) had not changed substantially in the past year, so now out of the Westmount arena, and the final results of this year's hockey program are in.The last of the playoffs were completed last week.In one of this season's closest final series, the atom Bulls secured the league championship last Saturday morning.The Mules and Bulls faced off in the rubber game after each having won a match by one goal in previous weeks.The Bulls came back froma 2- 0 deficit to win the last game by a 3-2 score.Mengo McCall had two goals with teammate Forms mailed out for new-style recreation cards Westmount residents recently received application forms for new, non-transferable recreation cards which will be good for two years.Included with the applications and forms for the permits was a schedule of activities for the May 27 \u2018Family Day\u201d in Westmount Park.The recreation pass application material should have included a large registration card and four smaller cards which are the actual forms to be sealed into plastic along with the applicant's photo.If more than four members of a family wish to sign up, môre forms are available at the recreation department office in the city arena.City officials suggest names be typed on the form, though clearly-written block letters will be acceptable, and returned with 1l4 inch by 2 inch (3.8 cm by 5 cm) photographs of each person to receive a permit.The most acceptable type of photos are ones made in a photo machine (those in Alexis Nihon Plaza are the closest to West- mount, it seems), either color or black and white.If such a machine is not used, the photos should be on single-weight paper and have the entire head contained within the margins of the photo, since it will be trimmed slightly.The cards come into force as soon as they are approved by the city and returned to the applicant.If a person shows up at a recreational facility with an old recreation card, that will be taken from them and they will be asked to fill out an application form for a new card, though they will be allowed to use the facility in the meantime.Officials said photocopies of proof of residence forms such as light bills, driver's license, telephone bills or other addressed material (light bills are the best) would suffice, though if originals are submitted they will be mailed back to the citizens along With the processed applications.The cards are good for use at all the city's recreation facilities, including not only the ice rink, pool and tennis courts but for organized sports (the permit numbers are used in making lists of teams), use of baseball diamonds and playing fields and even use of park areas by large groups.Applications were coming in already by the beginning of the week, but there has been a slight delay in processing them because one machine had
