opinion that the rate fixed for Tungsten street lamps in the contract with the Sherbrooke Railway and Power Company are inconsistent with the rates fixed for incandescent lamps.Through the efforts of the mayor, since the contract was made, a reduction of a dollar or two per 60 wt.lamp has been offered by the company. It would appear that the contract had been entered into too hastily, or at least with an improper understanding of the technical side of the question. No doubt the company can hold the oor- poration strictly to the terms of the contract if it sees fit to do so.But in the long run it would likely stand to gain by dealing fairly with the people now.The fact that even a small reduction is offered is evidence of two things: First, that the Tungsten rate de too high, second that tbe company is willing to deal with the corporation ina way.The company might score à point and win publio confidence by offering to submit the point in question to a competent board of arbitration.Everybody would then be satisfied.Therejis a feeling that the people can get more light for their money by wiag Tungsten lamps than by the use of either arc or incandescent lampe. The alm on Tuesday evening, November 98th, the idea took shape in a most wonderful man- ner—both old and young, those ip and those out of the village taking part; the result was a splendid entertainment. They rummaged the story chests in the attics and brought forth the heirlooms which were ages old, including, beautiful silk dreeses that would nearly stand alone, old lace and gold of different designs, evening dress suits, silk hate, made in England, with the stamps on the silk linings «Makers to the King,” old snuff boxes and other ornaments which were cur- josities. The will be 650 feet high, or 100 feet higher than the Washington monument. They expect to have communication with the world in one year from now.I never saw such a stride as is now and has been going on the past six months, as I am only six miles from Wasbington.Over 100 beautiful homes have been built, a large portion of them by Washingtonians. There are three electric lines leading to the city, which is only 30 minutes’ ride.A good share of the Government employés live in the country around the oity. They get good pay, but live beyond their means, for when the 1st of the month comes their salaries of from $125.00 to $150.00 are gone and some of them don’t have enough to pay telephone bille.Times have been good here as far as work goes; meet- - ing the secretary-treasurer called the council's attention to the fact that the corporation would shortly be in a position to retire two of its water bonds ont of the special water assessments. The bonds are held by Stan- stead College, and, by the terms of subscription, are not redeemable until 1919, but the secretary was Instructed to ask for the privilege of earlier redemption. This, the mayor announced, had been given by of the executive board of the College at its last quarterly meeting, November 29th, Ac- oordingly the secretary was instructed to redeem the two of the aforesaid debentures January 1st, 1918.= About Expropriation.Referring to the corporation’s plans for expropriating a right of way for the.Sherbrooke Railway and Power Co.'s transmission line to this place, the mayor announced that the matter was now proceeding smoothly, the Canfield Estate, John Young, Miss Young and J.M.Moptle, having ac- oepted the company’s contracts.Op- pesing parties in the township of Hatley had also fallen into line in the same manner. The opinion was expressed that publication in the JOURNAL of the council’s resolution had caused the desired change in the at- titade of those who were obstructing the company’s operations.Sewer Question Delayed.Delay in the arrival of the Montreal engineers has had the effect of shelving the sewer question until spring. When the mayor was in Montreal nearly two weeks ago he was given to understand that at least one of the Lea staff would be here within a few days.Recently Mr.Holmes had re- celved a communication from Mr.Lea expressing regret for unavoidable delay. The letter stated that an engineer would be here within ten days.Bat, with more snow and cold weather, the mayor did not think the work could be efficiently done, consequently he had canceled the appointment for the present.Speaking of the financial side of the question the mayor stated that Hanson Bros., the well- known Montreal brokers, had offered to take at par any or ail of the 5 per cent.bonds this corporation might issue to consolidate its debt and provide for a sewer system. The Secretary-Treasureship.Mr.G.H.St.Pierre handed in an application for the municipal secre- tary-treasureship at a salary of $400 a year, for which he would, in addition to the regular duties of the office, attend to all of the legal work except suits for or against the corporation.Several questions were asked about the possibility of inducing the present incumbent to remain in office, and in the end the matter was referred to a epecial committee composed of Councilors Norris and Ball.Mr.Hovey's salary is now 9200; until within a short time it was $150.: Street Sliding Under the Ban.Further complaints were heard regarding the use of streets for sliding, as a result of which the mayor was authorized to engage special constables to enforce the prohibitory bylaw. After Tungsten 60's at 88.00.Speaking of the street lighting question the mayor announced that for some time he had been trying to secure an eight dollar rate for 60 wt.Tungsten lamps, but so far the best offer he had been able to get from the company was a little over $10.Under the contract the company could charge #12 if they furnished the lamps, but some of the councilors and others have expressed the conviction that this rate is inconsistent with the rate fixed for incandescent lights.A committee, consisting of Councilors Ball, Fregeau and the Mayor, was appointed to confer with the 8.R.& P.Oo.respecting the location of polls in this municipality. To Sand Slippery Walks. So effectively were the dangers of slippery sidewalks pictured by Ooun- cilor Norris that an order providing tor their sanding by the superintendent of roads, etc., was passed. In fature, it is hoped, pedestrians may safely use the walks at all times.4 Defective Retaining Wall.Tne mayor called attention to the retaining wall built at Foundry hill last summer. In one place where a thin shell had ‘“blistered” and 4igloughed off,” he had inserted bis hand and found nothing but loose gravel where there should be solid cement. The mayor expressed the conviction that the contractor could and should be held responsible.Under the Provincial law, he said, a contractor was responsible for ten years— although the work may have been ac- ‘cepted and paid for at time of completion. Some misgivings concerning this wall were expressed by other members of the board.Road Work $8,580.18, Gravel Pit 8500.A in the hot-house.Plants t0 be etherised are brought first into a dry condition at top and root, and then placed in an airtight structure. The door is sealed, and the ether applied through a small bole in the roof into a vessel te the house, and the fumes, being heavier than the atmosphere, hang about near the floor, where the plants are arranged. The ether has the effect of drying up the moisture in the tissues, and it (s thought that in the natural Test of plants there is a gradual drying process at work, which, for went of better knowledge, the cultivator describes as the ripening of the of this case where it largely belongs, and it should cause all labor organisations to declare at once for clean methods and insiet that violence must cease. If it chooses, organized labor may resp a lasting and important benefit from this terrible affair. It is easily possible now for the fair and honest labor unionist to obtain a permanent hearing for labor is paying the price; and while the guilty principals must serve long sentences, the rank and file cannot escape a portion of the burden of guilt, its the price association must pay.The time is now here when the moderate element of leadership will ind the majority ready and anxious to follow in paths of caution and reasonableness.Tolerance will find sn empty saddle, the mount well spent in a disastrous attempt to rule by criminal means, the fruits of which are always the same. The claim “that the confession is a hard blow at all organized labor, that it is the beginning of the end,” is very far from the facts in the case.It is à bard blow at the use of oriminal methods in the cause of labor, and we hope and pray that it ls the beginning ofthe end of every method that is contrary to the epirit of the ‘‘brotber- hood” of man. When the questions between capital and labor are squared by the golden rule, the sermon ob the moust, yea, Christlikeness, no more young men or old wil} confront
