that will develop details as sad as that of the Dublin scandal. The Earl of Euston has instructed George Lewis to take criminal proceedings against Mr.Parke, editor of the North London Press, for having stated that he was one of the principals in the Cavendish street scandal and that he nad bcen ajlowed to leave the country to defeat the ‘ends of justice.Mr.Parke is the sub-editor of T.P.O'Connor's Star, and those who know him say he would nardly make such allogations unless he believed in his ability to prove their?truth. He is, however, mistaken jon one point. The Earl of Euston aid not 18ave the country, though it be generally understood he was advised to do so.Others who are said to be implicated have fled, but the Earl of Euston declared he was innocent, and stood his firound.Recently, however, he has been {rightfully gonded. The publication to which he objects is not the worst lash that has been applied. At a recent race meeting a number of acquaintances TURNED received in Europe as one who has come back from the dead. The story of his travels, how he relieved Emin and fought his way back to civilisation will be read with deepest attention.Had he been lost or overcome by the many enemies he must have encountered on his long and perilous journey, the work of opening the dark continent to trade, civilization and Christianity would have been greatly de- Yerred. His success, therefore, 1s a splendid advantage secured for future expeditions. The great quéstion is whether the vast country traversed by Stanley, and extending from ocean to ocean, shall become an Industrial region devoted to .peaceful enterprise under European aus- ploes or kept In savagery by the slave hunting Arabe. That the country will be rescued from its present woeful state we cannot doubt. The commercial advantages to be gained are so enormous that the European idea must eventually prevail.Stanley's journey will clear up somg mysteries connected with the Mahdi's movements, and probably solve the question concerning the future of the Soudan. No MAN can be expected to work for nothing. How can the judges, who are careful.and rightly so, that their stipends shall be paid, expect the stenographers to work for no remuneration? There are r) oflicers of any court working without pay, why then, should the literary stafl be supposed to glve time and labor for the fun of the thing ?Do they get the bread and beef that strengthen their bodies and brains for nothing ?Does anybody give them wool for their backs for nothing ?Are the public and the courts paupers that they should ask hard-working men to give service gratis ?The order that the stenographers shall report cases in forma pauperis without pay reduces the courts to pauperism, an idea that cannot be tolerated for amoment. No man can be compelied to work for nothing unless he be a slave. Are the court.stenographerg slaves that they should do this thing?e State no more than the individual has any right to demand service for nothing, except in the one case of invasion by foreign foes when every man is supposed to come to the front.Even then the country admits its obligations and pays every one for the work he has done. There 1s something infinitely mean in asking men to work for nothing, which neither court nor country can afford todo.Cheap work is proverblally dirty work, but unpald work i8 robbery from the very roots of justice.NO USE FOR ENCLISH-SPEAKING PEOPLE IN THIS PROVINCE.Rumor affirms that the Dominion Government persists in ita intention to appoint Judge Casault Chief Justice of the Super- for Court in this Province. We have not a word to say against Judge Casault except that there is no good reason for passing him over the heads of his seniors on the bench and that h'+ promotion to the office of Chief dustice would, under existing circumstances be outrageous.Beyond the fact that he is French, what earthly reason is there for appointing him in preference to the Acting Chief Justice, the senior Judge of the Province and one of the ablest judges ‘on the bench, J udge Johnson ?Is it not enough that the Provincial Government should continually discriminate against the English, Sootcn and Irish in making official appointments without the Federal Government doing the same thing? It has always been a tacit understanding that one of the Chief Justiceships in this province shall be enjoyed by an English-speaking judge, and it this understanding 18 departed from it will be for no better reason than that the Federal Government is truckling to the French vote.It does not say much for the Government's judicial appointments if there is no English judge to be found on the Bench who is fit to be appointed Chier Justice. The English-speaking people of tilis ; province are getting tired of the continual "invidious and offensive discriminations against men of their own race.Things have come to a pretty pass when the Ottawa Government dare not appuint so much as a .type-writer of English race to a position in Quebec. They did venture on the experiment the other day,but now we are informed that “in deference to Quebec public opinion the young lady has been withdrawn,” The Government is wrong if it imagines that public opinion in the Province of Quebec is all French. There fs an English, Scotch and Irish public opinion too.True it does not get much official deference either at Quebec or Ottawa and as long as English-speaking Canadians are fools enough to allow themselves tu be ted by the nose by Conservative or Liberal iead- ors, no government will feel under the necessity of deferring to English, Scotch or Irish bublicopinion. It isthe party fetish that ig ruining English influence in Quebec.- - Why, out in Brome men claiming to be old countrymen and Liberals are straining themselves to elect & supporter of Mr.Mercier who to-day is no more a Liberal than he is an Englishman, but whose whole political | oreed to-day Is summed up inthe fact that he is anti-English.It Judge Johnson should be sacrificed in a spirit of cowardice it will be an outrage never to be forgotten.KNIGHTS.oF LABOR Approve of the vi ieva ofthe Canadian Stairs, Parker, Bonny and Wiiliam. The expedition struck camp as soon as the messengers started. Therefore, the part should reach Mpwapa by November 20.Emin and Stanjey repeatedly fought and repulsed the Mahdists, capturing the Mahdi's grand banner.A majority of Emin’s soldiers refused to follow him southwards, asserting that their way home didn't lie in that direction.Emin left two Egy ptian officers in charge of the stations, lhe messengers have no Knowledge of the Senoussi or of events in Khartoum and Abyssinia.Captain Wissmann adds that the Englisif missionaries at Kisouke and Mambola continues: “George ILI did not rob nor seek to steal from the Jesuits nor Canada; and, as a matter of fact, could not "help put accept the situation in which he placed by Hg oliness Pope Clement XIV, who saw fit lo-abolish the Jesuit order. The estates of the Jesuits had been given by authority of His Majesty the King of France for the purpose of education among Canadians, not as a speculation. And on the day that the Jesuits ceased to exist and left no successor the estates naturally reverted to the Crown which simply continued the work for which the grant had been desig: sed.una namely education Canada."There then no theft on the part of George ILI, who used the revenues of the estates for their original p purpose without apy profit to him- there wag a anywhere, is was Prime Minister ‘Mercier who authorized it, inasmuch as he disposed of a capital the revenue of which he was to use for the Crown for charitable and educational purposes. And now that the capital is spent by the handiwork of Mr, Mercier, another capita! must be created, and the rate-payers of this province will be obliged to make it up, and for that purpose new taxes must be imposed to replace the annual revenues from the Jesuits’ Estates, It is always that way when the Nationalist dabbles in financial politics, poor Baptiste must pay!” LEFT TO 1 THE CITY ELECTRICIAN To Re-arrange the Gas and Electric Lighte— The Gas Company's Little Bill, The Light Committee met yesterday afternoon, Alderman Rainville presiding. There were also present Alds.Malone, Laurier, Clendinneng, Tansey and Villeneuve.Mr.Badger in reply to a questiofi from the chairman said that as yet he had been um able to decide what lamps should be removed except in St.James Ward, If the aldermen of the various wards would tel} him exactly what state their wards were in with regard to light, he would see that they were attended to.Ald.Villeneuve thought Mr, Badger shouill have done something delinite since their last meeting; or at least had hia map ready shewing the position of all the lamps.Alderman Clen- dinneng then moved that Mr.Badger remove all'the are lights in St.Antoine Ward, north of Sherbrooke, and between St.Catherine and Shorbrooke streets west of Guy as may deemed necessary, and have the same placed where needed ; and replace the electric lights in those districts b gas.Badger here said that if he were given more wer he could do more justice to the city.Fe Was then given power to re-arrange the whoie systera of electric lighting on his own responsibility. In repiy to complaints {roth some of the aldermen as to thelr wards not being satisfactorily lights the chair- he believed that within a oars time they would havo a first-class electrio light service; but everything could not be done in one day. After a short discussion it was decided to pay the.Gas Company for the lamps already lighted. The committee then adjourned. The Nazareth Blind Riverside with one, On Monday ight Brother Arnold's school with two teschers : Ann street with one.The Protestant Hoard are prepared to give the use of the British and Canadian school for the Jewish night school, provided the teachers appoteres by the Jewish Board are approved the Protestant Commissioners.° Tho , arrangements with regard to the sch under the Roman Catholic Seh Commissioners will be carried out in the manner indicated in last night's STAR.No definite arrangements were made as to the number of teachers to be appointed in these schools which will open or instruction on Monday night. While the schools will be under the supervision of their respective boards, Mr.Moshane pointed out that there was to be no distinction as to nationality or religion ade with regard to those attending, The roocedings proper concluded, the future &yor could not refrain from delivering a most flattering eulogy on Premier Mercier, whom he characterized as one ol the most liberal-minded men on the earth.‘He is blackguarded by the newspapers, and even Chapleau, in yesterday's STAR, denies what he did; now, this is not the case.for every day in the yard here, there are unloaded and loaded hundreds of cars. Now the Erie road is really blocked, as we have received Instructions from them not to send them any more cars; but no such orders have been issued by the Grand Trunk. Then on many roads in America to-day the pressure is much heavier than it has been at any time on our road; so it will at once be scen that this is not a local latter.“Is it true that vessels have had to leave the wharf here without taking their proper freight, on account of your inability to get the cars down to them in time?” .“Such a statement I know has been made, but I can say it is entirely false. The last steamship that left this port we had to bring back FOURTEEN LOADED CARS that had been sent to her, as she did not need them, What is wanted on the wharves is proper facilities for unloading. When tho new wharves are built tracks should be made to branch off from the malin Mack down to the water's edge, so that cars could be unloaded straight nto the ships.a case the ships are not in port when the : arrive, if warehouses were erected b side of these tracks, the freight could posited in them.hese are some of the me Filties needed on the wharl for the handling of business. We are only a.lowed to have our cars on- the wharf during the night. And there is never a morning but ‘that we have to bring & number of them back that could not unloaded durin the night, on account of the lac of proper facilities for unloading. You may say that within a week's time this road expects to have the pressure removed and that cars will be supplied shippers as usual.” At the last meeting of the Board of Trade in Toronto a letter was sent to Mr.Hickson stating that Jumber shippers outside of Toronto alone were short over 2000 oars, and requested that immediate steps be taken to Case the pressure.Mr.Seargeant said that Mr.Hickson had replied to this letter saying that the Cotnpany were constructing a large number of new cars and that ho hoped Toronto would be satistied with the interest that the Grand Trunk had recently taken and ever shown to the city and that they would proportionately get their share of cars, BURCLARY ON | ST.PETER STREET.A Jeweller's Store Vislted and Goods Carried Off, The jewellery store of Henry Ross, 137 St.Peter street, was entered by burglars early this morning and a quantity of stock carried off.Entrance was eftected by the front door;which mugt have been opened b a key, as nothing was broken and the loc was turned. When the door opened the Holmes Electric boll, which is attached to tha premises, sounded, and in two minutes a squad of me were at the premises.Meanwhile, "im this short period, whoever had entered the store succeeded in gathering together a few trays of jewellery and watches, and unbolting the rear door escaped into the small yard. Here a ladder was secured and p propped against the spike topped fence, over wh h the thief escaped. On arrival of the Holmes “Company officers nobody was.soen, and the only indication that the store had been entered was the finding of the door unlocked. The detectives were noti- fled, and mado ¢ an examination of the premises. The stock taken amounts to $150.This is the.Hind burglary at Mr.Ross’ store, and no arrests have been made.DOCTOR FINED IN RECORDER'S COURT For Failing to Report a Case of Diphtherin— Must Disinfect. For not reporting two cases of diphtheria to the Health Department, Dr.J.Jette was summoned before the Recorder yesterday. He pleaded in excuse that he had notitied the office by telephone, but the Recorder fined him $1 and costs, Dr.Armstrong and .Finnie are both summoned to-morrow > answer similar srapuiats.Dr.Laberge, Medical Officer of Health, says he will summon overy doctor he flnds infringing the by-law.To report each case so that the houses may be properly (Jisintected is the only way to stamp out erhaps people joer to having their furniture spol led by your r sulphur po “Well, porhaps they t spoils thelr thinge, but it does St do go à single bit.Any way, disinfection has got to be done.” Tr DEATHS.OXLEY—Died this morning, on November 21, 15x90, after a long and palnful iliness, borné with Christian patience and Jortiiude, Arnott, widow of the John Oxley and daughter of the late James À Arnott.Funeral on saturday afternoon, at 2.30, from her late residence, No.454 Guy street, to Mount Royal Cemetery.Friends will please accept this ln timation, NOLAN—In this city, on she 21st instant, ion Nolan, tailor, native of Listowell, Co.Ke Ireland, Aged 78 oars.Funeral from his son's residence, 14 8t.Monique street, on Saturday a.m., to St, Patricks Chore, thencé to Cote des Neiges Cemetery.Frien ds are respoctfully invited to a atte] nd.742 27 TT THE WEATHER.11 a.m.—Probabllities ties Tor] the next 24 nourn: | Moderate “winds; Law and Order League of the State of Massachusetts, was in the city to-day, having just arrived from Toronto, where he has been conferring with Mr.J.J.McLaren, Q.C., and others as to the arrangements to be made for the great convention of ropresentatives from'every Law and Order Leagu » apon the Continent, to be held in at city on February 22, when many of the must prominent: spwakors on the question from the United States and Canada will take part. The obj of the Law and Order League of the United States is simply to arrange for conferences {between the local lodges, which ave left to do their own work in their own way.Col.Dudley says there are over 1000 such græanizations in the United States, there being 102 in Massachusetts alone, while there are only two in Canada. The first one was started in Chicago about twelve years ago, and one in New York very shortly after. The general objects of all the Leagues is the same, viz., to secure the better enforcement of the laws as to the liquor trafllo, gambling and houses of prostitution, In Massachusetts they turn their attention to the first of these objects only.“Have such associations met with much success?” “I know in our city of Boston the resuits are marvellous, and have exceeded our utmost anticipations. We found the police force wholly under the influence of the saloons, but by our efforts e force was placed under the control of three commis- stoners, who also license the saloons, and thus we have got the force and the saloons under our control and quite out of politics. We got bilis through which we have reduced the number of saloons from 2600 to 780, and whereas we used only to get a rovenue of $215,000 trom them, we now get ALMOST A MILLION.The act allows one saloon for every 1000 inhabitants outside the city and for every 500 within.” “What is the license fea?” “A hotel pays $1500 for a license to sell only on the premises, and $300 for another license to sell oft the premises. There are 50 hotels which pay this sum of $1800.The common victuallers also take out two licenses one for $1000 to sell on the premises one for $300 to sell off.” ah Who gets that money?” “The city gets three quarters and the state one quarter.“ Have you any special assessment for saloons?” * We have no business tax on any trade. We think it a good thing for a man to do business and wo do not tax him for it.” * What other reforms do you report?” “ Well, bufore we organized, every saloon in Boston was selling to minors, even small children, but we have absolutely stopped at.” * Do you have to prove, to obtain a con- vicetion, that the saloon keeper knew the person Was a minor as we do here?” * no.The saloon keeper takes his risk.If we can show the person is a minor, the saloon keeper hus broken the law, and must take the consequen Col.Dudley says further that all the saloons were opened on Sunday, but now you cannot find one.“Do the citizens gupport you well?” ‘Yes.The merchants and business men subscribe liberally. Our Tee {rom subscriptions is about $12, Col.Dudley hopes that either before or after the conference at Toronto, many of the speakers will come through this ity and address a public meeting here.THE STEPHENS-HURTEAU CASE Again in Court this Morning—-Two Witnesses Examined.Evidence was taken in the Superior Court this morning in the case of Ald.George W.Stephens to unseat Ald.N.Hurteau in the City Council for alleged interest in the ing of Craig street.Mr.Justice Mat ou presided.Tho plaintiff produced four witnesses, two of whom proved to be not the parties ted a8 witnesses. The two re- mainin nes were Messrs.J.A.Grier and Treffié tien.Mr.Grier, lumber merchant, denlea Ald.Hurteau’s evidence that he over was asked bv Messrs.Bastien & Valiquette, who got the contract for paving Oral street, for a tender to furnish the «blocks, He had ‘received a request to tender from the City Surveyor, but had only round blocks to offer.Mr.€, H.Stephens, counsel for the plaintiff, wanted to ask Mr, Grier whether the wood blocks were not bought at too high a price, but ihe Court did not allow the question.Trefiié Bastien's evidence amounted to this, that Ald.Hurteau furnished him with wood blocks and not the city.Mr.Stephens here wanted to close to-day's preceedings, but Mr.Lacoste objected on the ground that this was the third and last day according to law to finish his preliminary examinations of witnesses.Mr.Stephens contended that the law only orders him to begin his examination of witnesses on the third day ,after the plea.Neither of the counsel 'duced authorities, and the Court prom to look up the polnt for to-morrow.EXHIBITION OF ENCLISH PAINTINGS At the Art Association of Montreal—High Class Works, The first lot of pictures for this exhibition has now arrived in the city from rush made to the free schools during the past few evenings, and the almost universal demand for a place in the drawing classes illustrates how much has been effected in the last two or three years FRAUDS.SMUGGLING DONE IN OPEN DAYLIGHT, Mr.Cornellier Describes the Method Employed and Suggests a Remedy—The Loss tothe Government Very Large.Mr.C.A.Cornellier, Q.C., returned from Quebec this morning, where he instituted two actions against whiskey smugglers.“As far as we can trace it,” sald Mr.Cor- ‘nellier, “there have been smuggled into Canada, by way of St.Pierre de Miquelon, this year 3000 barrels of American whiskey, and as each galion was to pay $2 duty, this sums up à total loss to the Government of $300,000 from that source only.Asa matter of fact wo have only seized 117 barrels of contraband whiskey and have instituted ae- tions against all the parties who received part of that quantity from the smpgslers.he mode of smuggling is not so ingenious as was at first aupposed. In fact certain papers have made too much of this They said that I went down as a commissioner of the Government whilst I was simply authorized to take actions against the parties who should.be found to have contraband whiskey in their possession. The smuggling is done pr, large vessels, which come up the Gulf of St.Lawrence unchallenged; and on arriving near St.Pierre de Miquelon some smaller craft come alongside Lhe big sail-boat and take A PORTION OF ITS WHISKEY CARGO, which they land all along the shore, mostly outside of regular harbors. The only remedy for this condition ol affairs is that the Government fit out a cruiser to pu rsue the smugglers, and especially to Intercept them in the Gulf. With the present system the Government are helpless, as they cannot station men on both aides of the St.Lawrence for a distance of two hundred and more miles.” It had been stated that Montreal merchants are implicated in the frauds, but Mr.Cornellier says that no definite charge has been laid against any of them Mr.Cornellier will leave for Quebec next week, when the hearing of the cases will begin, It is sald that customs detectives have traced a large quantity of contraband whiskey to Montreaiy, and that this class of goods is not sold to.large firms, but imme- jately delivered to grocers and saloon keepers.Mr.rnelifer says that the smu, ng is not done under cover of night but in/ppen daylight.A Revoiutionary Spirit.> BACRAMENTO, Cala, November 21—The National Grange yesterday passed a resolution favoring the electlon of U.8.Senators
