1890, 32,301.WEDNESDAY, JUNE 4.1890.THe appearance of the Fire Brigade on the parade before H.RB.H.the Duke of Connaught was a source of legitimate pride to the citizens and gave satislactory evidence of the great improvement in the brigade effected by Chiel Benoit, The discipline, the equipment and the handling of the brigade on active duty lately have been such as to greatly increase the cobtidence of the public and especiaily of the underwriters in thé efficiency of the Fire Brigude and the capacity of its new chief, THERE ought to be no doubt about the election of the Hon.Mr.Taillon in Jacques Cartier.Whatever the sins of Lis party © ynay be, the personal record of the leader of tha Opposition is a clean one and his honor is not questioned even by his political opponents, His defeat would be a luss not merely to the Conservative party, but to the Legislature and to the couniry. If the Coaservatives are the victors at the polis it is desirable that the leader of the party in power shall be an honest man, and if they are defeated it is equally desirable that the leader of the party in opposition should bo ab honest man.A LESSON ON LOOSE FISH.It 18 no secret among the party touters that an election fund of portentous propor tions has been created and will soun be placed ‘where it will do most good.” It would thus appear that the old game is to be played again with the old counters and according to the approved mothods tn which the machine politicians are adepts. But though money is to be used: and used lavishly, in the coming contest, as there is only too good reason to fear, the fact must not be taken as a proof of prevailing corruption. There is, as every one who has taken a hand in party politics knows, a class among the electors who regard the franchise as a thing of barter and sale.Members of this class would not dream of voting, or of stirring a tinger, or of taking a step without a clear understanding of the nature and extent of the reward they are to receive, This is a humiliating acknowledgment to be com- pelied to make, but it is qualified to some extent by the equally just admission that the class referred to is a minority. They are, In fact, the loose flash that come to the surface at election times, hungering for the bait which they know from experience is placed on the party hooks for the purpose of catching them. They are not at all shy, for they are anxious to be caught.Indeed, men of this sort have become Bo perverted that they feel and sometimes actually express a sense of personal injury should they be asked to vote without payment. They are insulted beyond en- duranoe at the thought that they are not worth bribing. This melancholy condition of degradation is not the result of depraved morals, for the men who feel and act so are on the average as honest In their lives as other men To what, then, are we to attribute their political debasement? It comes, we cannot help believing, from the absence of a really great purpose in the contests of parties, and the palpable lack of principle openly displayed in parliamentary and legislative conduct on both sides.Office and its emoluments, the manipulation of oontraocta, nepotism in the selection of relatives and friends for government situations, the prostitution of power to selfish 1n- tovests—these and the lke aro the object lessons constantly before the eyes of the electors, Is it any wonder, therefore, that every constituency should have its contingent of loose fish, whe see in an election their only chanoe of getting ashare in “the distribution of public spoil? Why, they think, should they vote gratuitously for a man who will not condescend to notioe them the next day, but takes care to get Blices of the public domain for himself, and who sacrifices his and his wife's rola- tions at the shrine of his country in comfortable situations where the pay is large and the work issmail. Thus the dishonesty of the poilticians is reflected and produced in the electorate, and mutual corruption results when they come in active contact with each other. But there is a majority, wo honestly belleve, who look with contempt on both and who really hold firmly to thelr principles.Too often, unfortunately, those who compose that majority are led astray by party al- fillations and by the not unnatural conviction that, if thelr own party be no better than the other, it cannot possibly be worse an it is the partof wisdom to choose the lesser of two evils.Sometimes they allow thelr feeling of contempt for candidates, in whose selection they had no volca, to prevent them altogether from going to the polls and voting. This is a profound mistake. They should remember the loose fish, and their duty in the exercise of a sacred trust—for the fran- chips is a trust, not a right— and give an honest vote, not so much for the man but for the principle which, however unworthily, ho may represent.Every honest voter should act as ff the triumph of justice depended on his one vote and with the same sense of responsibility that œuides his conduct in matters of conscience.By honest votes alone can the briber be foiled and the prostituted ballot of the loose fish made worthless, If thereare enough loose fish to turn an election, there ought to be enough honest voters to overpower the loo-c fish. But this class of men should not allow themselves to remain helplossly in the hands of party managers.Itis an old and vulgar error, long ago pointed out, that opboaition is necessary in a free country. It is true, that when the government is of the common character of governmenth, that is, a junto of artful and pushing poli- ticlans, who have thrust themselves into the management of affairs, in order to eurich th ves.and thelr fam- Nes; it 1s necessary that oom their soh emes asd machinations agalnst the oduntry. But this 1s ouly saying that one evll is.necéssary to balance an- othor evil.Nobody ever thought an oppo- eition necessary in a private family, where the heads have nothing but the good of the family in view.Sound politics, therefore, direct, not to set up one party against the other, but to take away the jewel of parties, tho omolumentary iuvitations to the fatal and mischievous strife, in which every vie- tory is a loss to the country.—— Shall we n Bherbrooire street, vy the TORONTO, June 4.—To-morrow ls poillng Gay in Ontario and the excitement throughout the province runs high.Premier Mowat and the Opposition leader, Meredith, closed their campaigns last night with speeches at Hamilton and Orillia respectively. There are Equal lights candidates in eight ridings, being endorsed by elther of the old parties, except in Toronto, where they run independently. There are five Third Party candidates. Both the Reformers and the Opposition confls dontly prediot a victory, though the predictions of nou-partisans say æ reduced pajority for the Government. If the Equal vote, however, should turn out atk oor than was expected.it might de- t the Ministry, The members of the Cabinet whose seats are being strongly cou- tested are: Provinelal Secretary, Gibson, in Hamilton; Minister of Agrioulture Drury, in Simooe, and Minister of Education G.Ross, In Middlesex.Tho re-election of the other ministers is assured.Inspector Hughes is said to have a falr chance of success in Peel as an Equal Righter. In Toronto, where seven ¢andidates are clatm- ing the three seats, the result is doubtful, the general expeetation being, that Mayor Clark will lead the poll, with perhaps a Liberal or an Equal Righter next.In Eastern Ontario, the Government confidently expect to carry (Hlengarry.Russell, Stormont and Brockville; the osition Dundas, Leeds, Grenville aud Kingston. There are 92 memters to be elected, ipis- sing, à new district, chooses one for the first time.AJI the elections take place to-mor- row.SENATOR CULLOM COULDN'T Got His Ballway Bil Through, and Withdraws It.[SPECIAL TO THE STAR.)
