[" 9th Yr., no.28 6 pages \u201cNews 1s our Business\u2019 City Pays $300,000 for Merck Property SE V Fit BY PHILIP VAN SON In an exclusive interview with the SUN Mayor Robert Cauchon of Valleyfield said over the weekend that he has \u2018\u2018several big and important prospects'\u2019 for Valleyfield's new Industrial Park.The establishment of the industrial park area took place last week when the Mayor announced that the city had purchased the former Merck company building complex on Dufferin Rood for the sum of $300,000.The total area which came into possession of the city through this transaction amounts to 174 acres.Of this, 150 acres have never been used while the building complex of the former Merck Company consists of 12 factory buildings, an office building and a power plant\u2014 Asked what had prompted the city to purchase the former Merck company property Mr, Cauchon said that it was essential for Valley- field's further industrial development and welfare that the city itself be in a bargaining position when industrial firms showed interest in coming to Valleyfield.However, of even greater impor- tence Mr, Cauchon emphasized, was the slow but persistent rise in the Valley- field and area unemployment figures.He attributed this to three factors: 1st the closing down of what was known as Camp 3 of Hydro Quebec, secondly the layoff of.personnel, at the Canadian Arsenal plant in Nitro and thirdly the fact that the new Zinc plant in Valleyfield had so far hired fewer people than was anticipated.Mr.Cauchon said that several months back he started to realize that it was imperative that the city take action to combat this situation.Now that the deal with .the parent Companv of Merck in New York has been finalized Mr.Cauchon indicated that he will act with the greatest possible speed to bring new industry into the Industrial Park Area.He pointed out that so far Valleyfield had lost at least four opportunities and employment for between 100 and 120 men for a number of smaller plants to move into the former Merck plant buildings because Merck simply was not interested in renting.The Mayor further emphasized that the city of Valley- field is now in an excellent position to compete with other cities and areas for industrial development and that he plans an extensive publicity campaign to announce the availability of this choice industrial land and building complex to the outside world, It may be of interest to note that each of the 12 buildings is a self-contained unit with all the necessary facilities including power which is supplied by the one central power plant also located on all in excellent condition.the property.Mr.Cauchon said that he is prepared to rent, sell or even build.In going over the developments which led to the final acceptance of the citie\u2019s offer by Merck, Mr.Cauchon pointed out that everything took place with the fullest approval of the provincial government.As a matter of fact, the Mayor explained, that in order to make the purchase of the Merck plant the city council had to establish an industrial fund, For this the approval was necessary of the Minister of Municipal Affairs, the Commission for Municipal Affairs and the Minister of Commerce and Industry.The Quebec authorities were so well satisfied with the manner in which the city had prepared its request and in which the administration of the city in general is being handled that it offered Mr.Cauchon and his delegation of Messrs.C.Codebecq, city clerk, A.Lafontaine city engineer and manager, and Mr.Gilles Cauchon auditor tor the city borrowing powey of $1,000,000.However, Mr.Cauchon explained that he turned this offer down as he felt he didn\u2019t need this amount right away and to leave any future successor the power to borrow such a large sum might he politically unwise.Following his successful visit to Quebec Mr.Cauchon travelled to New York on January 17th where he was granted an interview with the board of directors of Merck & Co., the parent company of the former Valleyfield Merck plant.Mr, Cauchon told the SUN that after some discussions the company Was prepared to sell for $600,000.Mr.Cauchon offered to pay $300,000 cash and explained that the city had paid almost $300,000 in expenses on behalf of the company to make and keep the Valley- field plant operational.He broke his figures down as follows: $150,000 to provide the plant with water;
