the world, the people of the Neapott'an district joy bells of Easter with gia} hearts, Vesuvius is the volcano most closely under the eve of the world. Its history and is position give it the centre of the stage at the smallest indications of activity. It is in one of the most populous districts of, the mort well known land in Europe, inay hear the perhaps, and the first jar to its great maes is felt with electric swiftness throughout the wo-ld It ia the volcano of the encients—the voicano of romance—tde front of the volcano of the street world. It will not appear far-fetched to the imaginative to link this tragic outbreak at this season from this first amongst our mighty death-dealing mountains of fire with the Great Tragedy which Christendom is commemorating to-day.Both challenge the attention of the human race.More and ‘more, as the years go by.the world comes to regard the Trag-dy «of Calvary as the most fateful event In i's ‘history, second to the only even mightier event of the Resurrection, The first mourners were fewer than those who to-day are fugitives from some Italian town which the wrath of Vesuvius has been p ured, ‘but the band has grown greuter with “the centures until comprises a fair section of the entire race, From Good Friday look Easter — else the day would be dark, indeed. The (louds of to-day will be dispelled by the sun of Easter.es Tragedy which its glorious ending so soon and so surely that we bave barely time to sorrow.EE into to-day it we to It is brings A CENSUS OF THE EMPIRE.A census of the whole British Em- _ pire has just been issued in an official , blue book in London. It presents in « “striking way the Immenaity of the Em- ,pire and its remarkable growth and progress. The population of China is only a matter of surmise, as the work of taking a census there has never been carried on in such a way as to inspire confidence in the figures.Ou:-* side of China, however, there are mora peoples who owe allegiance to one sovereign under the British flag than under any other Ia the world.Within the Mfetime of those who are not yet mid- dle-pged, the area of the Empire has al- mopt doubled.Within forty years, by conguest or cession, no less than forty per 0OKL has been added. From 8,600,000 weire milee 1t has grown to 11,918,373._ Whjle some of this 1s but sparsely set- ted, most of it is densely populat~1.In the forty years the increase of popula- tlob bas béén forty millions, bringing {be present popplation of the Empire Me ta $a8,000.000.; 7.3% the Linked Kingdom, there are 342 aio te the squared mile.In ‘the Ir Amarican possessions there is atiff a square mile for each Inhabi:- ES hes about the same.In the CAW possessions there dre six- tosh 'potedng: to the mile.We often think of ourselves as a white nation and & Ohristian nation. As a matter + hoven-olghths of the Béitish golored, and we have nsar- as we have Christians. There are but (68,000,000 Christians, non-Christian groups are 94,000,000 Mohammedans and 208,000,000 Hindous.About haif the number of cities In the Empire have populations exceeding fifty thousand, but there is only ons city with over a million. The near est approach to a second is Calcutta, which in the 190} census had 850,000 population. Our neighbors In the United States can 8t{ll boast of having the only nation in thé world with three cities which have passed the million mark.ONTARIO TO PAY ITS TEACHERS BETTER.While we are talking a great deal about the necessity of ralsing our standard of education in this province, chiefly by upplyingaghe elevating pov- er at the crucla! point of teachers’ salaries, the Ontario Government has introduced a bill which proposes do ralse the scale of pay for teachers all over that province.Jt fixes a schedule of minimum salaries for teachers base upon the assessment of the school sec- tlons, and provides that any teacher who consents or offers to work fur less than the schedule rate may have his or her license taken away by the inspector. The schedule 1s described by the Mail and Emplre, as follows : “The new bill! makes the minimum salary for rural teachers $300 in school sections where the assessment of the property of school supporters is less thun $30,000; $330 where the assessment is between $30.000 and $40,000; $400 where the assessment is between $40.000 and $80,000; $450 where the as: ment Is between $50,000 and $160,000, and $500 where the assessment is at least $160.000.The average salary for rural schoul teachers under the new act will probably be increased by at least $100.The burden of the increase will be shared by the Government and by the municipalities.” Dr.Pyne estimates that this policy will call fur an increase in the Provin- clal grant to public schools of between $30,00u and $90,000 fur the present year, which is evidence that the Guvern- ment is not afraid to shoulder a fair share vf the consequences of ils own act.It ts earnestly to be hoped that the municipal councils will be as practically public spirited.Additional Normal schools are to Le established as well at a capital cost of $200,000 and a vearly maintenance blll of about §7d.- 000, and other steps are Laken to raise the educational standard uf the teaching profession.Ontario realizes that the key to su- cess for the coming generutions is à first-class eduvational system. This does not mean a rich university or two for the higher education vf the few who can afford the time and money for long and heavy courses; but a thoroughy good public school system for the education of the many who will decide how high or how low the tide uf pros- verity and enterprise will stand. And there is no way to raise the standard of teaching short of raising the salaries which are to attract brains and capu- city into the teaching profession. It we will not pay for good teachers, we will not get them. That is as sure as the foundations of economic sclence.Quebec must spend more un her schools. This is une of the necessities of the future, and, the sourer our peuple face it, the sooner will thelr children begin to reap the benefit of this advanced and patriotic policy.Tho Mm'nlicipanties must as a rule du better, and the Provinee must as a unit contribute noore generously. We simply cannot afford to economizé on our educational outlay.À firm might as well try to economize on keeping abreast with in the most recent amyentions, its conpetitors ——————————————————— mr Late advices from Paris relate the invention by an Ingenivus gentleman of a bullet which will not «ill. This will have a tendency to make war a pleasanter.but less convincing business than it han been.It will alse give hunting all the excitement usually associated with the chase.and not be so destructive of game as methods now In use.The chief delight of the new invention, however, will be the added fillip tt will give to the nt dueling.Heretofore either ur both of the duelists, from Inexperience or accident, might get hit.the hollow bullets can be filled with stewed tomatoe (ur the use of the while the more wealthy cun have dueling inde claret.joyous game Now common people, intnt or Jections of creme : Then, If one wants to givo a burglar 4 real warm time.he can shoot him full of tvousco sauce. It would Le remarkahle.indeed, considering the feeling in the country against the indemnity “grab.” if some of the members on either side of the House falled to hring the matter up for prolonged and detailed dis- cusston. The ‘“‘cemSpiracy of silence” entered Into Is ominous and disquieting. Is there not à touch of hoHow mockery about the “questions” on the order papers and the ‘fishing for evidence in commitiees when such a splendid chance ‘'made to (and by) thelr hands’ confronts the members who are fond of delving?MR.HILL'S PLANS.(Winnifeg Free Press.) last evening of Western industries, stated that In Southern Alberta there were about two thousand acres contracted to Le sown to beets but before the end of the present year this total would reach In the neighborhood of four thousand acres.‘The factory situated In the town from which I come, has lately shipped out carload after carload and were then short on their orders.“A hot discussion is now taking place before the members of the American tur- iff commitiere regarding the tariff on raw cane sugar in the United States.“It this tariff were removed.tha far- tories would suffer enormously, and the refiners would fatten on the tremendous advance In profits to them.“An important feature In connection with this controversy is that a new factor.in the shapg of a gigantic organization.controlling Pigthy-two per cent of the product obtained from the Philippine and Hawallan Igands, is waging a bitter war on the United States sugar trust.“let them Ko Australia, “our country is not filling up as quickly as we would rare to believe; nevertheless, we are going ahead slowly but surely, ‘Australians spare no efforts In their endeavors to bring to the country imm!- grants of a destrable class, whose standard of living and general soclal tone are not inferior to their own.To these we offer freely of our best, “Land is sold, or leased.tn newcomers on very general terms, and the promotion of new industries is encouraged by the granting of bonuses: there is practically only one condition imposed.and that in.settlers must not be inferior in ‘morale’ to the present inhabitants.’ This stand is taken because the Australlans regard themselves as occupying a position as a distant outpost of civilization for the benefit of thelr children and their equals.“We are In close proximity to the teeming millions of Southern and Eastern Asia, who might at some period of unrest and upheaval overrun the country.as they have done on the North Eastern shores, for instance, on Thursday Island. Some years ago there were on this island some two thousand Europeans, engaged in the pearl shelling Industry: but they have been gradually elbowed out unti] to-day they number less than one hundred.“We do not want a repetition of this on the island proper, Australia, and, consequently.are endeavoring, and her business men, especlally in Tokio, are not allowing any of the advantages gained in the war with Russia to slip away from her.” Mr.Yokoto Halno, of Yokohama, who is himself a business man of experlence, makes the above statement.“An important organization has been formed in Tokio.consigting of about 100 of the leading business interests, for the purpose of working for the development of home industries and foreign trade with redoubled energy, ‘This organixation consists of a wealthy and conservative element representing an enormous combination of capital.*“Its interests Missed When He is Not in the House.Special to The Montreal Star.London April 13.— When Mr.Balfour, during the closing days of the late Parliament, introduced his redistribution proposals criticism was mainly d’- rected against their inadequency. It was urged that the anomalies In the size of cunsiituencies which these resolutions left untouched would render a new measure of redistribution absolutely necessary before Mauy years had elapsed. The General Election.in spite of the advent of the new Labor organization.was on the whole a struggle for power between the two great historic parties, and owing to the very high percentages both of the votes pollel and the seals contested, the results anord an exvel- lent means of testing to what extent the present electoral methods accomplish their purpose—that of creating a representative House of Commons. There were contesta In 528 borough and county constituencies in Great Britain in which both Ministerial and Unionist candidates took part. The Ministerial parties received 2.818.878 votes and returned 396 members.while the Union iata, who number 2.233.685, are represented by 129 members only.A Liber al member of Parliament.therefore, it has been figured out, represents 7,118 citizens, wherear a Unionist member represents no less than 17.315 citizens. This want of proportion between the votes polled and the seats obtained fs regarded as one of the features of the recent elections, and efforts are being made already to see what can be done In the matter of securing proportional representation for the future.A KNOTTY SUBJECT.One of the most knotty of ruhjecte which confronts the present Liberal Ministry of Sir H.Campholl-Banner- man {s the Education Bill.Tt would appear as though there Are almost as many different points of view upon thta subject as there are people in the United Kingdom. The Bishop of Birm- Ingham and Lord Hugh Cecil urge that parenta should determine the kind of religioun teaching which they wish their children to receive, and that the State should make it its business impartially to see that this is provided. This principle is said to have at least two grounds to recommend it.The first tx that the State alone can claim a primary right in the matter, which overrides the rights of the par- entr. The other contention ix that since the Stale makes education cam- pulsory.that compulsion Imposes a correlative duty on the State of respecting the beliefs of itz citizens. The Bishop of Birmingham, in his championship of denominationallsm, han even obtained WArmer RUPPOTt from an eminent Nonconformist in Dr, Guinness Rogers. On the other hand.undenominational teaching has obtained the most pronounced support from the Rishop of (‘arliale Canon Henson and others, Bishop Wil kinkon, on the other hand.14 arguing Rgainat the deplorable effects of purely secular teaching on national moraif(y basing his case, however, largely on Continental
